    Is New York City Overdue for a Major Earthquake?

    Seismologists said that severe earthquakes are relatively rare around the city and cannot be predicted. But if one were to hit, it could inflict serious damage.The earthquake that hit the Northeast on Friday morning rattled nerves but did not do much damage. Still, it left many New Yorkers wondering how afraid they should be of a bigger one hitting closer to the city.The answer? It’s hard to say.Some news reports suggest that a large earthquake is “due” in New York City because moderate ones — with a magnitude of 5 or more — typically occur every few hundred years. The last one took place in the 1700s. Friday’s earthquake, in comparison, was a magnitude 4.8.In 2008, Columbia University’s Lamont-Doherty Earth Observatory found that the risk of earthquakes in the New York City area was greater than previously believed. That is because smaller earthquakes occur regularly in New York City, like a magnitude 1.7 earthquake that was recorded in Astoria, Queens, in January.Experts caution that it is impossible to know when an earthquake will strike or how much damage it might cause. But if an earthquake much stronger than Friday’s were to hit closer to New York City, “it would be a different story,” said Kishor S. Jaiswal, a research structural engineer with the U.S. Geological Survey. Forecasts from the city suggest that such a quake could result in dozens of injuries and billions of dollars in damage.There were few reports of damage or injuries after Friday’s earthquake. Still, city officials said they were inspecting bridges, train tracks and buildings, and that people should be prepared for aftershocks for at least several days.     And what else to know when the Earth moves.If you just felt the ground shaking, you might be wondering what happened or how to react the next time an earthquake strikes. Here are the answers to some common questions about earthquakes.What causes them?To understand earthquakes, imagine the Earth as an egg, said Mark Benthien, the communications director for the Statewide California Earthquake Center, a research organization.The egg’s shell represents the Earth’s crust, and “if you look at it from a worldwide view, there are 12 or so major egg pieces of the crust that are called plates,” Mr. Benthien said. Pieces of the egg’s shell — tectonic plates — move around slowly, about as quickly as your fingernails grow, building up pressure between them.Most earthquakes occur when the force of the moving tectonic plates exceeds the friction between them. When this happens, the pressure releases suddenly and plates move into, past or away from one another. The pressure is released as seismic waves that pass through the earth, causing the ground to shake.In rare cases, an earthquake can also occur in the interior of a tectonic plate.Earthquakes can also be caused by human action, such as the disposal of waste fluids as part of the process of oil production.Can earthquakes be predicted?No. It is not possible to predict where or when an earthquake might happen.However, national seismic hazard maps from the U.S. Geological Survey describe how many strong earthquakes are likely to happen in the next 10,000 years in the United States.     Buttigieg Calls on Congress for More Money to Collapsed Baltimore Bridge

    Mr. Buttigieg, the transportation secretary, was joined by the Baltimore mayor and Maryland governor in describing the collapse as a matter of national importance.Transportation Secretary Pete Buttigieg and Maryland Democrats on Sunday urged Congress to authorize additional federal dollars needed to rebuild the Francis Scott Key Bridge in Baltimore after it collapsed last week.“I hope and expect this, too, will be a bipartisan priority,” Mr. Buttigieg said on CBS News’s “Face the Nation.” He cited the case of a Minnesota bridge whose $250 million reconstruction plan was approved by Congress in a unanimous vote two days after its collapse in August 2007, and added that “the pitch is, your district could be next, and this has historically been bipartisan.”The Department of Transportation announced on Thursday that it had allocated $60 million in emergency federal highway funding toward rebuilding the bridge. That initial batch of money, which the department called “a down payment,” is unlikely to cover the full cost of construction that experts say could require hundreds of millions of dollars.The push for additional federal funding reflects officials’ belief that a prolonged disruption to the Port of Baltimore would cause ripple effects across the U.S. economy.     A Close-Up View of the Baltimore Bridge Collapse

