    Why Rising Diversity Might Not Help Democrats as Much as They Hope

    Voters of color make up an increasing percentage of the United States electorate, but that trend isn’t hurting Republicans as much as conservatives fear.The Census Bureau released two important sets of data last week that have big implications for American politics — and that challenge some prevailing assumptions for both Democrats and Republicans.The first set of data lays out long-term demographic trends widely thought to favor Democrats: Hispanics, Asian-Americans and multiracial voters grew as a share of the electorate over the last two presidential races, and white voters — who historically tend to back the G.O.P. — fell to 71 percent in 2020 from 73 percent in 2016.The other data set tells a second story. Population growth continues to accelerate in the South and the West, so much so that some Republican-leaning states in those regions are gaining more Electoral College votes. The states won by President Biden will be worth 303 electoral votes, down from 306 electoral votes in 2020. The Democratic disadvantage in the Electoral College just got worse again.These demographic and population shifts are powerfully clarifying about electoral politics in America: The increasing racial diversity among voters isn’t doing quite as much to help Democrats as liberals hope, or to hurt Republicans as much as conservatives fear.The expanding Democratic disadvantage in the Electoral College underscores how the growing diversity of the nation may not aid Democrats enough to win in places they most need help. Just as often, population growth is concentrated in red states — like Texas and Florida — where the Democrats don’t win nonwhite voters by the overwhelming margins necessary to overcome the state’s Republican advantage.As for the Republicans, the widely held assumption that the party will struggle as white voters decline as a percentage of the electorate may be more myth than reality. Contrary to what Tucker Carlson says repeatedly on Fox News about the rise of “white replacement theory” as a Democratic electoral strategy, the country’s growing racial diversity has not drastically upended the party’s chances. Instead, Republicans face a challenge they often take for granted: white voters.One way to think about this is to compare today’s electorate with that of the 1980s, when Ronald Reagan and George H.W. Bush were winning in landslides. Democrats, no doubt, have benefited from the increased racial diversity of the country since then: Mr. Biden would not have even come close to winning Georgia in November if its voters were as white they were back in the 1980s. Former President Donald J. Trump would have probably won re-election if he could have turned the demographic clock back to the ’80s and reduced the electoral clout of nonwhite voters. Today’s wave of Republican-backed laws restricting voting rights may be intended to do exactly that.In states like Georgia, where Democrats have needed demographic changes to win, the party has also needed significant improvement among white voters to get over the top.Audra Melton for The New York TimesYet even a return to the racial demographics of the 1980s wouldn’t do nearly as much to hurt Democrats as one might expect. Yes, the November result would have gone from an extremely close win for Mr. Biden to an extremely close win for Mr. Trump. But Mr. Biden would have won more electoral votes than Hillary Clinton did in 2016, even though nonwhite voters had doubled their share of the electorate from 1984 to when Mrs. Clinton sought the presidency. Remarkably, Mr. Biden’s fairly modest gains among white voters helped him as much as the last 30 to 40 years of demographic shifts did.Similarly, Mr. Bush or Mr. Reagan would have still prevailed if they had had to win an electorate that was 29 percent nonwhite, as opposed to the merely 13 to 15 percent nonwhite electorates they sought to persuade at the time.This is not the conventional story of recent electoral history. In the usual tale, the growing racial diversity of the electorate broke the Reagan and Bush majorities and allowed the Democrats to win the national popular vote in seven of the next eight presidential elections.And yet it is hard to find a single state where the increasing racial diversity of the electorate, even over an exceptionally long 30- or 40-year period, has been both necessary and sufficient for Democrats to flip a state from red to blue. Even in states where Democrats have needed demographic changes to win, like Georgia and Arizona, the party has also needed significant improvement among white voters to get over the top.One reason demographic change has failed to transform electoral politics is that the increased diversity of the electorate has come not mainly from Black voters but from Hispanic, Asian-American and multiracial voters. Those groups back Democrats, but not always by overwhelmingly large margins.In 2020, Democrats probably won around 60 to 65 percent of voters across these demographic groups. These are substantial margins, but they are small enough that even decades of demographic shifts wind up costing the Republicans only a couple of percentage points.The new census data’s finding that the percentage of non-Hispanic white voters in the country’s electorate dropped by about two percentage points from 2016 to 2020 might seem like a lot. But with Hispanic, Asian-American and multiracial voters representing the entirety of the increase, while the Black share of the electorate was flat, the growing nonwhite share of the electorate cost Mr. Trump only about half a percentage point over a four-year period.Another factor is the electoral map. The American electoral system rewards flipping states from red to blue, but many Democratic gains among nonwhite voters have been concentrated in the major cities of big and often noncompetitive states. By contrast, many traditional swing states across the northern tier, like Wisconsin or Pennsylvania, have had relatively little demographic change.The ability of Democrats to flip red states has been hampered by another pattern: the tendency for Republicans to fare relatively well among nonwhite voters in red states.It’s often said that Latino voters aren’t a monolith, and that’s certainly true. While Hispanic voters back Democrats by overwhelming margins in blue states like New York and Illinois, Republicans are often far more competitive among Latinos and members of other non-Black minority groups in red states — including those Democrats now hope to flip like Texas or Florida.Texas and Florida really would be blue if Latinos voted like their counterparts in New York or Illinois. But instead, Latino population growth has not quite had a strong pro-Democratic punch in the states where the party hoped to land a knockout blow.At the same time, white voters are easy to overlook as a source of Democratic gains, give that these voters still support Republicans