    Edwin Edwards, Flamboyant Louisiana Governor, Is Dead at 93

    He served four terms, charmed voters with his escapades and survived a score of investigations before going to prison in 2002 for racketeering.Mere months after being released from prison, former Gov. Edwards, the only four-term governor in Louisiana’s history, a swashbuckling rogue who charmed voters with his escapades and survived a score of grand jury investigations and two corruption trials before going to prison in 2002 for racketeering, died on Monday at his home in Gonzales, La. He was 93. His biographer, Leo Honeycutt, said the cause was respiratory failure. In January 2011, Mr. Edwards was released from a federal prison in Oakdale, La., after serving more than eight years of a 10-year sentence for bribery and extortion by rigging Louisiana’s riverboat casino licensing process during his last term in office.Six months later he married. And in the fall, he rode in an open convertible through cheering crowds waving Edwards-for-governor signs at an election-day barbecue. “As you know, they sent me to prison for life,” he told them. “But I came back with a wife.”Before Mr. Edwards, no one had ever been elected to more than two terms as governor of Louisiana. Indeed, the state constitution prohibits more than two consecutive terms. But from 1972 to 1996, with a couple of four-year furloughs to stoke up his improbable comebacks, Mr. Edwards was the undisputed king of Baton Rouge, a Scripture-quoting, nonsmoking teetotaler who once considered life as a preacher.In a state where it has always been good politics to wink at a little wickedness, Mr. Edwards, the silver-haired, bilingual son of French Creole sharecroppers and a relentless electoral and legislative infighter, was perhaps the most dominant political force since Huey Long, the radical populist known as the Kingfish, who was assassinated at the State Capitol in 1935.Courting votes in a bayou drawl with Cajun-inflected pledges to “laissez les bons temps rouler” (“let the good times roll”), Mr. Edwards — who avoided the prototypical political sins of self righteousness and talked the way plain folks did over gumbo and crawfish pie — rose from a local council to the State Senate to a seat in Congress and the governor’s mansion in 17 years.A complete obituary will be published shortly.     As Republicans Take Aim at Voting, Democrats Search for a Response

    A speech by President Biden on Tuesday could be a signal of how hard the Democrats will fight to protect voting rights. WASHINGTON — The Democratic Party pledged millions for it last week, grass-roots groups are campaigning for it nationwide and, as recently as Friday, Senator Chuck Schumer, the majority leader, said the fight for it had only begun.But behind the brave words are rising concerns among voting-rights advocates and Democrats that the counterattack against the aggressive push by Republicans to restrict ballot access is faltering, and at a potentially pivotal moment.President Biden is expected to put his political muscle behind the issue in a speech in Philadelphia on Tuesday. But in Congress, Democratic senators have been unable to move voting and election bills that would address what many of them call a fundamental attack on American democracy that could lock in a new era of Republican minority rule. And in the courts, attacks on voting restrictions face an increasingly hostile judiciary and narrowing legal options.Texas seems poised, absent another walkout by Democratic legislators, to become the latest Republican-controlled state to pass a sweeping legislative agenda placing new barriers to the ability to cast a ballot. That comes on the heels of a major Supreme Court ruling this month further weakening the one enforcement clause of the Voting Rights Act that remained after the court nullified its major provision in 2012. The decision arrived as advocacy groups were pressing lawsuits against restrictive voting laws enacted in roughly a dozen Republican-controlled state legislatures.“One more arrow has been taken out of the quiver of voting-rights plaintiffs to strike down these new laws passed since the 2020 election,” said Nathaniel Persily, an election-law scholar at Stanford. “And it’s not like they had all that many arrows in the quiver to begin with.”Roughly a dozen Republican-controlled states passed laws this past spring restricting voting or significantly changing election rules, ostensibly in response to President Donald J. Trump’s false claims that voter fraud cost him the November election. Many made it harder to vote early or by mail, banned or restricted drop boxes, shortened early or absentee voting periods or gave more leeway to partisan poll watchers. Some laws made it easier to replace local election officials with partisans, something voting rights advocates say might make it possible even to invalidate or sway election results. Atop that, Republican filibuster threats have bottled up the flagship effort by congressional Democrats to counter such restrictions — a sweeping overhaul of federal election laws and a beefed-up revision of the Voting Rights Act. Despite controlling the Senate, Democrats have failed to unite behind a change in filibuster rules that would allow them to pass the legislation with a simple majority vote. That is a painful reversal for Democrats, who had labeled the bills their top priority, and for Mr. Biden, who said a year ago that strengthening the Voting Rights Act would be his first task in the White House. It also has far-reaching ramifications: The election-overhaul bill would set minimum standards for ballot access, potentially undoing some provisions of the newly enacted laws, and ban gerrymandering just as states begin drawing new boundaries for House seats and local political districts.Democrats worry that failing to act will empower states led by Republicans to impose more restrictions before the 2024 presidential election — a genuine concern, they say, given that Mr. Biden carried the Electoral College by fewer than 43,000 votes in three key states, despite outpolling Mr. Trump by seven million votes nationwide. President Biden said a year ago that strengthening