    Justice Department Files $100 Million Suit in Fatal Baltimore Bridge Collapse

The federal government says the owner and the operator were “grossly negligent” and “reckless.”The U.S. Justice Department filed a legal claim on Wednesday against the owner and operator of the container ship that collapsed the Francis Scott Key Bridge last March, killing six workers and paralyzing the Port of Baltimore for weeks.The lawsuit asserts that the companies’ actions leading up to the catastrophe were “outrageous, grossly negligent, willful, wanton, and reckless.”The government is seeking more than $100 million in damages to cover the costs of the sprawling emergency response to the disaster and the federal aid to port employees who were put out of work. “Those costs should be borne by the shipowner and operator, not the American taxpayer,” said Benjamin Mizer, a deputy associate attorney general who is in charge of the Justice Department’s civil division.     Extreme heat and flooding are accelerating the deterioration of bridges, engineers say, posting a quiet but growing threat.On a 95-degree day this summer, New York City’s Third Avenue Bridge, connecting the Bronx and Manhattan, got stuck in the open position for hours. As heat and flooding scorched and scoured the Midwest, a steel railroad bridge connecting Iowa with South Dakota collapsed under surging waters. In Lewiston, Maine, a bridge closed after the pavement buckled from fluctuating temperatures.America’s bridges, a quarter of which were built before 1960, were already in need of repair. But now, extreme heat and increased flooding linked to climate change are accelerating the disintegration of the nation’s bridges, engineers say, essentially causing them to age prematurely.The result is a quiet but growing threat to the safe movement of people and goods around the country, and another example of how climate change is reshaping daily life in ways Americans may not realize.“We have a bridge crisis that is specifically tied to extreme weather events,” said Paul Chinowsky, a professor of civil engineering at the University of Colorado Boulder who researches the effects of climate change on infrastructure. “These are not things that would happen under normal climate circumstances.     If the Olympic Games have made of Paris a midsummer night’s dream, perhaps the Pont du Carrousel has been its heart, a dimly lit bridge over glittering water, a merry-go-round of incarnations as the weeks have passed.The broad bridge spans the center of Paris, leading from the Quai Voltaire on the Left Bank of the Seine River to three vaulted openings into the Louvre courtyard on the Right Bank. It has always been a place for lovers to linger, joggers to pause, selfie seekers to snap and Paris wanderers to succumb to wonderment.There are few better places to drink in the city. The Grand Palais and Eiffel Tower rise to the west. To the east loom the domed Académie Française and, in the distance, the Notre-Dame Cathedral, now almost restored after the 2019 fire.     Dozens Dead or Missing After China Highway Collapse

    It was the second such rain-related disaster in less than three months, as extreme weather challenges the country’s extensive network of newly built expressways.At least a dozen people were killed and many more remained missing on Saturday after part of a highway bridge collapsed Friday night amid heavy rain in western China. It was the second deadly episode in the country in less than three months involving the failure of a stretch of highway.State media reported early Saturday afternoon that 12 bodies and seven vehicles had been found, and that one person had been rescued. Eighteen vehicles and 31 people were still missing.A photograph released by the official Xinhua news agency on Saturday showed how a bridge in one direction of the highway had snapped. A section of it was folded downward, nearly perpendicular, into a churning, muddy river. A separate bridge that supported traffic in the other direction remained standing.The head of the Ministry of Emergency Management, Wang Xiangxi, went to the site Saturday morning and was overseeing a rescue effort that involved 869 people, 93 vehicles, 41 drones, 20 boats and a sonar system, according to the authorities.Both Xi Jinping, China’s top leader, and Premier Li Qiang, the country’s second-highest leader, ordered all-out rescue efforts.They had issued similar instructions after the previous disaster, which occurred on May 1 also amid heavy rain. At least 48 people died after a section of expressway running along the side of a hill in southeastern China gave way, apparently because a landslide began underneath it.     Twenty-two seafarers from India find themselves not only trapped in the ship that struck the Francis Scott Key Bridge, but also in an unexpected spotlight.Even from miles away, the destruction of the Francis Scott Key Bridge in Baltimore is a jarring visual: Chunks of steel jut above the water like metallic icebergs. Twisted gray beams protrude in crooked positions. From a park near Fort McHenry, visitors can see the giant cargo ship that struck the bridge and remains lodged in the wreckage.Less visible, however, are the 22 crew members from India who have remained on the ship, named the Dali, since the disaster on Tuesday.Little is publicly known about them other than that they are seafarers who embarked on a journey aboard the 985-foot-long cargo ship that was on its way to Sri Lanka, carrying 4,700 shipping containers, when it lost power and struck the Key Bridge, causing the structure to collapse.Since the accident, which killed six construction workers, the crew members have found themselves in an unexpected spotlight.
