    Emmanuel Macron Recounts Face-Off With Vladimir Putin

    The French leader recounted his face-off with Vladimir Putin and dismissed Washington’s exchange of letters with Moscow, gambling that his diplomacy could pay off before April elections.PARIS — Around a table much smaller than the 20-foot-long oval slab across which he confronted President Vladimir V. Putin in Moscow, President Emmanuel Macron gathered a few journalists this week to confide that the crisis in Ukraine was taking up “more than half my time, the bulk of my time” because the world stands “at a tipping point” of history.The table was some six miles up in the air, on the presidential plane that whisked Mr. Macron to Moscow, Kyiv and Berlin this week, where he warned of “irreversible” damage if Russia invaded Ukraine, and said it was imperative “not to surrender to fate.”Mr. Macron is convinced that the current crisis, marked by Russian revanchism after its perceived humiliation by the West, reflects a failure to rethink Europe’s collective security after the end of the Cold War. On that, at least, he and Mr. Putin seem to agree. The formidable task before the French president is to figure out what could possibly replace it, and convince others, including the United States, of its virtues.By the end of the week, the standoff with Russia, which conducted military exercises all around Ukraine’s borders, looked as menacing as ever. Yet just nine weeks from a presidential election, Mr. Macron has made the risky bet that he can coax Mr. Putin toward dialogue and that French voters will be more taken with his global stature than alienated by his inattention.If he fails, he risks not only losing their votes and their confidence, but also damaging his prestige and that of his country by being seen abroad as an overreaching leader.Wary of that perception, he has taken great pains to coordinate his efforts with other European leaders, some of them skeptical, and with President Biden. Mr. Macron sees no reason that the structure of the alliance that prevailed over the Soviet Union should be eternal.“The question is not NATO, but how do we create an area of security,” he said. “How do we live in peace in this region?” Part of his goal in Moscow, he suggested, had been to prod Mr. Putin away from a NATO obsession — that Ukraine should never join the alliance — toward another “framework.” He said he had told the Russian leader “the framework you propose is false.”To turn up at the Kremlin, facing the man who has put a gun to the head of the West with 130,000 troops massed on the Ukrainian border, was necessary, Mr. Macron argued. Opening another diplomatic avenue, more flexible than the exchange of letters between Russia and the United States that Mr. Macron repeatedly dismissed as useless, gained time by locking in meetings in the coming weeks. Lavrov, as a conversation between “the mute and the deaf.”What Mr. Macron’s new framework might be for Ukraine’s security and Europe’s is unclear. But it appears that it would somehow offer Ukraine ironclad guarantees of its sovereignty and independence in ways that left NATO membership as a mirage, as it simultaneously satisfied Russia that Ukrainian security had not been strengthened at the expense of Moscow’s.In effect, Mr. Macron believes that some sleight of hand is conceivable that would at once leave Ukrainians free and secure to look West for their future, and Mr. Putin free to continue thinking the two countries form one “historical and spiritual space,” as the Russian leader put it in a 5,000-word disquisition on “the historical unity of Russians and Ukrainians,” published last summer.This is a hybrid concept, but not atypical of its proponent. Over the years, Mr. Macron has become known as the “at the same time” president for his constant juggling of different sides of questions — first in favor of reducing France’s reliance on nuclear power, now in favor of increasing it — and for his intricate dissection of issues that sometimes leaves observers wondering what he really believes.That he believes passionately in the European Union, and the development of Europe as a more independent power, is unquestionable. It is one issue on which he has never wavered, and now he seems to think the hour of reckoning for that conviction has come.If nothing else, with Chancellor Olaf Scholz of Germany meeting with Mr. Putin in Moscow next week, Mr. Macron has made Europe count in this crisis, alongside the United States. With France currently holding the rotating presidency of the Council of the European Union, he has tried to reach out to everyone — one reason his days are consumed by Ukraine.His schedule will have to shift somewhat in the coming weeks. Mr. Macron has not yet declared his candidacy for re-election as president, but will almost certainly need to do so in the next couple of weeks. The deadline is March 4, and the first round of voting April 10.For now, Mr. Macron leads in polls, which give him about 25 percent of the vote, with three right-wing candidates trailing him and splintered left-wing parties far behind. Among the rivals to his right there is significant support for Mr. Putin’s strongman image and his denunciation of Western “decadence,” so engagement with the Russian leader also serves Mr. Macron politically.Although he is the favorite to win, the likelihood of a high abstention rate among French people disillusioned with politics and the strong appeal of the far right make Mr. Macron’s re-election anything but certain. The French president’s conviction that Russia needs to be part of a new European security architecture is combined with resolve that Ukraine maintain its sovereignty.If Mr. Macron has caused unease through his criticism of NATO, he has held the line on not ceding to the Russian leader’s demands.Asked when he would turn his attention to declaring his candidacy, Mr. Macron said: “I am going to have to think about it at some point. You can’t do over hasty things. You need the right moment.”If he does not find that sweet spot, Mr. Macron’s diplomacy, and his ideas of reinvented European security, may come to nothing. What may be doable in a second five-year term leading France will certainly not be doable by April 24, the date of the second round of the election. More