the Voting Rights Act would be his first task in the White House.Samuel Corum for The New York TimesAnd some worry that a Republican Party that still refuses to accept the legitimacy of the last presidential vote sets the stage for a constitutional crisis should red states, or even a Republican-led House of Representatives, contest the next close election. “There’s not a caucus meeting that goes by that our leadership doesn’t talk about S. 1 and how our democracy is on the verge of disappearing,” U.S. Representative John Yarmuth, a Kentucky Democrat who has spent 14 years in the House, said in an interview, using shorthand for voting legislation stalled in the Senate. “There’s plenty to be scared about.”Republicans argue that it’s Democrats who are the threat to democracy. “The Democratic Party wants to rewrite the ground rules of American politics for partisan benefit,” Senator Mitch McConnell, the minority leader, said at a hearing on the bill to overhaul voting laws, called the For the People Act. “It’s hard to imagine anything that would erode public confidence in our democracy more drastically.”Mr. McConnell has called the proposal “a craven political calculation” that shows “disdain for the American people.”In the states, Republican legislators have frequently taken a similar tack, charging that Democrats oppose tightening voting rules because they benefit from voter fraud.More common among voting experts, though, is a view that Republicans, facing unfavorable demographic tides, see their future linked to limiting Democratic turnout. “They’re going to do everything they can to hold on to power, and one essential of that is limiting the Democratic vote,” said Larry J. Sabato, a veteran political analyst and director of the Center for Politics at the University of Virginia. Voting-rights advocates and the Biden administration are not without weapons. Under Attorney General Merrick Garland, the Justice Department has already sued to block voting legislation enacted by the Georgia General Assembly this past spring, and more lawsuits are likely.On Thursday, Vice President Kamala Harris said that the Democratic National Committee planned to spend $25 million before the 2022 midterms to organize and educate voters.And a number of voting rights advocates said they believed that the breadth and the audacity of Republican voting restrictions was igniting a backlash that would power a grass-roots voting movement and increase Democratic turnout in the midterms.“It could well have a significant pushback,” said Miles Rapoport, a senior fellow at the Ash Center for Democratic Governance at Harvard. “The extra motivation of ‘You’re not going to take away my vote’ could end up with very, very heavy turnout come 2022 and 2024.”But voting issues could be a motivator for both parties and, in a highly polarized electorate, the moral high ground can be hard to establish. “I think a lot of this from the other side is political theater,” Representative Briscoe Cain, the Republican House Elections Committee chairman in Texas said in a phone interview on Sunday night. The goal, he said, is to “win elections and make Republicans look bad.”Advocacy groups and Democrats also are in the courts. In Georgia alone, eight lawsuits are challenging Republican election laws enacted in the spring. Marc Elias, a longtime lawyer for Democratic Party interests, is opposing new election laws in seven Republican-dominated states.How badly the Supreme Court ruling will hinder such efforts is unclear. The 6-to-3 decision, covering Section 2 of the Voting Rights Act, made it much harder to attack a voting restriction based principally on its lopsided impact on a minority group.Mr. Elias called the ruling “a terrible decision,” but added that most election lawsuits claim violations of the Constitution, not the Voting Rights Act.Richard L. Hasen, a leading election-law expert at the University of California, Irvine, was less sanguine, arguing that one part of the ruling has given states wide latitude to defend restrictions as necessary to prevent fraud — even if there is no evidence of fraud. Stopping fraud is by far the leading reason cited by Republican legislators sponsoring curbs on voting.“There’s no question that the road is much tougher for voting rights plaintiffs in federal courts,” he said. “These battles will have to be fought within each state, mustering coalitions among business groups, civil leaders and voters from all parties who care about the sanctity of the right to vote.”Legal options also exist outside the federal judiciary. Mr. Elias recently won a suit claiming discrimination against college-age voters in the New Hampshire Supreme Court. The Southern Coalition for Social Justice is challenging North Carolina’s voter ID requirements in that state’s Supreme Court. Mr. Biden made voting issues a priority in his campaign, but as president he has emphasized bread-and-butter issues like infrastructure spending and coronavirus relief. He was largely absent in June when Democrats in the Senate tried and failed to bring up the For the People Act for debate — in part, perhaps, because even Democrats realized that it must be stripped down to a more basic bill to have a chance of passing.The president is unlikely to have that option again. Over the weekend, a close ally, Representative James E. Clyburn of South Carolina, told Politico that Mr. Biden must push to modify the filibuster so both voting bills could pass.So did civil rights leaders in a meeting with the president on Thursday. “We will not be able to litigate our way out of this threat to Black citizenship, voting and political participation,” Sherrilyn Ifill, the president of the N.A.A.C.P. Legal Defense and Educational Fund, said later. “We need legislation to be passed in Congress.”The consequences of doing that — or not — could be profound, said Dr. Sabato. “If there was ever a moment to act, it would be now, because Republican legislatures with Republican governors are going to go even further as we move into the future,” he said.“For years, Democrats will point to this as a missed moment.     Dueling Claims to Power. Broken Institutions. How Does Haiti Fix This?

