    An ‘Army of 16-Year-Olds’ Takes On the Democrats

    Young progressives are an unpredictable new factor in Massachusetts elections. They’re ardent, and organized, and they don’t take orders.BOSTON — Dana Depelteau, a hotel manager, had just gone public with a long-shot candidacy for mayor in Boston when he noticed that someone in city politics was going after him online.The effect of this attack, he said, was lightning-fast and pervasive. The morning after he announced his candidacy on Twitter, he showed up at his local barbershop and, while staring at himself in the mirror, overheard a customer describing his views as white supremacist.“I’m thinking, ‘Man, politics is dirty,’” recalled Mr. Depelteau. He rushed home to fire back at his critic, a sharp-edged progressive who had dug up some of Mr. Depelteau’s old social media posts and was recirculating them online. But that, he discovered, was a big mistake.“I didn’t know how old she was,” he explained. “I just knew she was a prominent person.”That is how he became aware of Calla Walsh, a leader in the group of activists known here as the Markeyverse. Ms. Walsh, a 16-year-old high school junior, has many of the attributes of Generation Z: She likes to refer to people (like the president) as “bestie.” She occasionally gets called away from political events to babysit her little brother. She is slightly in the doghouse, parent-wise, for getting a C+ in precalculus.She is also representative of an influential new force in Democratic politics, activists who cut their teeth on the presidential campaigns of Senators Bernie Sanders and Elizabeth Warren.The full strength of these activists — many of whom are not old enough to vote — did not become clear until last fall, when they were key to one of the year’s most surprising upsets, helping Senator Edward J. Markey defeat a primary challenge from Representative Joseph P. Kennedy III, who had been heavily favored to win.In conversation, Ms. Walsh tends to downplay her movement, describing them as “Markey teens” and “theater kids” who “formerly ran, like, Taylor Swift or K-pop stan accounts.”Canvassers for Ms. Wu in May. They carried out ambitious digital organizing, using social media to conjure up an in-person work force — “an army of 16-year-olds,” as one political veteran put it, who can “do anything on the internet.”They are viewed apprehensively by many in Massachusetts’ Democratic establishment, who say that they smear their opponents and are never held accountable; that they turn on their allies at the first whiff of a scandal; and that they are attacking Democrats in a coordinated effort to push the whole party to the left, much as the Tea Party did, on the right, to the Republicans.Ms. Walsh, for one, is cheerfully aware of all those critiques.In a podcast this spring, she recalled the day last summer when the Kennedy campaign singled her out in a statement, charging that negative campaigning online had created a vicious, dangerous atmosphere.“I won’t lie, I was terrified,” she said. But then, she said, the fear evaporated.“That’s when I realized I had a stake in this game: They are scared of me, a random teenager on the internet who just happened to be doing some organizing with her friends,” she said. “I think that made us all think, ‘Hey, they’re scared of us. We have power over them.’”The next roundAfter Mr. Markey beat Mr. Kennedy in the primary, Ms. Walsh taped a copy of his victory speech to the wall of her bedroom in Cambridge and turned her attention to down-ballot races.In his speech, Senator Markey had specifically thanked the Markeyverse for helping him beat Representative Kennedy. During a cycle in which campaigning moved almost entirely online, the young activists had done more than rebrand the candidate.They seemed to have affected long-established voting patterns: In Massachusetts, the turnout among registered voters between 18 to 24 had shot up to 20.9 percent in the 2020 primary from 6.7 percent in 2018, and 2.1 percent in 2016, according to Tufts’ Center for Information and Research on Civic Learning and Engagement.The race had left them with a heady sense of power. Tristan Niedzielski, 17, a high school senior from Marlborough, decided to skip Model U.N. this year and instead signed up to work on two campaigns, one for a seat in the state House of Representatives, and one for a regional school committee.He applied digital approaches he had picked up in the Markeyverse, using chat groups, direct messages and texts to convert friend networks into a volunteer work force. Both of his candidates lost, but narrowly, and he said he had learned something bigger: Outside of major cities, Massachusetts Democrats are not running sophisticated grass-roots campaigns.Tristan Niedzielski, 17, at rally in Boston on Saturday. (A few weeks later, allegations of sexual misconduct emerged against Mr. Capobianco, who would not comment