by a comfortable margin. But Democrats probably improved from 39 to 43 percent among white voters from 1988 to 2020. It’s a significant shift, and perhaps even enough to cover the entirety of Mr. Bush’s margin of victory in the 1988 election, without any demographic change whatsoever.President Biden won seven states, including Wisconsin, while losing among their white voters.Chang W. Lee/The New York TimesIt’s a little easier to see the significance of Democratic gains among white voters at the state level. According to AP/Votecast data, Mr. Biden won white voters in states worth 211 electoral votes. Democrats like Jimmy Carter in 1976, Michael Dukakis in 1988 or John Kerry in 2004 probably didn’t win white voters in states worth much more than 60 electoral votes, based on exit poll and other survey data.Mr. Biden even won white voters in many of the states where the growing diversity of the electorate is thought to be the main source of new Democratic strength, including California and Colorado. And he also won white voters in many big, diverse states across the North where Republicans used to win and where nonwhite demographic change might otherwise be considered the decisive source of Democratic strength, like Illinois, New Jersey, Connecticut and Maryland, which voted almost entirely Republican at the presidential level throughout the 1980s.According to the AP/Votecast data, Mr. Biden won seven states — Wisconsin, Pennsylvania, Michigan, Virginia, Arizona, Nevada and Georgia — while losing among white voters. In these crucial states, Democratic strength among nonwhite voters was essential to Mr. Biden’s victory.But of these states, there are really only three where Mr. Biden clearly prevailed by the margin of the increased racial diversity of the electorate over the last few decades: Arizona, Nevada and Georgia. He did not need to win any of these states to capture the presidency, but he would not have done so without long-term increases in both nonwhite voting power and Democratic strength among white voters.The story is quite different in the Northern battleground states. White voters still represent more than 80 percent of the electorate in Michigan, Pennsylvania and Wisconsin, according to the new census data. The nonwhite population in these states is predominantly Black; their share of the population has been fairly steady over the last few decades. But Mr. Biden won these states so narrowly that the relatively modest demographic shifts of the last few decades were necessary for him to prevail in Wisconsin and Pennsylvania.It’s just hard to call it a Great Replacement if Mr. Trump could have won in 2020 if only he had done as well among white voters as he did in 2016.     Should Biden Emphasize Race or Class or Both or None of the Above?

    Should the Democratic Party focus on race or class when trying to build support for new initiatives and — perhaps equally important — when seeking to achieve a durable Election Day majority?The publication on April 26 of a scholarly paper, “Racial Equality Frames and Public Policy Support,” has stirred up a hornet’s nest among Democratic strategists and analysts.The authors, Micah English and Joshua L. Kalla, who are both political scientists at Yale, warned proponents of liberal legislative proposals thatDespite increasing awareness of racial inequities and a greater use of progressive race framing by Democratic elites, linking public policies to race is detrimental for support of those policies.The English-Kalla paper infuriated critics who are involved in the Race-Class Narrative Project.The founder of the project, Ian Haney López, a law professor at Berkeley and one of the chairmen of the AFL-CIO’s Advisory Council on Racial and Economic Justice, vigorously disputes the English-Kalla thesis. In his view, “Powerful elites exploit social divisions, so no matter what our race, color or ethnicity, our best future requires building cross-racial solidarity.”In an email, López wrote me that the English and Kalla studyseems to confirm a conclusion common among Democratic strategists since at least 1970: Democrats can maximize support among whites, without losing too much enthusiasm from voters of color, by running silent on racial justice while emphasizing class issues of concern to all racial groups. Since at least 2017, this conclusion is demonstrably wrong.English and Kalla, for their part, surveyed 5,081 adults and asked them about six policies: increasing the minimum wage to $15; forgiving $50,000 in student loan debt; affordable housing; the Green New Deal; Medicare for All; decriminalizing marijuana and erasing prior convictions.Participants in the survey were randomly assigned to read about these policies in a “race, class, or a class plus race frame,” English and Kalla write.Those given information about housing policy in a “race frame” read:A century of housing and land use policies denied Black households access to homeownership and neighborhood opportunities offered to white households. These racially discriminatory housing policies have combined to profoundly disadvantage Black households, with lasting, intergenerational impact. These intergenerational impacts go a long way toward explaining the racial disparities we see today in wealth, income and educational outcomes for Black Americans.Those assigned to read about housing policy in a “class frame” were shown this:Housing is the largest single expense for the average American, accounting for a third of their income. Many working-class, middle-class, and working poor Americans spend over half their pay on shelter. Twenty-one million American families — over a sixth of the United States — are considered cost-burdened, paying more for rent than they can afford. These families are paying so much in rent that they are considered at elevated risk of homelessness.The “race and class group” read a version combining both race and class themes.English and Kalla found thatWhile among Democrats both the class and the class plus race frames cause statistically significant increases in policy support, statistically indistinguishable from each other — among Republicans the class plus race frame causes a statistically significant decrease in policy support. While the race frame also has a negative effect among Republicans, it is not statistically significant.Among independents — a key swing group both in elections and in determining the levels of support for public policies — English and Kalla found “positive effects from the class frame and negative effects from both the race and class plus race frames.”A late February survey of 1,551 likely voters by Vox and Data for Progress produced similar results. Half the sample was asked whether it would support or oppose zoning for multiple-family housing based on the argument thatIt’s a matter of racial justice. Single-family zoning requirements lock in America’s system of racial segregation, blocking Black Americans from pursuing