    Other countries have faced similar challenges, often with poor results, from protracted limbo to, in the worst cases, civil war.PARIS — Battered by gang violence and corruption, its Parliament near vacant, its judiciary in tatters, its Constitution subject to dispute, its poverty crushing and its history a chronicle of unrest, Haiti was in bad shape even before its president was assassinated and rival factions laid claim to power.Now, it’s in meltdown.“Haitian democracy has been slipping away for a long time and with each round it’s been getting worse,” said Peter Mulrean, a former United States ambassador to Haiti. “There is not much left to save.”Claude Joseph, the interim prime minister, and eight of the 10 remaining members of Parliament in the entire country of 11 million people have both said they have a legitimate right to assume power and fill Haiti’s vacuum of authority.Mr. Joseph, as the incumbent, has tepid backing from a Biden administration desperate not to be sucked into a quagmire. The vestigial Senate, having been elected, has some legal imprimatur, but is dogged by accusations of corruption and self-dealing.When power is disputed, institutional strength and the rule of law become paramount. Haiti has little or none. It finds itself in a desperate void. As the battle for power escalates, there is scarcely a Haitian democratic institution standing that can adjudicate the dispute stemming from the assassination of the president, Jovenel Moïse, in his home on Wednesday.After the last United States election result was contested, a mob incited by former President Trump stormed the capitol on Jan. 6, but American legal checks and balances held in the end. Afghanistan is scarcely more stable than Haiti. Neither state can make a claim to have a monopoly on the use of organized violence within its own borders, a classic definition of a government’s authority.Yet Afghanistan overcame a similar crisis last year. After the 2020 election, both the incumbent, Ashraf Ghani, and his main challenger, Abdullah Abdullah, claimed victory. Mr. Abdullah initially denounced the election result as a “coup.” A violent clash seemed possible. But the United States, through intense diplomacy, was able to mediate a compromise.“The United States had troops in the country,” said Barnett Rubin, a former State Department official with deep knowledge of Afghanistan. “It had advisers. It was invested. It was tacitly on Mr. Ghani’s side.”The United States had an overriding national interest in resolving the conflict and opening the way for peace talks with the Taliban — even if those efforts seem fleeting now that the United States is withdrawing its troops and the Taliban advances across the country.In Haiti, there is no clear rule of law nor any indication that the United States is eager to intervene militarily and force a resolution. If it has any national interest, it lies in preventing upheaval so close to its shores and avoiding another mass Haitian migrant exodus like the one that followed the 1991 coup that ousted President Jean-Bertrand Aristide.The potential for the crisis in Haiti to worsen is evident. Mr. Joseph immediately declared “a state of siege,” a form of martial law, but his right to do so was unclear. In many ways rampant gang violence had already reduced Haiti to a condition resembling a country under siege.The Senate, or what’s left of it, wants Joseph Lambert, its president, to become provisional president and Mr. Joseph replaced as provisional prime minister by Ariel Henry. Under Mr. Moïse, Parliament was eviscerated. The terms of two thirds of the nation’s senators had expired, as did those of every member of the lower house, with no elections to replace them.Critics accused Mr. Moïse of presiding over the collapse deliberately, to further consolidate power. When he was assassinated, the nation was suddenly rudderless.Countries can function, to varying degrees, with nobody in power, or power disputed. In the postwar years, Italy and Belgium have managed with no government for long periods, but they had solid democratic institutions.Lebanon, in dire financial straits, has limped along for many years with two military forces — the national army and the Hezbollah militia — and a sectarian power-sharing system that looks to a millennial generation like a license for the political elite to loot with impunity while the country suffers. Still, it has avoided spiraling back into civil war.In the Ivory Coast, though, violence ultimately settled dueling claims to power after two people declared victory in the 2010 presidential election. The incumbent, Laurent Gbagbo, refused to step down despite the fact that international electoral observers had recognized his rival, Alassane Ouattara, as the winner. The result has been mass migration of precisely the kind the Biden administration wants to avoid in the case of Haiti.Democracies take root slowly and painfully, and Haiti, since becoming the first independent state of Latin American and the Caribbean in 1804, has suffered turmoil almost without respite. Crippled by debt imposed by France, occupied by the United States for almost two decades in the early 20th century, undermined by corruption and coups, hit in 2010 by an earthquake and over the past year by the coronavirus pandemic, the