    How Billionaires Are Shaping France’s Presidential Campaign

    In a nation with strict political finance laws, control over the news media has provided an avenue for the very rich to influence elections, this one more than ever.PARIS — The face of President Emmanuel Macron’s possibly fiercest rival in France’s coming election is not on any campaign poster. He has not given a single speech. His name will not be on the ballot.He is not a candidate at all, but the man often described as France’s Rupert Murdoch: Vincent Bolloré, the billionaire whose conservative media empire has complicated Mr. Macron’s carefully plotted path to re-election by propelling the far-right candidacy of Éric Zemmour, the biggest star of Mr. Bolloré’s Fox-style news network, CNews.With the first round of France’s presidential election just a month away, polls show Mr. Macron as the favorite. But it is Mr. Zemmour who has set the themes of the race with the openly anti-immigrant and anti-Muslim views he had put forth each evening on television for the past couple of years.“Bolloré’s channels have largely created Zemmour,” François Hollande, France’s former president, said in an interview. But Mr. Zemmour’s emergence is just the latest example of the power of France’s media tycoons, Mr. Bolloré most prominent among them, to shape political fortunes. In a nation with very strict campaign finance laws, control over the news media has long provided an avenue for the very rich to influence elections.“If you’re a billionaire, you can’t entirely finance a campaign,” said Julia Cagé, an economist specializing in the media at Sciences Po, “but you can buy a newspaper and put it at the disposal of a campaign.”The political reach of media tycoons like Vincent Bolloré, center, has become enough of a concern that the French Senate opened an inquiry.Isa Harsin/Sipa, via Associated PressIn the long run-up to the current campaign, the competition for influence has been especially frenzied, with some of France’s richest men locked in a fight over some of the nation’s top television networks, radio stations and publications.The emergence of Mr. Bolloré, in particular, has intensified the jockeying in this election season as he buys up media properties and turns them into news outlets pushing a hard right-wing agenda.The phenomenon is new in the French media landscape, and it has prompted fierce jostling among other billionaires for media holdings. It has been the hidden drama behind the 2022 elections, with some of the media billionaires angling strongly against Mr. Macron, and others in support of him.On one side are Mr. Bolloré and his media group, Vivendi; on the other are billionaires regarded as Mr. Macron’s allies, including Bernard Arnault, the head of the LVMH luxury empire.The political reach of media tycoons has become enough of a concern that the French Senate has opened an inquiry. In hearings broadcast live in January and February, they all denied any political motive. Mr. Bolloré said his interests were “purely economic.” Mr. Arnault said his investments in the news media were akin to “patronage.”But there is little doubt that their media holdings give them leverage that France’s campaign finance laws would otherwise deny them. In France, political TV ads are not allowed in the six months before an election. Corporate donations to candidates are banned.Personal gifts to a campaign are limited to 4,600 euros, or about $5,000. In this election cycle, presidential candidates cannot spend more than €16.9 million each, or about $18.5 million, on their campaigns for the first round; the two finalists are then limited to a total of €22.5 million each, or about $24.7 million. By comparison, when he was a presidential candidate, Joseph R. He is regarded as an ally of Mr. Macron.Christophe Archambault/Agence France-Presse — Getty Images“Why do you think that these French capitalists whose names you know buy Le Monde, Les Echos, Le Parisien?” Jean-Michel Baylet, whose family has owned a powerful group of newspapers in southwest France for generations, said in an interview, mentioning some of the country’s biggest newspapers.“They’re buying influence,” said Mr. Baylet, a former minister of territorial cohesion, who himself has been accused of using his media outlets to advance a parallel career in politics — a charge he denies.The control of media by industrialists, whose core businesses depend on government contracts in construction or defense, amounts to “a conflict of interests,” said Aurélie Filippetti, who oversaw the media sector as a minister of culture.Armed with media properties, businessmen enjoy leverage over politicians.“Politicians are always afraid that newspapers will fall into unfriendly hands,” said Claude Perdriel, the main shareholder of Challenges, a weekly magazine, who said that he made sure to sell his previous outlets, including the magazine L’Obs, to other businessmen who shared his left-leaning politics.For Mr. Macron, that is what happened when early this year Jérôme Béglé, who is a frequent guest on CNews, took over the Journal du Dimanche, a Sunday newspaper once so pro-Macron that it was called the “Pravda” of the government. With its ability to shape the national debate around issues like immigration, Islam and crime, CNews quickly grew into a new, and feared, political force in France. And if it’s a bad story they make it the worst story in history. And right now they have a lower approval rating than Congress.“I consider that to be a great honor because they are a bunch of very dishonest, crooked bastards.”The remark met with laughter.As with most of Trump’s claims, his claim about media approval ratings could be debated.In 2015, the year Trump ran for the White House, Gallup said 40% of Americans “had ‘a great deal’ or ‘a fair amount’ of trust and confidence in the mass media to report the news fully, accurately and fairly”.In 2019, midway through Trump’s presidency, Suzanne Nossel, chief executive of PEN America, told the Guardian his attacks on the press were “insidious” and “aimed to intimidate … a kind of dragging-through-the-mud effort, a character assassination … and it’s alarming”.In 2021, the year Trump left office, Gallup said 21% of Americans had “a great deal” or “quite a lot” of confidence in newspapers. For TV news, the figure was 16%. For Congress, it was 12%.Trump insulted Milley as part of a long complaint about Joe Biden’s handling of the US withdrawal from Afghanistan.     ‘Once a City Hall Reporter, Always a City Hall Reporter’