    Colombia’s Troubles Put a President’s Legacy on the Line

    SEOUL — Iván Duque swept into Colombia’s presidency in 2018 as a young, little-known technocrat riding a surging right-wing movement. He tapped public anger against a peace deal that he said had treated the country’s deadly insurgents too softly. And he warned that the proposals of his left-wing opponent could stifle steady growth.Three years and a global pandemic later, it is Mr. Duque who is presiding over high unemployment and an angry electorate — and who is on the defensive about the steps he has taken to tame persistent violence by militants.Mr. Duque contends his policies have opened opportunities for the middle- and low-income classes, encouraged entrepreneurship and paved the way for Colombia to return to its prepandemic growth. He also touted social policies that could address issues of police conduct and social inequality that led to violent clashes this year, killing dozens.Mr. Duque after he won office in 2018, riding a surging right-wing movement. Though a protégé of Mr. Uribe, the charismatic leader who revved up the government’s offensive against FARC nearly two decades ago, Mr. Duque never fully fit the populist mold. Born into a politically prominent family, the 45-year-old president worked for years in development banking. He speaks in clipped, think-tank English: “I will give you very concise numbers,” he said at one point before doing exactly that.He was elected after campaigning on increasing economic growth and changing the terms of the peace accord with FARC, but he quickly ran into challenges. In 2019, frustration over the lack of opportunities and possible pension changes sparked mass protests. In 2019, his effort to alter the terms, including tougher sentencing for war crimes, failed on legal grounds. In the interview, he said that he had done more than his predecessor, Juan Manuel Santos, to put in place the peace deal’s landownership overhauls and development plans that would give poor farmers and former rebels jobs and opportunities.“We have been not only implementing, but the issues that we have been implementing are going to be decisive for the evolution of the accords,” he said, adding, “We have made a good progress.”Mr. Duque must balance competing interests overseas, as well. Tensions have risen between the United States — Colombia’s longtime ally — and China, a growing source of business for the country.     Netanyahu’s Road Through Israel’s History, in Pictures

    “Bibi, King of Israel!”That is a shout from his fervent supporters that might have given pause to King David, let alone King Solomon. But Benjamin Netanyahu, Israel’s longest-serving prime minister, has finally lost his job, unable to cobble together a final majority in the Knesset after four elections in the last two years.The government that has now replaced him is fragile, however. Little holds it together except a desire to get Mr. Netanyahu out of office, where he will no longer be immune from punishment, if convicted, over charges of corruption.But Mr. Netanyahu still appears to rule Israel’s largest party, Likud, and given Israel’s riven politics, his fall may only be a sort of sabbatical.Whatever the criticism of his actions and political cynicism, Mr. Netanyahu’s career represents an extraordinary accomplishment for a man who grew up in the shadow of a difficult and demanding father and a hero brother, killed at the age of 30 in command of one of Israel’s most storied military ventures, Operation Entebbe. The 1976 operation rescued hostages held at Entebbe Airport in Uganda.Both brothers served in the military’s elite commando unit, Sayeret Matkal. But Bibi survived to put a more lasting stamp on the young state through his political and economic policies, his toughness toward rivals.     John Brennan: Joe Biden Should Watch “The Present”

    On a recent evening I watched “The Present,” a short film by Farah Nablusi, a Palestinian filmmaker, which was nominated for an Academy Award for live-action short film (the winner in the category was “Two Distant Strangers). Ms. Nablusi’s 25-minute film is a powerful, heartbreaking account of the travails of Yusuf, a Palestinian man, and Yasmine, his young daughter, as they traverse an Israeli military checkpoint in the West Bank twice in a single day.“The Present” establishes its context quickly, opening with images of Palestinian men making their way through a narrow passageway at one of the numerous checkpoints that dot the Israeli-occupied West Bank. Palestinians going to work, visiting family or shopping on the opposite side of a security barrier have to bear this humiliating procedure every day.Yusuf sets out with Yasmine to buy an anniversary gift for his wife. He is held in a chain-link holding pen. The ostensible reason is that the Israeli guards want to search him and his possessions more thoroughly. Yasmine sits nearby, watching and waiting in silence.The scene brought back memories of my first visit to the West Bank in 1975, when I crossed the Jordan River and arrived at an Israeli security post. As a student at the American University in Cairo, I was excited about visiting Jerusalem and spending Christmas Eve in Bethlehem. I joined a relatively short line, which moved at a steady and efficient pace.A few feet away, I could see