country is at its most vulnerable and combustible.But the Biden administration, at the very moment when the president has been pulling the country back from its forever wars, is wary of any deep Haitian involvement, especially of a request from Haitian officials to deploy American troops. Haitian leaders tend to look to Washington for backing and approval to reinforce their political credentials.For the United States, the European Union and the United Nations, the path of least resistance may well be to seek to resolve the power conflict by urging Haiti to move forward with elections planned for September. The Biden administration has already done just that, as if voting was some panacea.But in an article in Just Society, Mr. Mulrean, who was the American ambassador to Haiti between 2015 and 2017, wrote that holding the elections would be “a mistake.”“It is tempting to think that new elections will clarify the situation and restore stability, but experience teaches us the opposite,” he wrote. “What Haiti needs is to take stock of what is broken and fix it.”A broad coalition of opposition parties and civil society is calling for just that. Voting, they note, solves nothing if the institutions that secure democracy have ceased to function. More

    Texas Man Who Waited Hours to Vote Is Arrested on Charges of Illegal Voting

He now faces four decades in prison.A 62-year-old Texas man who waited hours to cast a ballot in last year’s presidential primary was arrested this week on charges that he had voted illegally.The man, Hervis Earl Rogers of Houston, waited seven hours outside Texas Southern University to vote in the state’s presidential primary in March 2020. On Wednesday, he was arrested and charged with two counts of illegal voting, a felony. According to court documents, the charges stem from ballots that Mr. Rogers cast on March 3, 2020, and on Nov. 6, 2018, while he was still on parole and not legally permitted to vote.Tommy Buser-Clancy, a senior staff attorney for the American Civil Liberties Union of Texas and one of the lawyers representing Mr. Rogers, said that Mr. Rogers thought that he could vote during the primary.“Mr. Rogers’s prosecution really shows the danger of overcriminalizing the election code and the process of participating in a democratic society,” he said. “In particular, it raises the danger that criminal statutes in the election code are being used to go after individuals who at worst have made an innocent mistake. That’s not what any laws should be doing.”Mr. Buser-Clancy said that the A.C.L.U. was conducting its own investigation into the charges.Texas election code states that a person convicted of a felony can register to vote and participate in elections only once his or her sentence — including parole — is fully completed. Texas’ election laws also stipulate that a person must knowingly vote illegally to be guilty of a crime.The Sentencing Project, a criminal-justice nonprofit, estimates that 5.2 million Americans remain disenfranchised because of felony convictions, a disproportionate number of them Black. According to a report the group released last year, over 6.2 percent of the adult African American population is disenfranchised, compared with 1.7 percent of the non-African American population. In Texas, 2.8 percent of voters cannot vote because of felony convictions.Experts say that disparities in sentencing can make felony voting laws inherently discriminatory against minorities and people with low incomes. And the process for former felons to return to the voter rolls can be confusing, with muddled and frequently changing rules, making it difficult for people trying to vote legally to know what to do.Mr. Rogers’s story ricocheted around social media after he was identified as the very last person in line to vote at his polling place. Houston Public Media reported at the time that Mr. Rogers arrived at the polls just before 7 p.m. and waited roughly six hours to vote, long after the polls had closed and many others had left the line.“It is insane, but it’s worth it,” Mr. Rogers told Houston Public Media while waiting in line.Mr. Rogers was being held at the Montgomery County Jail with bail set at $100,000. He could face upward of 40 years in prison — 20 years for each charge, according to Mr. Buser-Clancy, who added that Mr. Rogers’s past criminal record meant that the sentence could be even higher.“He’s facing the possibility of an extremely harsh sentence,” he said. “Second-degree felonies are normally reserved for aggravated assault, and to apply it to Mr. Rogers’s case, it just shows how unjust that is.”Texas’ attorney general, Ken Paxton, who is under investigation for professional misconduct after he challenged President Biden’s win in court, brought the charges against Mr. Rogers. He has made it a mission of his office to prosecute voter-fraud cases, which are very rare in the United States and tend to be minor mistakes when they do happen.