for this article. He lost the support of leading Democrats, and won 8 percent of the vote.)Then she went after Mr. Depelteau, 36, a self-described “centrist Democrat,” recirculating social media posts he had made criticizing the Black Lives Matter movement. (Mr. Depelteau, who withdrew from the race in April, said it was not because of Ms. Walsh’s criticisms. He then left Twitter, which he called “toxic.”)She maintains a detailed spreadsheet on the declared candidates for mayor in Boston, monitoring donations from developers, police and energy companies. She runs trainings for young activists, entertaining her Twitter audience with juicy nuggets from campaign finance records, like a state representative who used campaign funds to expense AirPods.Her father, Chris Walsh, the director of Boston University’s college writing program, said her political enthusiasms have drifted over the last few years, from the existential cause of climate change to an exceedingly detailed focus on government and policy.Plus, he said, “Calla is also a 16-year-old. Progressives embraced his candidacy, which focused heavily on his record on climate.Sarah Silbiger/Getty ImagesThe surge of grass-roots activism has come as a jolt in Massachusetts, which, because it is so firmly in the grip of one party, does not have a history of competitive primaries.“The old guard, the consulting class, hasn’t figured out a way of combating it,” said Jordan Meehan, 29, who turned to Ms. Walsh to organize digital outreach for a campaign last year, when he challenged a 34-year incumbent for a State House seat. He lost, but credits Ms. Walsh with devising a creative approach, reaching out individually to his social media followers and recruiting them for events and volunteer shifts.“It really does threaten the whole consultant-industrial complex,” he said.Numerous political strategists in Massachusetts refused to comment for this article. This is in part because, as one of them put it, “I don’t want to be bashing high schoolers on the record,” but equally, perhaps, because they are wary of becoming targets online.The Kennedy-Markey race left a bitter aftertaste for much of the state’s political class, who say the young activists overlooked much of Mr. Markey’s 44-year congressional record and unnecessarily vilified Mr. Kennedy.“Either Kennedy or Markey would have been good for the things they care most about,” said Matt Bennett, the co-founder of Third Way, a moderate Democratic think tank based in Washington, D.C. “The idea that Joe Kennedy wouldn’t have been good on climate change is ridiculous. The notion that he wasn’t pure enough is a thing we have to be careful about.”And he warned against overestimating the power of the Markeyverse, noting that since that primary, many challenges to moderate Democrats have fallen short. Even in Massachusetts, he noted, Joe Biden won the presidential primary, beating out Mr. Sanders and Ms. Warren.“Everyone pays far too much attention to Twitter,” he said. “It’s a fun-house mirror. It’s not real. It’s why so many journalists fell into the Bernie-is-inevitable trap. This is not where Democratic voters are.”One test of the young activists’ clout will come in the upcoming Boston mayoral race, in which many former Markey volunteers have thrown their support behind Michelle Wu, a Warren ally who has proposed major changes to policy on climate, transportation and housing. City elections in Boston have, traditionally, been decided by middle-aged and elderly voters. But the surge of youth activism has thrown all those assumptions into the air.Michelle Wu, a mayoral candidate, gathered with teenage canvassers in Copley Square in Boston earlier this month.Philip Keith for The New York Times“It’s energy from the bottom up, it’s not some Watertown committee chair telling people how to vote,” said the political strategist Doug Rubin, who is advising the campaign of Boston’s acting mayor, Kim Janey. “Previously, all the insiders used to find out who was going to win, and then they would want to be with the winners.”He said he welcomed the change. If it makes consultants nervous, Mr. Rubin added, it’s meant to.“People who say, ‘I can’t control it, I don’t understand it,’ well, that’s the whole point — you can’t control it,” Mr. Rubin said. “If you’re good on the issues they care about, they’re going to be with you. If you’re not, they’re not.”Markeyverse vs. MarkeyThat became clear last week when the Markeyverse went on the offensive.Their target, this time, was Mr. Markey himself, who on Tuesday had put out a carefully worded Twitter thread on the mounting violence in Israel, apportioning some blame on both the Israeli and Palestinian sides.This was a disappointment for many of the young progressives, who had been hoping for a sharp rebuke of Israel, like the ones that came from Mr. Sanders and Ms. Warren, or from Representative Alexandria Ocasio-Cortez.Though Mr. Markey’s voting record on foreign policy was no secret — he voted to authorize the occupation of Iraq in 2002, for example — it had faded into the background in their embrace of his candidacy, which focused heavily on his record on climate. Now, the group chats and Slack channels that comprise the Markeyverse were flooded with emotion, disappointment and betrayal.