    Patricia Mazzei has spent nearly 15 years covering Miami. The experience helped her make sense of a controversy swirling around the city’s new police chief.MIAMI — Ten years ago, I sat inside the over-air-conditioned chambers of the Miami City Commission for many long hours to cover a tense debate over the fate of a beleaguered police chief.Recently, I did it again, returning to the same City Hall — to the same second-row seat, in fact — to report on a different commission discussing the future of a different official, Chief Art Acevedo, with a precarious hold on his job. Back then, I was a local government reporter for The Miami Herald, where I worked for 10 years. Now, I am the Miami bureau chief for The New York Times. Once a City Hall reporter, always a City Hall reporter.My job on the National desk is to cover Florida and Puerto Rico, a wide-ranging beat that makes it impossible to attend every City Commission meeting (of which there are many) or follow every bit of gossip (of which there are even more). In the nearly four years since I have been at The Times, I have written about hurricane hunters, climate change and statewide elections.But sometimes the story takes you back to the beginning. Knowing how City Hall works, and its bizarre and colorful history, has been essential to understanding Miami and translating its eccentricities to Times readers. Just as all politics is local, all news is local, too, and this is why I was back in my old seat.City Hall reporters have a Spidey sense that tingles when drama is near. That is why I told my editor, Kim Murphy — herself a former City Hall reporter in Mississippi — that I planned to drop in on a recent commission meeting about Chief Acevedo, who was hired to lead the Miami Police Department six months ago. His arrival made a splash — a big-name hire for a city trying to establish itself as a player in big tech. He was chosen by Mayor Francis Suarez, who faces re-election and has grown his national profile over the past year. But the hype could not save either the chief or the mayor from the political entanglements of powerful city commissioners.A majority of city commissioners were mad at the chief, in part because he had — jokingly, he said later — referred to the Police Department as being run by a “Cuban mafia.” (The chief himself is a Cuban immigrant.) In response, Chief Acevedo had written a long letter essentially accusing some commissioners of corruption.Cops, corruption, Cuba: The day had all the makings of quintessential Miami political theater.This, after all, is one of the best news cities in the country — not only for its well trodden Florida Man oddities but also because of its many local governments and their corresponding soap operas. Miami-Dade County alone has 34 cities. That’s a lot of elected officials, a lot of public employees and a lot of news, which The Herald and other outlets cover admirably, though there never seem to be enough local reporters to hold everyone accountable.Becoming a national reporter was liberating in many ways. My time is no longer dictated by the whims of local officials. I can tackle a wider range of issues. I get to explore more of the country. But it is also more challenging to write for an audience that goes beyond local readers. Why would someone in another state or another part of the world care about a little Florida story? Sometimes it’s the stories that seem obvious to people living here that make good national stories. Other times it’s the oddball anecdote that you find yourself telling friends about that demands a larger audience.We chose to write about Chief Acevedo, and the machinations of Miami politics, in The Times because his story has elements that resonate in any big American city currently trying to bring reforms in policing, as it balances entrenched competing interests.The city has gone through six police chiefs in 11 years, though not all their tenures have been as contentious as Chief Acevedo. The meeting to discuss his fate turned into something of a circus. In the afternoon, I got a slew of text messages from sources who had seen me on the meeting livestream, remarking on how wild it was. Many Miami government types had been watching for hours, transfixed by it all.A few days later, commissioners held another special meeting to further discuss Chief Acevedo. I was not, technically, covering the story. But I turned on the meeting and watched anyhow. I could not tear myself away.This week, the saga came to an end: The city manager suspended Chief Acevedo with the intent to fire him. His ouster, as expected, made headlines. But it is also be just another outlandish chapter in the history of the Magic City. More