“Hervis is a felon rightly barred from voting under TX law,” Mr. Paxton wrote on Twitter. “I prosecute voter fraud everywhere we find it!”Republicans in Texas and other battleground states have been pushing aggressively to restrict voting laws since former President Donald J. Trump began making false claims that the 2020 election was stolen from him. On Thursday, Republicans in the Texas Legislature presented plans to overhaul the state’s election apparatus for a second time this year. They outlined a raft of proposed new restrictions on voting access that would be among the most far-reaching election laws passed this year.For some, Mr. Rogers’s case evoked another recent prosecution in the state.In 2017, Crystal Mason was sentenced to five years in prison for casting a provisional ballot in the 2016 presidential election while she was on supervised release for a federal tax fraud felony. Her provisional ballot was not counted, and her case is pending before Texas’ highest criminal appellate court after Ms. Mason filed for an appeal.After she was convicted, Ms. Mason served 10 months in federal prison for violating her supervised release, but she has remained free on a $20,000 bond in her voting case, as she pursues her appeal in state court, her lawyer, Alison Grinter, said. If Ms. Mason loses her appeal, she will have to begin serving her five-year sentence, Ms. Grinter said.Mr. Rogers and Ms. Mason may meet in the coming weeks, Ms. Grinter said.“They share a bond that neither of them wanted at this point,” Ms. Grinter said. “She really feels for him, and knows what it feels like to be made political sport of like this.”On Friday, Ms. Mason expressed support for Mr. Rogers.“I wish this had never happened to you,” Ms. Mason wrote on Twitter. “I’m sorry that you’re going though this.     Democrats and Republicans are already jockeying for a crucial voting bloc that soured on Donald Trump, tilted to Joe Biden and now holds the key to the second half of the president’s term.PAPILLION, Neb. — Pursuing a bipartisan infrastructure deal and trumpeting a revived economy and progress against the pandemic, President Biden is trying to persuade the nation that Democrats are the party that gets things done. His message is aimed at holding on to a set of voters in next year’s midterms who could determine the fate of his agenda: suburbanites who abandoned former President Donald Trump in droves.More than any other group, those independent-minded voters put Mr. Biden in the White House. Whether they remain in the Democratic coalition is the most urgent question facing the party as it tries to keep its razor-thin advantage in the House and the Senate next year. Mr. Biden made his pitch again on Friday when he signed an executive order intended to protect consumers from the anti-competitive practices of large businesses. But Republicans are also going to war for suburban votes. The party is painting the six-month-old Biden administration as a failure, one that has lost control of the Southwestern border, is presiding over soaring crime rates and rising prices and is on the wrong side of a culture clash over how schools teach the history of racism in America.Whoever wins this messaging battle will have the power to determine the outcome of the rest of Mr. Biden’s term, setting the stage for either two more years of Democrats driving their policies forward or a new period of gridlock in a divided Washington.Both parties are targeting voters like Jay Jackson, a retired career Air Force officer who is now a reservist in the Omaha suburbs. Mr. Jackson had lawn signs last year for Republicans running for Congress, but also for Mr. Biden. He thought that Mr. Trump had failed to empathize with military duty and regularly lied to Americans, and did not deserve re-election.“I’m a classic RINO,” Mr. Jackson said with a laugh, accepting the right’s favorite insult for voters like him: Republicans in Name Only. In a guest column in The Omaha World-Herald, Mr. Jackson, a 39-year-old lawyer, explained his view: “We Republicans need to turn away from Trump and back to our values and the principles of patriotism and conservatism.”Mr. Biden won 54 percent of voters from the country’s suburbs last year, a significant improvement over Hillary Clinton in 2016, and enough to overcome Mr. Trump’s expansion of his own margins in rural and urban areas, according to new data from the Pew Research Center.     In New Hampshire, Maggie Hassan May Face a High-Profile Fight

    Senator Maggie Hassan, a former governor of her state, is working to burnish her centrist image without making political waves.MEREDITH, N.H. — At the Twin Barns Brewing Co., perched near the shoreline of Lake Winnipesaukee, Senator Maggie Hassan sampled some of the signature product on a recent afternoon, then chased it with a promise to fight for more reliable internet service, which the owners said they needed to maintain their customer base.“If you are a young professional and you’ve discovered over the 18 months of the pandemic that you don’t actually have to be in the office — you can work remotely — this is a perfect work-life balance,” said Dave Picarillo, co-owner of the brewery and restaurant, which has seen an uptick in business as people have decamped to New Hampshire’s Lakes Region during the pandemic. “But without broadband and cellular, that will never happen.”As she tried a tasty blonde ale, Ms. Hassan assured Mr. Picarillo and his partner, Bruce Walton, that she was on the case. She was part of a bipartisan group of senators who were working to speed a compromise infrastructure plan that included new broadband funding to President Biden’s desk — whether or not her party was able to push through a second, broader package of Democratic initiatives.