economic opportunity and the American dream of homeownership.The other half of the sample read that supporters of multiple-family zoningsay that this will drive economic growth as more people will be able to move to high opportunity regions with good jobs and will allow more Americans the opportunity to get affordable housing on their own, making it easier to start families.The voters to whom the racial justice message was given were split, 44 in support, 43 in opposition, while those who were given the economic growth argument supported multiple-family zoning 47-36.After being exposed to the economic growth message, Democrats were supportive 63-25, but less so after the racial justice message, 56-28. Republicans were opposed after hearing either message, but less so in the case of economic growth, 35-50, compared to racial justice 31-60.López founded the Race-Class Narrative Project along with Anat Shenker-Osorio, a California-based communications consultant, and Heather McGhee, a former president of Demos, a liberal think tank and author of the recent book, “The Sum of Us: What Racism Costs Everyone and How We Can Prosper Together.”I asked López about the English-Kalla paper. He was forthright in his emailed reply:As my work and that of others demonstrates, the most potent political message today is one that foregrounds combating intentional divide-and-conquer racial politics by building a multiracial coalition among all racial groups. This frame performs more strongly than a class-only frame as well as a racial justice frame. It is also the sole liberal frame that consistently beats Republican dog whistling.Shenker-Osorio faulted English and Kalla’s work for being “unsurprising”:If you tell someone to support a policy because it will benefit a group they’re not part of, and that doesn’t work as well as telling them to support a policy they perceive will help them — this isn’t exactly shocking.Testing the effectiveness of messages on controversial issues, Shenker-Osorio continued, has to be done in the context of dealing with the claims of the opposition:Politics isn’t solitaire and so in order for our attempts to persuade conflicted voters to work, they must also act as a rebuttal to what these voters hear — incessantly — from our opposition. A class-only message about, say, minimum wage, held up against a drumbeat of “immigrants are taking your jobs” or racially-coded caricatures of who is in minimum wage jobs doesn’t cut through. Neither does a message about affordable housing credits or food stamps when the opposition will just keep hammering home the notion of “lazy people” wanting “handouts.”Unless Democrats explicitly address race, Shenker-Osorio wrote, millions of whites, flooded with Republican messages demonizing minorities, will continue to beprimed to view government as taking from “hard working people” (coded as white) and handing it to “undeserving people” (coded as Black and brown). If we do not contend with this basic fact — and today’s unrelenting race baiting from the right — then Nixon’s “Southern Strategy” will simply continue to haunt us. In other words, if the left chooses to say nothing about race, the race conversation doesn’t simply end. The only thing voters hear about the topic are the lies the right peddles to keep us from joining together to demand true progressive solutions.The Race-Class Narrative Project, which has conducted extensive surveys and focus groups, came to the conclusion that race could effectively be addressed in carefully worded messages.For instance:No matter where we come from or what our color, most of us work hard for our families. But today, certain politicians and their greedy lobbyists hurt everyone by handing kickbacks to the rich, defunding our schools, and threatening our seniors with cuts to Medicare and Social Security. Then they turn around and point the finger for our hard times at poor families, Black people, and new immigrants. We need to join together with people from all walks of life to fight for our future, just like we won better wages, safer workplaces, and civil rights in our past.The race-class project also tested the efficacy of a class only message — “We need elected leaders who will reject the divide and conquer tactics of their opponents and put the interests of working people first” — versus a race and class message that simply added the phrase “whether we are white, Black or brown” to read:We need elected leaders who will reject the divide and conquer tactics of their opponents and put the interests of working people first, whether we are white, Black or brown.The result? The race and class message did substantially better than the class alone message among both base Democratic voters and persuadable voters. Base Democrats approved of the class message 79-16 and approved of the race and class message 86-11. Fewer persuadable voters approved of the class message than disapproved, 42-45, while more approved than disapproved of the race and class message, 48-41.I asked Shenker-Osorio how well she thinks Biden is doing when he talks about race:It’s definitely hit or miss. Sometimes he uses what I shorthand as “dependent clause” messaging where you name race after you’ve laid out an economic problem or offered an economic solution — e.g. “It’s getting harder for people to make ends meet, and this impacts [X Group] in particular.” This doesn’t work. For many people of color, this feels like race is an afterthought. For many whites, it feels like a non sequitur.At other times, Shenker-Osorio continued, Bidendoes what we’ve seen work: begin by naming a shared value with deliberate reference to race, describe the problem as one of deliberate division or racial scapegoating, and then close with how the policy he is pushing will mean better well-being or justice or freedom for all working people.In partial support of the Shenker-Osorio critique, Jake Grumbach, a political scientist at the University of Washington, emailed me to say:The English and Kalla survey experiment was done in a particular context that did not include Republican messaging, media coverage and imagery, and other content that “real-world” politics cannot escape. If Republicans use race, whether through dog whistles or more overt racism, then it might be the case that Democratic “class only” appeals will fall flat as voters infer racial content even when Democrats don’t mention race.Another “important piece of context,” Grumbach wrote, “is that Biden is an older white man, which, research suggests, makes his policy appeals sound more moderate to voters than the actually more moderate Obama proposals.” More

    As Republicans Push Voting Laws, They Disagree on Strategy