    Newsom Gets Backing From Many Newspaper Editorial Boards

    Despite a concerted effort from conservatives to recall Gov. Gavin Newsom of California, most newspaper editorials in the state continue to endorse him and are strongly recommending not to vote him out of office. Many publications across the state are asking readers to overlook Mr. Newsom’s shortcomings and focus on his legislative agenda and his overall leadership during the pandemic.The editorial board of The Los Angeles Times, the largest newspaper in the state, said that replacing Mr. Newsom with “an untested and unprepared alternative who wouldn’t represent the values of most Californians” would be disastrous.The paper acknowledged Newsom’s “missteps” — including issuing rigid public health mandates during the pandemic but then being photographed dining unmasked with a large group — but called these minor compared with “the good he has done for California as one of the nation’s strongest leaders on the COVID-19 pandemic.”The San Francisco Chronicle similarly urged its readers to vote on the recall “with a resounding no.” The editorial board echoed a similar argument that, while he has not been perfect, Mr. Newsom is better than the alternative.“It’s true that the governor managed the pandemic unevenly and imposed precautions inconsistently even as he violated their spirit with his infamous French Laundry soiree,” its editorial board wrote, referring to the restaurant where the governor dined unmasked. The board added that the state still “has weathered the crisis better than the nation.”In San Jose, the editorial board of The Mercury News slammed Larry Elder, a conservative talk radio host who is running, stating that he “has zero experience in elected office and is a Donald Trump clone who would impose his right-wing, extremist views on California in every way possible.”The Sacramento Bee, in also discouraging Mr. Newsom’s removal, stated that the governor’s three strongest potential replacements: Mr. Elder, along with Kevin Faulconer, a former mayor of San Diego, and the businessman John Cox are all “shamefully uninformed and unqualified.”The Orange County Register, one of the few conservative-leaning publications in the state with an editorial board, came out in support of the recall, questioning Mr. Newsom’s management of issues like wildfires and education.The paper championed Mr. Elder as the obvious pick — and said that its stance on a recall was less about the governor’s handling of the pandemic and more about a series of concerns including increased rates of homelessness, crime and poverty.“Our problem with Newsom’s leadership is more fundamental,” it wrote. “Pick an issue and the state’s failures are obvious.” More

Following the Taliban takeover of the country, the tenor has only grown more hyperbolic.Joe Biden says new Kabul terror attack highly likely in next 24 to 36 hoursRead moreDuring the Trump years, publications like the New York Times and Washington Post presented themselves as the last defenses of freedom against creeping authoritarianism. The latter adopted a new slogan, “Democracy dies in darkness”, and spent millions on a Super Bowl ad featuring Tom Hanks extolling the importance of journalism as a profession.But for all this talk of “defending freedom”, the mainstream media has a history of reflexively defending militarism, foreign interventions and occupations. Biden – who dared fulfil a campaign promise and end America’s longest war – is learning this the hard way.As Eric Levitz recounts in New York Magazine, the media has created a public backlash against Biden, with outlets like the Times calling the withdrawal a humiliating fiasco. For the New York Times Editorial Board, the two-decade occupation of Afghanistan is described as a “nation-building project” that reflected “the enduring American faith in the values of freedom and democracy”.Key to the media narrative is the echoing of “experts” on Afghanistan like former ambassador Ryan C Crocker, who wishes in another Times op-ed that instead of bolting after a couple of decades, US troops might have remained in Afghanistan for more than a half-century, as we’ve done on the Korean peninsula. Crocker regrets that “Mr Biden’s decision to withdraw all US forces destroyed an affordable status quo that could have lasted indefinitely at a minimum cost in blood and treasure”.But as the writer Jeet Heer points out, the status quo was far from “affordable” for ordinary Afghans. The tragic figure of more than 2,000 dead US troops pales in comparison to the more than 200,000 Afghans killed since 2001. Indeed, prolonged civil war has put this year on pace to be the bloodiest for civilians as a failed US client state has overseen plummeting social indicators, widespread corruption and a total breakdown in public safety.The media had ignored the mounting chaos for years, only to laser-focus on it as a means to criticize Biden. They’ve ignored their own role in cheerleading a misguided “War on Terror” and pinned the blame for two decades of imperial hubris on the president who finally made good on promises to leave the country against the wishes of even some in his own party.What’s underlying much of the approach is a mainstream media fidelity to “expert” consensus. Many who presented themselves as fierce truth-tellers in the face of Trump hold the opinions of former intelligence and military officials in higher regard than that of a president democratically elected by 81.3 million people and pursuing a policy supported by 70% of Americans.Not only are corporate media pundits and talking heads wrong to advocate staying in Afghanistan, they’ve been wrong about generations of conflicts that ordinary people have opposed. Contrary to the popular imagination, opposition to wars from Vietnam to Iraq were spearheaded by workers, not the rich and the professional classes that serve them. It’s this general aversion to costly overseas conflict that the president should confidently embrace.Biden has never been a very good populist. For all his “Amtrak Joe” pretenses, he’s a creature of the Beltway, the ultimate establishment politician. It’s no surprise that his administration appears paralyzed in the face of criticism from its erstwhile elite allies. But unless he manages to push back against the narratives mounting against his administration, he’ll risk undermining his popular domestic agenda as well.Joe Biden did something good – and the media want to kill him for it. He should embrace their scorn and defend his actions to the American people.