“I think you’ve got to get things done when you have the opportunity,” said Ms. Hassan, a former two-term governor seeking a second Senate term.Ms. Hassan is the moderate Senate Democrat and potential swing vote who few people in Washington talk about. She does not make waves or grab headlines like Joe Manchin III or Kyrsten Sinema, her colleagues from West Virginia and Arizona who draw much of the attention as the centrists most likely to defect from their party. Her every utterance is not parsed for significance about what it means for legislative progress. Reporters don’t throng around her.And that’s no accident, she said: “I just like to keep my head down and get work done.”Yet while she tries to fly under the radar, what happens in Congress in the next few months as Democrats and Mr. Biden try to enact their ambitious agenda will probably do more to determine her future than either Mr. Manchin’s or Ms. Sinema’s. Unlike those two Democrats, Ms. Hassan will be on the ballot in a swing state next year, during a midterm cycle that is traditionally unkind to members of the president’s party.“I think she will, to a large extent next year, rise or fall with Joe Biden, his numbers and how New Hampshire voters will feel about the economy,” said Dante Scala, a political scientist at the University of New Hampshire.Even more than those factors, her political future could turn on whether Chris Sununu, the popular Republican governor and a member of one of the state’s most prominent political families, decides to answer the call from his party to jump into the race. He would be a formidable opponent and immediately transform the New Hampshire race into a marquee contest, placing Ms. Hassan among the most threatened incumbents as Democrats try to retain their extremely fragile hold on the Senate.“If the race is with Sununu — and I don’t know if it is Sununu — it is going to be a tough one,” said Thomas D. Rath, a former state attorney general in New Hampshire and a longtime Republican force in the state.Gov. He has expressed some qualms about jumping into the Washington maelstrom, including losing the executive power that comes with being a governor to join a legislative body.“I’m a manager, I’m an executive,” Governor Sununu said last week on the New Hampshire Journal podcast. “There are very few of those in Washington,” he said, adding that he also has to determine, “is it the right path for my family? I have kids to put through college, and all that kind of stuff.”Still, the betting in both New Hampshire and Washington is that the governor, whose office declined an interview request, will make the race, finding it too hard to resist the opportunity.As for Mr. Hassan, she said the governor’s plans were not a factor in her own.“I don’t know, and it doesn’t really change my work,” she said last week when asked whether she thought Mr. Sununu would run. “I’m proud of what I’ve done and I will make my case to the people of New Hampshire.”While she may be low-key in Washington, Ms. Hassan has been a fixture in New Hampshire politics for almost two decades, serving in the State Senate as majority leader and twice winning races for governor before toppling Kelly Ayotte, the incumbent Republican senator, by just over 1,000 votes in 2016. Her allies say that Republicans have consistently underestimated Ms. Hassan, and will likely do so again.“She has got chops when it comes to winning tough races, and it has not just been one tough race,” said Kathy Sullivan, a former chairwoman of the New Hampshire Democratic Party. “She works very hard at it.”Republicans are already trying to paint Ms. Hassan as a loyal acolyte of Senator Chuck Schumer, the New York Democrat and majority leader. They say her low profile — one called her “invisible” — is a sign of ineffectiveness.“We think with the way things are trending with the Democratic Party moving hard to the left, the outlook for 2022 and potentially a very strong challenger that this is a very winnable race for us,” said T.W. As governor, Ms. Hassan found ways to work with Republican-controlled legislatures to approve state budgets and expand Medicaid coverage. She said she was now trying to apply that same approach in the Senate.She has teamed up with Republicans on a variety of issues, including tax assistance for small businesses, money for rural broadband and a crackdown on surprise medical billing included in a major funding bill last year. Now she is part of the group negotiating a bipartisan public works bill that Mr. Biden has hailed as a breakthrough.“We think it is really important for the country to see where we have common ground and see us really trying to work across party lines,” she said.But the bipartisan package is just one piece of the equation facing Congress. Democrats also want to force through a much larger measure that includes an expansive array of costly proposals, using a special budget maneuver known as reconciliation to shield it from a Republican filibuster. Many top Democrats believe the two bills should be linked and approved only in tandem to assure that both pass.But Ms. Hassan appears ready to push forward with the public works bill even as the reconciliation plan takes shape — a stance that could put her at odds with some colleagues. She says Congress needs to strike while it can.