“It’s horrible to watch, and it’s disappointing,” said Emerson Toomey, 21, one of the authors of Ed’s Reply Guys, a Twitter account that helped establish Mr. Markey as a progressive star.Ms. Toomey, a senior at Northeastern University, was computing, with some bitterness, the “hundreds of thousands of hours” of unpaid labor she and her friends had provided to the senator. It made her question the compact she had assumed existed, that, in exchange for their support, he would accommodate their views on the issues that mattered.“Maybe he just said those things to us to get elected,” she said.Ms. Walsh, for her part, had shifted into full organizational mode, circulating a letter of protest that, she hoped, could induce Senator Markey to revisit his positions on the conflict.“He owes us much of his victory,” she said, “so we do have leverage over him.”Over the days that followed, Mr. Markey’s office was buffeted with calls from young volunteers. Twitter was brutal. John Walsh, who had been Mr. Markey’s campaign manager and is now his chief of staff, said he understood that they were disappointed and sounded regretful. (He is no relation to Calla.)Some of what the young progressives have done can best be described as opposition research, targeting Democrats whom they consider too far right.Philip Keith for The New York Times“I can tell you, Senator Markey loves these people,” he said of the young organizers. “He fought very hard for everything he told them he would fight for.”The Markeyverse, he said, now faced a key moment in their movement, determining whether they were willing to bend to preserve a relationship with an ally.“If compromising is not in your toolbox, that’s a hard thing,” he said. “Finding that balance is something, I think, anybody who stays at this for a long period of time figures out.”Late on Friday evening, Mr. Markey’s office offered a second statement on the Israeli-Palestinian conflict. This time, it called on Israel to seek an immediate cease-fire, and invoked “defenseless Palestinian families who are already living in fear for their lives and the lives of their children.” Mr. Walsh said the statement was a response to Israel’s plans to deploy ground troops.It could have been recorded as a win for the Markeyverse, a sign that the senator had to pay attention to their views. But Ms. Walsh wanted to push further, pointing to a list of four policy demands that volunteers had sent to the senator’s office. The moment had become about proving something different: that the young progressives care more about issues than alliances. She concluded that they had been somewhat naïve last year. “We were politically infatuated with Ed during the campaign, which caused us to have those blind spots,” she said. “Looking back, I think we should not have developed those blind spots.”She said that, in the future, she would probably never support another candidate whose views on the Middle East did not line up with hers. Then she ticked off a laundry list of legislation she would be happy to work on with Senator Markey, like climate change and universal health care.She sounded, for better or for worse, like an experienced political hand.“It was never about him as an individual,” she said. “We will always have this community, whether or not he is the figurehead. We have moved beyond this being about one candidate.” More

    Facebook Ban Hits Trump Where It Hurts: Messaging and Money

    Facebook has increasingly become one of the most vital weapons in a political campaign’s arsenal, and few had tapped into its potential for advertising and fund-raising as aggressively as Mr. Trump’s.The decision by Facebook on Wednesday to keep former President Donald J. Trump off its platform could have significant consequences for his political operation as he tries to remain the leader of the Republican Party, thwarting his ability to amplify his message to tens of millions of followers and hampering his fund-raising ability.Facebook has increasingly become one of the most vital weapons in a political campaign’s arsenal, with its ability to juice small-dollar online-fund-raising numbers into the millions, expand and acquire contact information, help build out data on a campaign’s voter file and provide the most sophisticated advertising platform available.Few campaigns had tapped into Facebook’s potential for advertising and fund-raising as aggressively as Mr. Trump’s. His successful 2016 campaign said its prolific use of Facebook had allowed it to send millions of different, hyper-targeted political ads to small slices of the population.