    Behind One New York Times Pulitzer: Hundreds of Journalists

    When The New York Times was honored with the prestigious prize in the category of public service for its coverage of the coronavirus pandemic, it reflected the contributions of the entire newsroom.Times Insider explains who we are and what we do, and delivers behind-the-scenes insights into how our journalism comes together.This month, from a steep red staircase overlooking The New York Times’s newsroom, Dean Baquet, the executive editor, announced that the staff had won the Pulitzer Prize for public service for its coverage of the coronavirus.The Times, which has received 132 Pulitzers since they were first awarded in 1917, has won in the public service category, regarded as the most prestigious of the prizes, six times. Wesley Morris, a Times critic at large, also received a Pulitzer, his second, for criticism for his writing on the intersection of race and culture in America.The Pulitzer board recognized several facets of the coronavirus coverage. The Times reported early on the outbreak in China in January 2020. Tracked cases across the nation and the world through an intensive data project. Relayed developments 24 hours a day. Reported on the race to understand the virus and the failure of governments to respond. Documented racial and social inequities of the pandemic. Provided vivid accounts of suffering worldwide. And observed the monumental death toll.That coverage encompassed not just articles but graphics, video, data journalism, design, photography and podcasting. The effort drew upon the full resources of the newsroom, with many staff members putting themselves at personal risk and others taking on new roles to meet the demands of the coverage or provide support. And all of it was executed with nearly all employees working remotely and as The Times also covered the nation’s racial unrest, the impact of climate change and a tumultuous presidential campaign and election.Speaking to employees, many of whom were watching the livestreamed awards ceremony at home, Mr. Baquet, along with other newsroom leaders, reflected on what it meant to be honored at this time.“I just want to pause for a moment on the full power of these prizes and what they say about what you accomplished in a year when many of you suffered from your own loss and disruption,” he said. “Literally, hundreds of people had a hand in this coverage.”A key component of the coverage was a tracking project that compiled virus data on a variety of measures. The Times released the data, which has been used by medical researchers and government officials.More than 100 people from across the newsroom, as well as 50 freelancers and students, have worked on the tracking effort. Reporters and researchers filed more than 700 public records requests for data on populations like nursing homes and prisons. Engineers created a database to manage hundreds of data sources.The team has now published more than 3,000 daily tracking pages, covering subjects that include country, state and county trends, reopenings and vaccinations.“It was easily the largest and probably the most ambitious data project our newsroom has ever taken on,” Archie Tse, the graphics director, said.At the same time, the National desk helped reveal the disproportionate toll that the virus took on people of color. And when the overall U.S. death toll reached 100,000 people, a team of journalists marked the staggering figure with a front page consisting of victims’ names and biographical details.“We strove every day not to be so focused on the numbers that we forgot the people behind them,” said Marc Lacey, an assistant managing editor and the former National editor.On the Health and Science desk, journalists followed the efforts to explain how the virus spread, its effect on the body and the development of a vaccine. Members of the desk edited more than 1,100 online articles on the virus and assisted other journalists in the newsroom on hundreds more.“We covered Ebola and Zika, but none of us had ever experienced such a ravenous hunger for science news,” said Celia Dugger, the Health and Science editor.Some of the earliest work began with the International desk, which reported from the front lines in Wuhan, China, where the outbreak first emerged, then charted the failures in Italy and later examined the impact of the virus all over the world.The desk also was instrumental in the live briefing on the virus, a constantly updated news feed that would go on to involve multiple departments in the newsroom and that remains a staple of the coverage, more than 500 days later. Chris Buckley, a Times correspondent previously based in China, was on a train on his way to cover the lockdown in Wuhan in January 2020 when his editor called him and asked him to start writing for the live briefing. At the time, Mr. Buckley was skeptical: “Live briefing? About this story? From a train?