“I think it’s important that when you do have agreement on something as major as this level of infrastructure, which we need so desperately, that when there’s common ground, you come together,” she said at the brewery.Ms. Hassan is generally supportive of a second bill to advance other elements of Mr. Biden’s plan, some of which she said would be “critical to building a foundation for a modern 21st-century leading economy,” but first she wanted to see what was in it. She has balked in the past at using reconciliation to accomplish far-reaching progressive priorities. She was one of seven Democratic senators who voted against including a $15-an-hour minimum wage in the nearly $1.9 trillion pandemic aid bill passed under reconciliation with solely Democratic votes and enacted in March.Despite the legislative difficulties ahead, Ms. Hassan said she and her colleagues were in position to get much of what they sought, with a bipartisan imprint on some of it as a bonus.“You know, there are always some white-knuckle moments,” said Ms. Hassan about the coming legislative drama. “But I’m feeling optimistic.” More

    Eric Adams Has Plans for New York, Beyond Public Safety

    Mr. Adams, the Democratic mayoral nominee, has stances on policing, transportation and education that suggest a shift from Mayor Bill de Blasio.In the afterglow of winning the Democratic nomination for mayor of New York City, Eric Adams began to set out his mission if elected in November.“Safety, safety, safety,” Mr. Adams said in one interview. “Making our city safe,” he said in another.On Thursday, as a torrential storm flooded the city’s subway stations, Mr. Adams offered another priority: Fast-track the city’s congestion pricing plan, which would charge fees to motorists entering Manhattan’s core, so that the money could be used to make critical improvements to the aging system.The two initiatives encapsulate Mr. Adams’s self-characterization as a blue-collar candidate: Make the streets and the subway safe and reliable for New York’s working-class residents.But they also hint at the challenges that await the city’s next mayor.To increase public safety, Mr. Adams has said he would bring back a contentious plainclothes anti-crime unit that focused on getting guns off the streets. The unit was effective, but it was disbanded last year amid criticism of its reputation for using excessive force, and for its negative impact on the relationship between police officers and the communities they serve.Congestion pricing was opposed by some state lawmakers, who wanted to protect the interests of constituents who needed to drive into Manhattan. But even though state officials approved the plan two years ago, it has yet to be introduced: A key review board that would guide the tolling structure has yet to be named; its six members are to be appointed by the Metropolitan Transportation Authority, which is controlled by Gov. Andrew M. Cuomo.Mr. Adams, who would be the city’s second Black mayor, would face other steep challenges: steering the city out of the pandemic; navigating the possibility of a new City Council trying to push him to the left; grappling with significant budget deficits once federal recovery aid is spent.How he intends to accomplish it all is still somewhat theoretical, but he has offered a few concrete proposals — some costly, and with no set ways to pay for them — mixed in with broader ideas.Some of New York City’s mayoral transitions have reflected wild swings from one ideology to another. The current mayor, Bill de Blasio, ran on a promise to end the city’s vast inequities, which he said had worsened under his billionaire predecessor, Michael R. Bloomberg. The gentle and consensus-building David N. Dinkins was succeeded by Rudolph W. Giuliani, a hard-charging former federal prosecutor.Privately, Mr. de Blasio supported Mr. Adams in the competitive primary, believing that he was the person best suited to carry on Mr. de Blasio’s progressive legacy, and if Mr. Adams defeats the Republican nominee, Curtis Sliwa, an abrupt change in the city’s direction is unlikely.But in some ways, Mr. Adams has staked out positions on issues like affordable housing, transportation and education that suggest a shift from Mr. de Blasio’s approach.On policing, Mr. Adams, who has pledged to name the city’s first female police commissioner, has already spoken to three potential candidates, and is believed to favor Juanita Holmes, a top official who was lured out of retirement by the current police commissioner, Dermot F. Shea. Mr. Adams has also vowed to work with federal officials to crack down on the flow of handguns into the city, and he has expressed concerns about how bail reform laws, approved by state lawmakers in 2019, may be contributing to a recent rise in violent crime.On education, Mr. Adams is viewed as friendly toward charter schools and he does not want to get rid of the specialized admissions test that has kept many Black and Latino students out of the city’s elite high schools, a departure from Mr. de Blasio’s stance. He has also proposed opening schools year-round and expanding the universal prekindergarten program by offering reduced-cost child care for children under 3.Transportation and safety advocates hope that Mr. Adams, an avid cyclist, will have a more intuitive understanding of their calls for better infrastructure. He has promised to build 150 new miles of bus lanes and busways in his first term, and 300 new miles of protected bike lanes, a significant expansion of Mr. de Blasio’s efforts.Increasing the supply of affordable housing was a central goal of Mr. de Blasio’s administration, and Mr. Adams supports the mayor’s highly debated plan to rezone Manhattan’s trendy SoHo neighborhood to allow for hundreds of affordable units.Mr. Adams has said he supports selling the air rights to New York City Housing Authority properties to help finance improvements to authority buildings.  