men, women and children in a much longer line fully enclosed by steel mesh fencing labeled “Palestinians and Arabs.” I saw several subjected to discourtesy and aggressive searches by Israeli soldiers.While I was distressed by what I saw, I knew that Israel had legitimate security concerns in the aftermath of the 1967 and 1973 wars, worries that had been heightened by attacks on Israeli and Jewish targets by Palestinian terrorist organizations.Half a century has passed, and the political and security landscape of the Middle East has profoundly changed.Israel has signed peace treaties with Egypt and Jordan. The Abraham Accords, brokered by the United States last year, have paved the way for four more Arab states — the United Arab Emirates, Bahrain, Sudan and Morocco — to establish diplomatic relations with Israel. Hopefully, more Arab leaders will follow suit as there is no reason and little geostrategic sense in continuing to deny the reality and permanence of the state of Israel. (Unfortunately, the accords did nothing for the Palestinians except to obtain a suspension of Israeli plans to illegally annex the West Bank.)There also has been significant progress in reducing violence carried out by Palestinians inside and outside the occupied territories. The exception is Hamas, which continues to launch rocket attacks into Israel from the Gaza Strip.In the West Bank, Palestinian security and intelligence services have worked closely with their Israeli, Arab and Western counterparts to disrupt extremist networks and prevent attacks. These Palestinian agencies have demonstrated an impressive degree of professionalism over the past two decades.Despite sharply reduced tensions between Israel and the Arab world, the Palestinian people themselves have seen no appreciable progress in their quest to live in their own sovereign state. Political fissures and the ineffective political leadership of the Palestinian Authority have contributed to stymying ambitions for Palestinian nationhood.But that could change. Legislative elections in May and presidential elections in July in the West Bank and Gaza offer Palestinians an opportunity to elect representatives capable of conducting a more effectual political dialogue within the Palestinian homeland and beyond. Palestinian candidates who do not bear the sclerotic reputations of political incumbents, if elected, would help soften the deep-rooted cynicism that many Israeli officials display toward Palestinian negotiators.The major hurdle will be to reverse the trend of diminished interest that the Israeli government has shown in pursuing a two-state solution. Israel’s prime minister, Benjamin Netanyahu, has spearheaded relentless expansion of settlements in the West Bank. That expansion has brought along more concrete walls, security barriers and control points, further reducing the spaces where Palestinians can live, graze their flocks, tend their olive groves and vegetable gardens without being challenged by their occupiers.Unfortunately, during the Trump years, the United States ignored Palestinian interests and aspirations. Mr. Trump moved the American Embassy in Israel to Jerusalem, rejecting the position of all previous U.S. administrations that it would endanger final status negotiations on that contested city. He senselessly severed funding to the Palestinian Authority and ended our contributions to the United Nations for Palestinian refugee assistance.In a welcome change, the Biden administration has authorized the release of $235 million for humanitarian, economic and development programs supporting Palestinians in the West Bank, Gaza and elsewhere in the region.The concluding scene of “The Present” shows Yusuf, tired and hobbled with back pain, increasingly angry and on the verge of violence as he attempts to return home with the anniversary gift. His chilling, emotional outburst made me think of the frustration felt by every Palestinian who has to live with the stifling security measures and political oppression attendant to Israel’s military occupation.It was his little daughter, Yasmine, though, who gave me most pause and concern. She watched her father’s patience, dignity and humanity steadily erode.I can only imagine the imprint such experiences have on the young girls and boys who live in the West Bank and Gaza Strip. They grow up traumatized by injustice, discrimination and violence. They live with the feeling that their existence is controlled by people who don’t care about their welfare, their safety or their future.The Biden administration is dealing with a dizzying array of domestic and international problems but the Palestinian quest for statehood deserves the early engagement of his national security team. The United States needs to tell Israeli leaders to cease provocative settlement construction and the sort of oppressive security practices depicted in “The Present.”A clear signal from President Biden that he expects and is ready to facilitate serious Israeli-Palestinian discussions on a two-state solution would be of great political significance.John Brennan is a former director of the Central Intelligence Agency.The Times is committed to publishing a diversity of letters to the editor.     Tensions With Arab Allies Undermine a Netanyahu Pitch to Israeli Voters