“Facebook was the method,” Brad Parscale, the Trump campaign manager in 2020 and digital director in 2016, told “60 Minutes” in 2017. “It was the highway which his car drove on.”That continued in 2020, as his re-election operation devoted a nine-figure budget to Facebook advertising. And much like he did with his Twitter account, Mr. Trump often turned to Facebook’s advertising platform in times of political crisis.During Mr. Trump’s first impeachment trial in September 2019, his campaign began flooding Facebook with ads criticizing the impeachment as a hoax and subversive effort by far-left Democrats.Though Mr. Trump is out of office and living at his resort in Florida, he retains broad influence over the Republican Party. But his platform for reaching Americans has diminished greatly without access to big social media sites like Facebook and Twitter, which has permanently suspended the former president. Some Trump aides think that the absence of Facebook, which was crucial to his success in 2016, will hinder him if he decides to run again in 2024, which he has told several advisers is his plan.Facebook’s ruling was delivered by an oversight board, which also said the company’s indefinite suspension was “not appropriate’’ and gave Facebook six months to come up with a final decision on whether Mr. Trump would regain access.His Facebook ads proved a useful tool to draw out big crowds to his signature rallies. Days before the president was scheduled to arrive in a given city, Facebook users around the region would begin seeing ads about the rally, with a link to sign up for a free ticket.The decision by Facebook does not immediately hamper Mr. Trump’s fund-raising ability — he still maintains control of a large number of supporter email addresses and phone numbers. But fund-raising lists must be continually refreshed, and Facebook has proved a crucial place for Mr. Trump to do so.“He has the best fund-raising list, but that decays over time if you’re not adding back into it,” said Eric Wilson, a Republican digital strategist. “So because they don’t have the ability to run ads on Facebook, they’re losing out on petitions to grow their email list, surveys, things like that — the tactics that every campaign has to be doing 365 to really maintain their fund-raising.”Throughout 2020, the Trump campaign would run ads asking users to “take this SOCIALISM poll” or “Wish Melania a Happy Birthday,” which would help both with keeping lists current while occasionally expanding or adding new names to their lists, or getting a direct donation from the ad.In recent days, Mr. Trump’s operation has begun to more aggressively solicit supporters for cash via text message — including one reacting to the Facebook decision on Wednesday. On Tuesday, Mr. Trump’s team announced he would begin posting his thoughts on political developments to his own website, trying to brand it as “From the Desk of Donald J. Trump.” But the power of Mr. Trump’s pronouncements on social media had been their ability to ricochet quickly across the web and into the streams of his supporters — something far harder to achieve while being deplatformed.But even without Facebook, some Republican strategists note that Mr. Trump still has one of the largest megaphones in the world, simply because of the public interest in his plans, which might lessen the impact of Facebook’s ban.“I compare it to somebody who has a sprained ankle,” said Tim Cameron, a Republican digital strategist. “It’s kind of hobbling for a little bit, and he’s not going to be at the strength that he would be with the ability to reach people on Facebook and other social platforms, but it’s certainly not something that’s going to stop him.”Even with the Facebook spigot turned off since January, Mr. Trump began the spring with more than $85 million in his various political committees, according to an adviser, after banking tens of millions of dollars that he raised after the election.But perhaps most immediately, the ban against running any political ads hampers one of Mr. Trump’s most current prized roles: Republican primary kingmaker.“He’s really committed to settling scores and making sure his allies get boosted,” Mr. Wilson said. “They won’t have access to Facebook to help the candidates he wants to support in the primaries in 2022.” More

    The Facebook Oversight Board's Verdict on the Trump Ban