    Trump-friendly state lawmakers trying to enact new voting laws are facing pockets of opposition from fellow Republicans who argue that some measures go too far or would hurt the party’s own voters.John Kavanagh, a Republican state representative in Arizona, recently ran through a list of what he called “bad election bills that were introduced by Republicans.”One would have allowed the Legislature to overturn the results of a presidential election even after they had been certified. Another would have required that early ballots be dropped off only at drop boxes that are attended. A third would have repealed the state’s hugely popular permanent early voting list, which allows voters to receive a ballot in the mail for every election.All three measures were also stopped by Republicans in Arizona, even as the party pushes other bills that would enact tighter regulations on early voting in the state — just a few months after President Biden became the first Democratic presidential candidate since 1996 to carry the Southwestern battleground.This G.O.P. resistance to certain voting legislation reflects an awkward and delicate dance within the party: As state lawmakers loyal to former President Donald J. Trump try to please him and his supporters by enacting new voting limits across the country, they are facing pockets of opposition from other Republicans who argue that some of the bills go too far or would hurt their own voters.These Republicans see themselves as moderating forces on bad bills. And they are instead proposing less stringent measures that they say will improve the efficiency and security of early voting now that so many more people are using it because of changes brought about by the coronavirus pandemic. They acknowledge, however, that their timing is bad. Pushing for any bill that includes new requirements for voting after an election that went more smoothly than many expected raises an inevitable question: Why now, if not to try to thwart Democrats?The number of Republicans willing to speak out is modest compared with the many Trump-friendly lawmakers in G.O.P.-controlled state capitols who continue to validate the former president’s false claims of fraud by proposing harsh new voting measures. And even when other lawmakers in the party are successful in softening or stopping these, the outcome often remains new restrictions on voting — however small or subtle — that Democrats say are unnecessary and that are likely to disproportionately affect Black, Latino and poor voters.But there is a difference between the public perception of these new laws and bills and the reality, Republicans say. Many of the most restrictive provisions have never made it past the bill-drafting phase or a legislative committee, halted by Republican leaders who say it is counterproductive to limit forms of voting that are convenient and that people in both parties prefer. (Republicans in states like Arizona have amassed such power in state legislatures in no small part because for many years their own voters embraced voting by mail.) And some Republicans have criticized as anti-democratic efforts to empower state legislators to reject the will of voters.The Arizona State Capitol in Phoenix. A Republican bill to allow the state’s Legislature to overturn certified presidential election results was never assigned to a committee.Courtney Pedroza for The New York TimesThe latest Republican voting proposal to fall flat because of intraparty resistance was a “wet signature” requirement in Florida, which was set to be dropped from a bill that advanced out of a State Senate committee on Tuesday. The rule, which would have mandated a signature written by hand rather than a digital signature, was cut in part over concerns about its potential effect on older voters.In Arizona, Mr. Kavanagh, a committee chairman in the state House of Representatives, noted that Republicans’ bill to allow the Legislature to overturn certified presidential election results had never even been assigned to a committee.Neither was the proposed measure to repeal the permanent early voting list, which is how more than three million voters in Arizona get their ballots.Mr. Kavanagh said the list was “tremendously popular with Democrats, Republicans and independents,” and therefore made no sense to do away with.Most proposals like these — inspired by a misinformation campaign from Mr. Trump and allies like Rudolph W. Giuliani, who pressured Republican lawmakers to interfere with their state’s certification process — are dead, not just in Florida and Arizona but also in other states like Georgia, where Republicans set off a national uproar over voting rights. “But that part never got written, or was rarely covered in the newspapers,” Mr. Kavanagh said.This year in Florida, lawmakers introduced legislation to ban drop boxes, limit who can collect ballots for other voters and restrict access to people in voting lines, among other provisions. The proposals were met with swift and forceful opposition from county elections supervisors, perhaps none whose opinion carried more weight than D. Alan Hays of Lake County. Mr. Hays, a conservative Republican who had previously served in the State Senate for 12 years, told his former colleagues at a legislative hearing last month that their bill was a “travesty.”“In my role as supervisor of elections, I’m focusing on policy,” he said in an interview. “I don’t pay any attention to party. If it’s a good idea, we should give it every opportunity to succeed. And if it’s a bad idea, we should do everything we can to stop it from being implemented.”He and other supervisors worked phones and emails to explain to lawmakers the nuances of how elections are run and why some of their provisions would be impractical. This month, after the controversy over Georgia’s new voting law, the Florida House softened its version of the voting bill; the proposal that ultimately passed out of the State Senate committee on Tuesday did not include some of the most stringent original provisions, like a ban on drop boxes (the availability of which it still limits).“To their credit, the legislators have shown great appreciation and respect for our opinions,” Mr. Hays said.Republicans who want to see changes to election law that would have far less of an impact on how votes are cast say that some of the proposals introduced by pro-Trump lawmakers are not helping. And these bills are muddying the waters, they say, in areas of the law like ballot security, where there used to be more bipartisan agreement.Poll workers sorting absentee ballots in Decatur, Ga., after the state’s Senate runoff elections early this year. Some top Republican election officials in Georgia, including Gabriel Sterling, have voiced opposition to parts of the state’s new voting law.Nicole Craine for The New York TimesSome Republicans say that in less polarized times, these measures wouldn’t be attracting nearly as much controversy because even divisive issues like requiring a form of identification to vote had some bipartisan support.A 2005 bipartisan commission led by former President Jimmy Carter and James A. Baker, the former secretary of state under Ronald Reagan, recommended requiring identification for all