    The Israeli prime minister has presented himself as a global leader, but that image has been tarnished by tensions with Jordan and the United Arab Emirates as Israeli voters head to the polls on Tuesday.JERUSALEM — Prime Minister Benjamin Netanyahu of Israel presents himself as a global leader who is in a different league than his rivals — one who can keep Israel safe and promote its interests on the world stage. But strains in his relations with two important Arab allies, Jordan and the United Arab Emirates, have dented that image in the fraught run-up to Israel’s do-over election.Mr. Netanyahu’s personal ties with King Abdullah II of Jordan have long been frosty, even though their countries have had diplomatic relations for decades, and recently took a turn for the worse. And the Israeli leader’s efforts to capitalize on his new partnership with the United Arab Emirates before the close-fought election on Tuesday have injected a sour note into the budding relationship between the two countries.Senior Emirati officials sent clear signals over the past week that the Persian Gulf country would not be drawn into Mr. Netanyahu’s campaign for re-election, a rebuke that dented his much-vaunted foreign policy credentials.Mr. Netanyahu, Israel’s longest serving prime minister, has always portrayed himself as the only candidate who can protect Israel’s security and ensure its survival in what has mostly been a hostile region. He has touted peaceful relations with moderate Arab states, including Jordan and the Emirates, as crucial to defending Israel’s borders and as a buttress against Iranian ambitions in the region.But the tensions with Jordan and the U.A.E. undermine Mr. Netanyahu’s attempts to present himself as a Middle East peacemaker as part of his bid to remain in power while on trial on corruption charges.The first signs of trouble came after plans for Mr. Netanyahu’s first open visit to the Emirates were canceled. Israel and the United Arab Emirates reached a landmark agreement last August to normalize their relations, the first step in a broader regional process that came to be known as the Abraham Accords and that was a signature foreign policy achievement of the Trump administration.Mr. Netanyahu was supposed to fly to the Emirates’ capital, Abu Dhabi, on March 11 for a whirlwind meeting with Crown Prince Mohammed bin Zayed, the country’s de facto ruler. But the plan went awry amid a separate diplomatic spat with Jordan, one of the first Arab countries to sign a peace treaty with Israel in 1994.The day before the scheduled trip, a rare visit by the Jordanian crown prince to the Aqsa Mosque in Jerusalem — one of Islam’s holiest sites — was scuttled because of a disagreement between Jordan and Israel over security arrangements for the prince.That led Jordan, which borders Israel, to delay granting permission for the departure of a private jet that was waiting there to take Mr. Netanyahu to the Emirates. He said that he had spoken with the “great leader of the U.A.E.” and that the visit would be rescheduled very soon.Mr. Netanyahu told Israel’s Army Radio last week that his visit to Abu Dhabi had been postponed several times over the past few months “due to the lockdowns and other reasons.”But he made things worse by publicly boasting after his call with Prince Mohammed that the Emirates intended to invest “the vast sum of $10 billion” in various projects in Israel.“It became clear to Prince Mohammed that Netanyahu was just using him for electoral purposes,” said Martin S. Indyk, a distinguished fellow at the Council on Foreign Relations who was formerly a special envoy for Israeli-Palestinian negotiations.The Emiratis threw aside their usual discretion and made no secret of their displeasure.“From the UAE’s perspective, the purpose of the Abrahamic Accords is to provide a robust strategic foundation to foster peace and prosperity with the State of Israel and in the wider region,” Anwar Gargash, who served until last month as the Emirates’ minister of state for foreign affairs and who is now an adviser to the country’s president, wrote on Twitter.“The UAE will not be a part in any internal electioneering in Israel, now or ever,” he added.Representatives of Israeli businesses  in a V.I.P. room in the Burj Khalifa, a Dubai landmark, in October. Dan Balilty for The New York TimesSultan Ahmed Al Jaber, the Emirati minister of industry and advanced technology, told The Nation, an Emirati newspaper, last week that the Emiratis were still examining investment prospects but that they would be “commercially driven and not politically associated.” The country is “at a very early stage in studying the laws and policies in Israel,” he said.Mr. Netanyahu’s aborted push to visit the Emirates before the Israeli election on Tuesday also upended a plan for the Arab country to host an Abraham Accords summit meeting in April, according to an individual who had been briefed on the details of the episode.That gathering would have assembled Mr. Netanyahu, leaders of the Emirates and of Bahrain, Morocco and Sudan — the other countries with which Israel signed normalization deals in recent months — and Secretary of State Antony J. Blinken.Mr. Indyk described Mr. Netanyahu’s relationships with Prince Mohammed of the U.A.E. and King Abdullah II of Jordan as “broken” and in need of mending.In the first heady months after the deal between Israel and the Emirates, Israeli tech executives and tourists flooded into Dubai, one of the seven emirates that make up the country, despite pandemic restrictions. Now, analysts said, the honeymoon is over even though there has been no indication the normalization deal is in danger of collapse.The relationship is essentially “on hold,” said Oded Eran, a senior research fellow at the Institute for National Security Studies in Tel Aviv and a former Israeli ambassador to the European Union and Jordan.Beyond Mr. Netanyahu’s electioneering, Mr. Eran said, the Emiratis were upset because as part of the normalization deal, Israel dropped its opposition to the Emiratis’ buying F-35 fighter jets and other advanced weaponry from the United States, but that transaction is now stalled and under review by the Biden administration.In addition, he said, the Emirati leaders were concerned about what might happen after the election in Israel.