Hilary Swift for The New York TimesMr. Adams also supports a proposal to convert hotels and some of the city’s own office buildings to affordable housing units. Mr. Adams has said the sales might yield $8 billion, which the authority could use to pay for improvements at the more than 315 buildings it manages.Mr. Adams is viewed as pro-development — he supported a deal for an Amazon headquarters in Queens and a rezoning of Industry City in Brooklyn, both abandoned after criticism from progressive activists — and he was supported in the primary by real estate executives and wealthy donors.During his campaign, Mr. Adams met three times with the Partnership for New York City, a Wall Street-backed business nonprofit, according to Kathryn Wylde, the group’s president. Ms. Wylde expressed appreciation for Mr. Adams’s focus on public safety — a matter of great importance to her members — and confidence that he would be more of a check on the City Council, which she said was constantly interfering with business operations.“I think with Adams, we’ll have a shot that he will provide some discipline,” Ms. Wylde said. “Why? And so when we turn this city around, we’re going to end those inequalities.”To deal with the homelessness crisis, Mr. Adams has proposed integrating housing assistance into hospital stays for indigent and homeless people, and increasing the number of facilities for mentally ill homeless people, especially those who are not sick enough to stay in a hospital but are too unwell for a shelter.Mr. Adams did not emphasize climate change or environmental issues on the campaign trail. But in his Twitter post about the subway flooding on Thursday, he called for using congestion pricing funds to “add green infrastructure to absorb flash storm runoff.”His campaign has pointed to initiatives from his tenure as borough president: helping to expand the Brooklyn Greenway, a coastal bike and walking corridor, not only for recreation but for flood mitigation; and improving accountability for the post-Hurricane Sandy reconstruction process. Those actions are dwarfed by the sweeping change he will be called on to oversee as mayor — particularly by a City Council with many new members who campaigned on a commitment to mitigate and prepare for the effects of rising seas and extreme weather on a port city with a 520-mile coastline.Mr. Adams expresses confidence that he can reinstate the plainclothes police squad and use stop-and-frisk tactics without violating people’s rights, contending that his administration can effectively monitor data related to police interactions in real time, and intervene if there are abuses.“We are not going back to the days where you are going to stop, frisk, search and abuse every person based on their ethnicity and based on the demographics or based on the communities they’re in,” Mr. Adams said on MSNBC last week. “You can have precision policing without heavy-handed abusive policing.”When some subway stations flooded on Thursday, Mr. Adams called for using money raised through a congestion pricing plan to make the system more resilient against bad storms. Fiona Dhrimaj, via ReutersMr. Adams seems most likely to differ from Mr. de Blasio on matters of tone and governing style.He is known for working round-the-clock, while Mr. de Blasio has been pilloried for arriving late to work and appearing apathetic about his job. De Blasio was talented as a campaigner. Eric is going to be a doer.”Where Mr. de Blasio rode into City Hall as a critic of the police and a proponent of reform, he will end his term buried in criticism that he ultimately pandered to the department — a shift that many attribute to a moment, early in his tenure, when members of the Police Department turned their backs on him at an officer’s funeral.Officers were upset that Mr. de Blasio spoke about talking to his biracial son about how to safely interact with the police, a conversation that the parents of most Black children have. As mayor, Mr. Adams said he would gather with officers around the city for a different version of “the conversation.”“I’m your mayor,” Mr. Adams said he would tell officers. “What you feel in those cruisers, I felt. I’ve been there. But let me tell you something else. I also know how it feels to be arrested and lying on the floor of the precinct and have someone kick you in your groin over and over again and urinate blood for a week.”Mr. Adams will most likely be different from Mr. de Blasio in another way: He mischievously told reporters last week that he would be fun to cover.