voters, but allowed for a flexible interpretation of what that could be, like a utility bill. That report also stated what independent elections experts say is still true: that absentee ballots remain the most susceptible to fraud, though fraud is exceptionally rare. In the very few instances that fraud has been caught and prosecuted, as in North Carolina in 2018, it often involves absentee ballots.Most Republicans argue that measures are needed to safeguard and streamline absentee voting, especially because it was so prevalent last year during the pandemic — and popular with voters. In Georgia, Gabriel Sterling, a top Republican election official who bucked his party and Mr. Trump in December by denouncing claims of voter fraud as false and dangerous, said he didn’t agree with everything in the state’s new law. He took particular issue with the provisions that seem intended to punish his boss, Secretary of State Brad Raffensperger, a fellow Republican who also pushed back against Mr. Trump’s voter fraud lies, by stripping him of his voting power as a member of the State Election Board.Mr. Sterling speaking to reporters in Atlanta in November. He said that over all, he believed Georgia’s new voting law was “a boring bill.”Megan Varner/Getty ImagesBut Mr. Sterling said he believed that over all, “It is a boring bill,” adding: “It is not the end of the world.”He argued that “there was going to be a cleanup bill” to address voting given that record numbers of people voted early and by mail for the first time, creating considerable strain on local elections officials. And he pointed to local elections jurisdictions that were overextended with large numbers of signatures to match on absentee ballots.On the one hand, he said, the government can hire staff members and pay them $10 an hour to compare signatures. On the other hand, he said that requiring an I.D. number like the last four digits of the voter’s Social Security number or a driver’s license number, as Georgia now does, seemed more efficient. “You’re saying, ‘Does the number match?’” he said. “‘Does it not match?’ It’s a very simple thing.”He blamed Republicans for trying to placate Mr. Trump’s supporters by introducing bills they knew would never pass — and which, in some cases, lawmakers didn’t fully believe were good policy. They just knew it was good base politics, he said.“Essentially the leadership of the House and the Senate said to their members, ‘Introduce whatever you have to so your people are OK,’” Mr. Sterling said.That was a mistake, Mr. Sterling added, but not necessarily surprising. “There’s a lot of voters who believe the lie, and we are a representative democracy.”Patricia Mazzei More

    A Fierce Election Tests Modi’s Campaign to Remake India

    The prime minister’s party is vying to dethrone a powerful politician in West Bengal. Even a close race could demonstrate the growing reach of his Hindu nationalist movement.NANDIGRAM, India — The challenger arrived with police vehicles, a band of drummers and the backing of the country’s powerful prime minister. The crowd joined him in full-throated chants of glory to the Hindu god Ram: “Jai Shree Ram!” He brought a warning: If Hindus did not unite around him, even their most basic religious practices would be in danger in the face of Muslim appeasement.In another part of town, the incumbent took the stage in a wheelchair, the result of what she said was a politically motivated assault. Though her injuries kept her from stalking the stage in her white sari and sandals as usual, she still regaled the audience with taunts for the opposition. And she had a warning of her own: Her defeat would be a victory for an ideology that has no place for minorities like Muslims.The monthlong election unfolding in the eastern Indian state of West Bengal is deeply personal. Mamata Banerjee, the state’s chief minister for the past decade, is facing off against her former protégé of 20 years, Suvendu Adhikari. He and dozens of other local leaders have defected from her party and are now allied with Narendra Modi, India’s prime minister.But the heated vote could indicate something broader: whether anybody can stop Mr. Modi’s movement to reshape India’s secular republic into a Hindu-first nation.Mr. Modi’s campaign is growing beyond its base in northern India, bringing him national and state victories. His Bharatiya Janata Party has reduced the main opposition group, the Indian National Congress, to a shadow of its past glory, pushing the country toward becoming a one-party democracy.West Bengal represents a test of Mr. Modi’s Hindu nationalist reach. The state of 90 million people remains deeply proud of its Indigenous culture and tolerance of minorities. He has traveled to West Bengal about a dozen times for packed rallies even as coronavirus cases rise. His face is all over the place, leading one B.J.P. worker to joke that he seems to be running for chief minister.Mr. Modi and his lieutenants paint Ms. Banerjee as someone who has appeased Muslims, who make up about a quarter of the state’s population, at the expense of the Hindu majority. If she is re-elected, they say, she will turn West Bengal into another Bangladesh or Pakistan, where Hindu minorities are increasingly persecuted.“If you don’t stamp on Lotus,” Mr. Adhikari said at a recent rally, referring to marking the logo of the B.J.P. on local ballots, “how will we be able to even celebrate the birth of Lord Ram here?”Ms. Banerjee’s Trinamool Congress party has tried to frame the B.J.P. as outsiders who do not understand her state’s rich culture and have come to sow division. Still, her party has made her cast a symbol of a leader putting her body on the line for her cause.To counter her star power, the B.J.P. has courted celebrities, including Mithun Chakraborty, a Bengali actor famous for movies like “Disco Dancer.”“I am a pure cobra,” Mr. Chakraborty told one recent rally, referring to a famous line from one of his movies, as B.J.P. leaders behind him applauded. “One bite, and you will be at the cremation ground!”Ms. Banerjee’s iron grip over state politics looms over the vote. The B.J.P. is trying to ride anti-incumbent sentiment fueled by her party’s corruption scandals and the way its members have used extortion and violence to keep power.But Mr. Adhikari and many of the B.J.P.’s local candidates for the state’s 294-seat local assembly were themselves, until recently, members of her party. After decades of heavy-handedness by the Communists and Ms. Banerjee, Mr. Modi’s party began actively expanding in West Bengal only after he became prime minister in 2014, though its infrastructure is still lacking. The B.J.P.’s dependence on Trinamool defectors has also led to a revolt among local Modi supporters who saw their presence as an insult to their years of work in the face of intimidation by the same people now chosen to represent them.One defector, an 89-year-old assembly member named Rabindranath Bhattacharya, said he had switched parties only because Ms. Banerjee didn’t nominate him to serve a fifth term.