    In the end, they passed the buck.A year ago, Facebook introduced an oversight board that it said would help it answer difficult moderation questions — that is, who is allowed to use the social media site to amplify his voice and who is not.Yet when presented with its most consequential issue — whether to uphold the site’s indefinite suspension of Donald Trump — the board on Wednesday said Facebook should make the ultimate decision.The whole farce highlights the fatuousness of having a quasi-court assist a multinational corporation in making business decisions. Its members may be deliberative, earnest and thoughtful, but the oversight board cannot compel Facebook to make underlying policy changes nor set meaningful precedent about moderation. Its remit is only to decide whether specific posts should remain on the site or be removed.Helle Thorning-Schmidt, an oversight board co-chair and former prime minister of Demark, sought to bolster the body’s importance. “Anyone who is concerned about Facebook’s excessive concentration of power should welcome the oversight board clearly telling Facebook that they cannot invent new unwritten rules when it suits them,” she said in a call with media outlets.Michael McConnell, another co-chair and a Stanford Law School professor, said Facebook was “open to the suggestions of the board” in an interview. “The immediate holding of our decision is binding and I do think that they are going to set precedent.” He added, “The analogy to the Supreme Court is not bad.”But Facebook is no public entity and the board’s policy rulings have no legal standing beyond co-opting the language of the legal system. The company, meaning its chief executive, Mark Zuckerberg, will act in its best interests as a business.(Twitter, Mr. Trump’s favored platform, shut down his account two days after the Capitol riot on Jan. 6 and has announced no plans to restore it, nor has the company farmed out the decision to a third party.)Declining to amplify Mr. Trump’s lies on Facebook as the country was reeling from the Capitol attack was a good business decision for Facebook at the time, but restoring his account, with its some 35 million followers, may also eventually be a good business decision.The board, made up of 20 handpicked scholars, lawyers, politicians and other heavyweights, said Donald Trump’s use of Facebook to spur on the Jan. 6 attack on the Capitol was worthy of an account ban, but that Facebook needed to clarify the duration. The board said that Facebook must decide within six months on a lifetime ban or one of a specific duration.The issue could drag on, however. The board said it could very well have to rule again on Mr. Trump’s status after Facebook makes its decision.Beyond the specifics of Mr. Trump’s use of Facebook and Instagram, the oversight board requested the social media company better explain how its rules apply to public figures and more clearly enumerate its strikes and penalties processes, which can appear opaque, particularly when users are suspended or barred with little warning.Facebook allows an exemption for politicians to lie or break other of its rules in what the company says is the interest of newsworthiness. This is the opposite of how it should be: Politicians are more likely to be believed than regular folks, who are held to a higher standard on the site.Mr. Trump repeatedly violated Facebook’s community standards, including by threatening other world leaders and pushing conspiracy theories about his enemies. Nearly a quarter of his roughly 6,000 posts last year featured extremist rhetoric or misinformation about the election, his critics or the coronavirus.And he made it clear on Monday, as the oversight board’s public relations team began publicizing the imminent decision, that his time out of office has not chastened him. Regarding the decisive and fairly run November election, Mr. Trump wrote: “The Fraudulent Presidential Election of 2020 will be, from this day forth, known as THE BIG LIE!”Ms. Thorning-Schmidt chastised Facebook for what she said were arbitrary rule-making procedures. “The oversight board is clearly telling Facebook that they can’t just invent new, unwritten rules when it suits them and for special uses,” she said. “They have to have a transparent way of doing this.”But therein lies the unresolvable contradiction. Facebook’s rules, and its oversight board, are constructs of a private entity whose only real accountability is to its founder and chief executive.The board is good government theater.     Trump Ban From Facebook Upheld by Oversight Board

    A company-appointed panel ruled that the ban was justified at the time but added that the company should reassess its action and make a final decision in six months.SAN FRANCISCO — A Facebook-appointed panel of journalists, activists and lawyers on Wednesday upheld the social network’s ban of former President Donald J. Trump, ending any immediate return by Mr. Trump to mainstream social media and renewing a debate about tech power over online speech.Facebook’s Oversight Board, which acts as a quasi-court over the company’s content decisions, said the social network was right to bar Mr. Trump after he used the site to foment an insurrection in Washington in January. The panel said the ongoing risk of violence “justified” the move.But the board also said that an indefinite suspension was “not appropriate,” and that the company should apply a “defined penalty.” The board gave Facebook six months to make its final decision on Mr. Trump’s account status.