    From roughly 100 yards away, the site of one of the worst bridge collapses in the country’s history is haunting. Maroon containers larger than a car sat twisted and crushed. Massive beams of steel warped into crooked arches. Pillars of jagged concrete poked out from the water — a tomb of wreckage that dimly reflected on the gray-toned river. From roughly 100 yards away, deep into the Patapsco River in Baltimore, the site of one of the worst bridge collapses in the country’s history is a haunting scene. The U.S. Coast Guard allowed The New York Times to ride aboard a response boat on Saturday afternoon to witness up close the destruction of the Francis Scott Key Bridge, which was struck by the cargo ship Dali on Tuesday, killing six men, all construction workers who were working on filling potholes on the bridge.As the 45-foot-long Coast Guard vessel neared the scene of the disaster, a service member who had made several trips to the site braced passengers for the view to come. “It’s still shocking every time.”The Coast Guard boat initially neared the cargo ship on the rear side, the stern, which was spared from much of the impact of the collapse. Two people could be seen walking along the starboard, though it was unclear if they were investigators or crew members, all of whom are from India and have remained on the ship to keep it operable. An anchor that the crew members had used in desperation to keep the ship from hitting the bridge was visible, submerged in calm water. A thin and yellow boom floated around the ship to contain spills. It looked similar to crime-scene tape.     Crews at Site of Bridge Collapse Work on Removing First Piece of Debris

    The governor of Maryland said that the search for missing victims would resume when the conditions for divers improve.Crews in Baltimore on Saturday were working on pulling the first piece of wreckage out of the water after the collapse of the Francis Scott Key Bridge, a tangible sign of progress in the daunting effort to reopen the busy waterway.Rear Adm. Shannon Gilreath of the U.S. Coast Guard said at a news conference that his crew was aiming to lift the first segment of the bridge “just north of that deep draft shipping channel.” He added, “Much like when you run a marathon, you’ve got to take the first few steps.”The bridge was a critical transportation link to one of the largest ports in the United States, and the collapse is costing the region and the country millions of dollars the longer it is out of operation. More than 8,000 workers on the docks have been directly affected, Gov.     The Five Minutes That Brought Down the Francis Scott Key Bridge

    When a massive cargo ship lost power in Baltimore, crews scrambled to control the ship and to evacuate the bridge lying ahead. But it was too late.“Hold all traffic on the Key Bridge.”The terse command from an officer in Baltimore’s busy commercial shipping port was one of the first warnings of a disaster that experts now predict will transform shipping on the Eastern Seaboard and change how ships and bridges function around the world. But after the cargo ship Dali lost power early Tuesday, there were precious few minutes to act.In those minutes, many people — from the ship’s crew, who sent out a mayday signal, to the transportation authority police officers, who stopped traffic heading onto the Francis Scott Key Bridge — did what they could to avert catastrophe, most likely saving many lives.And yet — no matter what anyone did — several factors made catastrophe all but inevitable. When a ship of this size loses engine power, there is little to be done to correct its course, even dropping an anchor down. And the Key Bridge was particularly vulnerable. As long ago as 1980, engineers had warned that the bridge, because of its design, would never be able to survive a direct hit from a container ship.The collision and subsequent collapse of the bridge swallowed up seven road workers and an inspector who could not be alerted and pulled off the bridge in time; two were pulled alive out of the water, but four others are still missing and presumed dead. The crew urgently reported to local authorities that they had lost power and propulsion. The ship bore down on the bridge.In a scene captured from a livestreaming camera, the ship smashed into a pillar of the bridge with so much force that the massive southern and central spans of the bridge collapsed within seconds.A highway repair crew was on the structure, working the night shift, filling potholes.     When a bridge carrying Interstate 95 in Philadelphia collapsed last summer, President Biden came to town six days later and stood alongside Pennsylvania’s governor for an announcement that it would be repaired and reopened within two weeks.Now that an interstate highway bridge in Baltimore has fallen into the water after being struck by a cargo ship early Tuesday morning, the president, who counts a major infrastructure law as part of his first-term accomplishments, will have another challenge to demonstrate what a competent government response looks like.Maryland isn’t a presidential battleground, but like Pennsylvania it does have a Democratic governor who is a key Biden ally with significant political ambitions of his own and a Senate race that will help determine which party controls the chamber next year.Gov.