“I changed my party, but I am not changed,” Mr. Bhattacharya said in an interview at his house. Trinamool flags still hung from the trees and gate.His candidacy moved hundreds of B.J.P. workers and supporters to pressure Mr. Bhattacharya to step aside. They went on a hunger strike, painted over party signs and ransacked the home of the local B.J.P. chief.“We started here when no one dared speak as a B.J.P. member,” said Gautam Modak, who has worked for the B.J.P. in the district since 2003. “He got the party ticket three days after joining the B.J.P.”Mr. Adhikari has said he defected from Ms. Banerjee’s camp because she and her nephew and heir-apparent, Abhishek Banerjee, use other party leaders as “employees” without sharing power. At rallies, crowds energized by their moment of power over sometimes abusive politicians braved the heat to listen, cheer and support. Turnout totaled 88 percent.Satish Prasad Jana, a 54-year-old B.J.P. supporter at Mr. Adhikari’s rally, said he mainly supported Mr. Modi. He had no dispute with Ms. Banerjee except that she couldn’t control the abuse of her party workers, and he knew that some of those same people now work for Mr. Adhikari.“I have 90 percent faith in Modi, 10 percent faith in Adhikari,” he said.Hours later, a large rally of Ms. Banerjee’s supporters took place in a school courtyard surrounded by coconut trees. Women in colorful saris outnumbered men. They praised Ms. Banerjee’s government for paving the road that led to the school, for distributing rice at low prices and for making payments to families to keep their girls in school and prevent child marriage, among other initiatives.But the energy was focused squarely on teaching Mr. Adhikari a lesson.“You said Mamata is like your mother.     The Fear That Is Shaping American Politics

    It affects everyone from Joe Manchin to Joe Biden.Why is the Republican Party so determined to constrain the franchise?One answer is provided by the changing demographics of the children in the nation’s public schools, a leading indicator of shifts in the racial and ethnic makeup of the country.According to the National Center for Education Statistics,The percentage of public school students who were white was 64.8 percent in 1995, and this percentage dropped below 50 percent in 2014 (to 49.5 percent). N.C.E.S. projects that in 2029, White students will make up 43.8 percent of public school enrollment.The changing racial and ethnic makeup of the schools, something visible to parents and to anyone who walks by at recess, is a leading indicator of the day (in roughly 2045) when non-Hispanic whites of all ages will drop under 50 percent of the U.S. population, soon to be followed by the day when whites become a minority of the electorate (although that will depend on how voters self-identify — among other things, data suggests that many mixed race Americans identify as white).Hispanics and Asian-Americans are driving the ascendance of America’s minority population, while the Black share of the population will increase by a small amount. Pew Research estimates that over the 50 year period from 2015 to 2065, the non-Hispanic white share of the population — as defined by the U.S. census — will drop from 62 to 46 percent, while the Hispanic share will grow from 18 to 24 percent and the Asian-American share from 6 to 14 percent. The Black share will go from 12 to 13 percent.Richard Alba, a sociologist at the City University of New York, and other experts have argued that predictions of a white minority in a little over 20 years have created a false narrative because it fails to account for the numerous second- and third-generation children of interethnic and interracial marriages, many of whom see themselves (and are seen by others) as white.False or not, the white minority prediction has become a dominant political narrative — particularly insofar as Republicans exploit this characterization — and in the process this framing has become a central element in the worldview of many conservative whites.How does the expectation of a majority-minority America affect the thinking of white Americans?Maureen Craig at N.Y.U. and Jennifer Richeson, at Yale, reported in their 2018 paper “Majority No More? The Influence of Neighborhood Racial Diversity and Salient National Population Changes on Whites’ Perceptions of Racial Discrimination” thatWhite Americans considering a future in which the white population has declined to less than 50 percent of the national population are more likely to perceive that the societal status of their racial group — in terms of resources or as the “prototypical” American — is under threat, which in turn leads to stronger identification as white, the expression of more negative racial attitudes and emotions, greater opposition to diversity, and greater endorsement of conservative political ideology, political parties, and candidates.Biden, more than either of his three Democratic predecessors — Jimmy Carter, Bill Clinton and Barack Obama — is putting this white reaction to the test.Not only is Biden actively supporting voting rights reform designed to protect and strengthen Black and Hispanic political participation, but he has taken assertive stands on racial issues, both in terms of appointments and in supporting racially targeted provisions in his stimulus and infrastructure legislation.The question for Biden is whether a Democrat can firm up the party’s multiracial coalition with a double-edged strategy. First, winning over enough working class whites by disbursing substantial benefits in his stimulus and infrastructure legislation; and, second, by targeting generous programs to racial and ethnic minorities to reduce disparities in income and education.The underlying question is whether more white voters will turn against Biden in the 2022 midterm elections as they turned against Clinton in 1994 and Obama in 2010.A large number of white people already believe that they suffer higher levels of discrimination than Black people and other minorities do.Craig and Richeson write:Organizational messages that are favorable to racial diversity have also been found to enhance the sense among whites of personal and group discrimination against them compared with race-neutral messages.In addition, many Republican and conservative-leaning whites are convinced that as minorities become more powerful, the left coalition will become increasingly antagonistic to them. Craig and Richeson write:This research suggests, in other words, that whites are likely to perceive more antiwhite discrimination under circumstances in which they perceive that their group’s position in society is under threat.Nour Sami Kteily, a professor of management and organizations at Northwestern’s Kellogg School of Management, emailed to say that he and Richeson have been conducting a study that asks whites how much they agree (7) or disagree (1) with statements like:If Black Americans got to the top of the social hierarchy, they would want to stay on top and keep other groups down.andIf Black Americans got to the top of the social hierarchy, they would put all of their effort toward creating a more egalitarian social system for all groups.On average, whites fell at the midpoint but, Kteily wrote, there waslarge variation associated with being Republican vs. Democrat, with Republicans being more likely to believe that Black Americans would use power to dominate. The difference is highly statistically significant.In a December 2019 article, “Demographic change, political backlash, and challenges in the study of geography,” Ryan Enos, a political scientist at Harvard, wrote:The relationship between diversity and reactionary politics should be considered one of the most important sociopolitical issues facing the world today — it is a near certainty that almost every developed country and many developing countries will be more diverse a generation from now than they are today.Thus, Enos continued,if increasing diversity affects political outcomes, the relationship can point in two consequentially different directions: toward increased diversity liberalizing politics or toward increased diversity causing a reactionary backlash.The 2020 election of Biden combined with Democratic control of the House and Senate have contained, at least momentarily, the reactionary backlash, but a liberalized politics has not yet been secured. One in 10 Latinos who supported Hillary Clinton in 2016 switched to Donald Trump in 2020.Although the Hispanic electorate is often treated as a bloc, it is by no means a monolith. It is, in fact, impossible to speak of “the Hispanic vote” — in practice it is variegated by region, by country of origin, by ideology, by how many generations have lived in the United States, by depth of religiosity (and increasingly denomination), as well as a host of other factors.From 1970 to 2019, the number of Latinos in the United States increased from 9.6 million to 60.6 million, according to Pew Research. The number is projected by the census to reach 111.2 million, or 28 percent of the nation’s population, by 2060.Public Opinion Strategies, which conducts surveys for NBC News/Wall Street Journal, provided me with data on presidential voting from 2012 to 2020 that show significant Republican gains among the roughly 30 percent of Black and Hispanic voters who self-identify as conservative.From 2012 to 2020, Black conservatives shifted from voting 88-7 for the Democratic candidate to 76-17. Black conservative allegiance to the Democratic Party fell by less, from 75 percent Democratic, 9 percent Republican to 71 percent Democratic, 16 percent Republican.The changes in voting and partisan allegiance, however, were significantly larger for self-identified Hispanic conservatives. Their presidential vote went from 49-39 Democratic in 2012 to 67-27 Republican in 2020. Their partisan allegiance over the same period went from 50-37 Democratic to 59-22 Republican.The 2020 expansion of Republican voting among Hispanics and Asian-Americans — and to a lesser extent among African-Americans — deeply concerns the politicians and strategists seeking to maintain Democratic control of the House and Senate in 2022, not the mention the White House in 2024.The defection of Hispanic voters, together with an approximately 3 point drop in Black support for Joe Biden compared with Hillary Clinton, threatens a pillar of Democratic competitive strength, especially among Black men: sustained high margins of victory among minority voters whose share of the population is enlarging steadily.The increased level of support for the Republican Party among minority voters has raised the possibility that the cultural agenda pressed by another expanding and influential Democratic constituency — well-educated, young activists with strongly progressive views — is at loggerheads with the socially conservative beliefs of many older minority voters — although liberal economic policies remain popular with both cohorts. This social and cultural mismatch, according to some observers, is driving a number of minority voters into the opposition party.Joshua Estevan Ulibarri, a partner in the Democratic polling firm, Lake Research, argues that a substantial number of Latinos do not view themselves as people of color, reject a political alliance based on that bond and “want to be seen as white or as part of the mainstream.”Ulibarri emailed me to say that he believes that “Hispanics see what white America has done to Black America, and the backlash leads to more G.O.P. votes.”In shifting their vote from Democratic to Republican, Ulibarri contends, “it is not just partisan identity they are shedding, but also some racial identity as well.” In the past, “they may have been conservative and Latino, but you were Latino first and the way you were treated as a group and discriminated against trumped some ideology. Now, less so.”The Democratic Party, Ulibarri said, is responsible in part for the losses it has suffered:It is not just conservative men who have drifted away from Democrats. More and more younger people are identifying less with my party not because they are Republican or conservative, but because Democrats do not keep their word; Democrats are weak. And who wants to align with the weak?Ian F. Haney López, a law professor at Berkeley, who wrote about the danger to the Democrats of Hispanic defections in a September 2020 Times oped, expanded his argument in an email on the Lake Research study of Hispanic voters, which found most Latinos fell into three categories.The first, roughly a quarter of the Hispanic population, is made up of those who self-identify as people of color, according to the study, “as a group that, like African Americans, remains distinct over generations.” More

The court heard the case as disputes over voting rights have again become a flash point in American politics.The immediate question for the justices was whether two Arizona measures ran afoul of the 1965 law. One of the measures requires election officials to discard ballots cast at the wrong precinct. The other makes it a crime for campaign workers, community activists and most other people to collect ballots for delivery to polling places, a practice critics call “ballot harvesting.”Several members of the court’s conservative majority said the restrictions were sensible, commonplace and at least partly endorsed by a bipartisan consensus reflected in a 2005 report signed by former President Jimmy Carter and James A. Baker III, who served as secretary of state under President George Bush.The Biden administration, too, told the justices in an unusual letter two weeks ago that the Arizona measures appeared to be lawful. But the letter disavowed the Trump administration’s position that the relevant section of the Voting Rights Act should not be widely used to keep states from enacting more restrictive voting procedures.Much of the argument on Tuesday centered on that larger issue in the case, Brnovich v. Democratic National Committee, No. 19-1257, of what standard courts should apply to challenges under Section 2 of the Voting Rights Act. The court’s answer to that question could determine the fate of scores if not hundreds of laws addressing election rules in the coming years.As Republican-controlled state legislatures increasingly seek to impose restrictive new voting rules, Democrats and civil rights groups are turning to the courts to argue that Republicans are trying to suppress the vote, thwart the will of the majority and deny equal access to minority voters and others who have been underrepresented at the polls.“More voting restrictions have been enacted over the last decade than at any point since the end of Jim Crow,” Bruce V. Spiva, a lawyer for the Democratic National Committee, which is challenging the two Arizona measures, told the justices. “The last three months have seen an even greater uptick in proposed voting restrictions, many aimed squarely at the minority groups whose participation Congress intended to protect.”Though the Voting Rights Act seeks to protect minority voting rights, as a practical matter litigation under it tends to proceed on partisan lines. When Justice Amy Coney Barrett asked a lawyer for the Arizona Republican Party why his client cared about whether votes cast at the wrong precinct should be counted, he gave a candid answer.“Because it puts us at a competitive disadvantage relative to Democrats,” said the lawyer, Michael A. Carvin. “Politics is a zero-sum game, and every extra vote they get through unlawful interpretations of Section 2 hurts us.”Jessica R. Amunson, a lawyer for Katie Hobbs, Arizona’s secretary of state, a Democrat, said electoral contests should not turn on voting procedures.“Candidates and parties should be trying to win over voters on the basis of their ideas,” Ms. Amunson said, “not trying to remove voters from the electorate by imposing unjustified and discriminatory burdens.”Section 2 took on additional prominence after the Supreme Court in 2013 effectively struck down the heart of the Voting Rights Act, its Section 5, which required prior federal approval of changes to voting procedures in parts of the country with a history of racial and other discrimination.Until then, Section 2, which allows after-the-fact challenges, had mostly been used in redistricting cases, where the question was whether voting maps had unlawfully diluted minority voting power. Its role in addressing the denial of the right to vote itself has been subject to much less attention.Over two hours of arguments by telephone, the justices struggled to identify a standard that would allow courts to distinguish lawful restrictions from improper ones.The court did not seem receptive to a rigorous test proposed by Mr. Carvin, the lawyer for the Arizona Republican Party, who said that ordinary election regulations are not subject to challenges under Section 2. Most justices appeared to accept that regulations that place substantial burdens on minority voters could run afoul of the law.But there was some dispute about what counted as substantial and what justifications states could offer for their restrictions. The court’s more conservative members seemed inclined to require significant disparities unconnected to socioeconomic conditions and to accept the need to combat even potential election fraud as a sufficient reason to impose restrictions on voting.Justice Elena Kagan tested the limits of Mr. Carvin’s argument, asking whether much longer lines at polling places in minority neighborhoods could be challenged under the law. He said yes. He gave the same answer when asked about locating all polling places at country clubs far from minority neighborhoods.But he said cutting back on Sunday voting, even if heavily relied on by Black voters, was lawful, as was restricting voting to business hours on Election Day.Mark Brnovich, Arizona’s attorney general, a Republican, proposed a vaguer standard, saying that the disparate effect on minority voters must be substantial and caused by the challenged practice rather than some other factor.Asked by Justice Kagan whether the four hypothetical restrictions she had posed to Mr. Carvin would survive under that test, Mr. Brnovich did not give a direct answer.He did say that the number of ballots disqualified for having been cast in the wrong district was very small and that Arizona’s overall election system makes it easy to vote.Ms. Amunson, the lawyer for Arizona’s secretary of state, urged the justices to strike down the challenged restrictions.“Arizona already has a law prohibiting fraudulent ballot collection,” she said by way of example. “What this law does is it criminalizes neighbors helping neighbors deliver ballots with up to two years in jail.”Justice Samuel A. Alito Jr. asked her a series of hypothetical questions about early voting, ballot forms and deadlines for mailed ballots. Ms. Amunson gave a general answer.“You have to take a functional view of the political process and look to a holistic view of how it is actually affecting the voter on the ground,” she said.Justice Alito appeared unsatisfied. “Well, those are a lot of words,” he said. “I really don’t understand what they mean.”Several justices suggested that most of the standards proposed by the lawyers before them were quite similar. “The longer this argument goes on,” Justice Kagan said, “the less clear I am as to how the parties’ standards differ.”Justice Stephen G. Breyer echoed the point. “Lots of the parties on both sides are pretty close on the standards,” he said.Justices Kagan and Breyer, both members of the court’s liberal wing, may have been playing defense, hoping the court’s decision, expected by July, would leave Section 2 more or less unscathed.But Justice Alito said he was wary of making “every voting rule vulnerable to attack under Section 2.”“People who are poor and less well educated on balance probably will find it more difficult to comply with just about every voting rule than do people who are more affluent and have had the benefit of more education,” he said.Justice Barrett appeared to agree. “All election rules,” she said, “are going to make it easier for some to vote than others.”But Justice Brett M. Kavanaugh said he could think of two workable standards for applying the law. “One factor would be if you’re changing to a new rule that puts minorities in a worse position than they were under the old rule,” he said, “and a second factor would be whether a rule is commonplace in other states that do not have a similar history of racial discrimination.”Last year, the United States Court of Appeals for the Ninth Circuit, in San Francisco, ruled that both Arizona restrictions violated Section 2 because they disproportionately disadvantaged minority voters.AdvertisementContinue reading the main story More