“Our sole job is to hold this extremely powerful organization, Facebook, to be held accountable,” Michael McConnell, co-chair of the Oversight Board, said on a call with reporters. The ban on Mr. Trump “did not meet these standards,” he said.The decision adds difficulties to Mr. Trump rejoining mainstream social media, which he had used during his White House years to cajole, set policy, criticize opponents and rile up his tens of millions of followers. Twitter and YouTube had also cut off Mr. Trump in January after the insurrection at the Capitol building, saying the risk of harm and the potential for violence that he created were too great.But while Mr. Trump’s Facebook account remains suspended for now, he may be able to return to the social network once the company reviews its action. Mr. Trump still holds tremendous sway over Republicans, with his false claims of a stolen election continuing to reverberate. On Wednesday, House Republican leaders moved to expel Representative Liz Cheney of Wyoming from her leadership post for criticizing Mr. Trump and his election lies.Representatives for Mr. Trump did not immediately return requests for comment. On Tuesday, he unveiled a new site, “From the desk of Donald J. Trump,” with a Twitter-like feed, to communicate with his supporters.Mr. Trump’s continued Facebook suspension gave Republicans, who have long accused social media companies of suppressing conservative voices, new fuel against the platforms. Mark Zuckerberg, Facebook’s chief executive, has testified in Congress several times in recent years about whether the social network has shown bias against conservative political views. He has denied it.Senator Marsha Blackburn, Republican of Tennessee, said the Facebook board’s decision was “extremely disappointing” and that it was “clear that Mark Zuckerberg views himself as the arbiter of free speech.” And Representative Jim Jordan, Republican of Ohio, said Facebook, which faces antitrust scrutiny, should be broken up.Democrats were also unhappy. Frank Pallone, the chairman of the House energy and commerce committee, tweeted, “Donald Trump has played a big role in helping Facebook spread disinformation, but whether he’s on the platform or not, Facebook and other social media platforms with the same business model will find ways to highlight divisive content to drive advertising revenues.”The decision underlined the power of tech companies in determining who gets to say what online. While Mr. Zuckerberg has said that he does not wish his company to be “the arbiter of truth” in social discourse, Facebook has become increasingly active about the kinds of content it allows. To prevent the spread of misinformation, the company has cracked down on QAnon conspiracy theory groups, election falsehoods and anti-vaccination content in recent months, before culminating in the blocking of Mr. Trump in January.“This case has dramatic implications for the future of speech online because the public and other platforms are looking at how the oversight board will handle what is a difficult controversy that will arise again around the world,” said Nate Persily, a professor at Stanford University’s law school.He added, “President Trump has pushed the envelope about what is permissible speech on these platforms and he has set the outer limits such that if you are unwilling to go after him, you are allowing a large amount of incitement and hate speech and disinformation online that others are going to propagate.”In a statement, Facebook said it was “pleased” that the board recognized that its barring of Mr. Trump in January was justified. The company added that it would consider the ruling and “determine an action that is clear and proportionate.”Mr. Trump’s case is the most prominent that the Facebook Oversight Board, which was conceived in 2018, has handled. The board, which is made up of 20 journalists, activists and former politicians, reviews and adjudicates the company’s most contested content moderation decisions. Mr. Zuckerberg has repeatedly referred to it as the “Facebook Supreme Court.”But while the panel is positioned as independent, it was founded and funded by Facebook and has no legal or enforcement authority. Critics have been skeptical of the board’s autonomy and have said it gives Facebook the ability to punt on difficult decisions.Each of its cases is decided by a five-person panel selected from among the board’s 20 members, one of whom must be from the country in which the case originated. The panel reviews the comments on the case and makes recommendations to the full board, which decides through a majority vote. In one case, the board asked Facebook to restore a post that used Joseph Goebbels, the Nazi propaganda chief, to make a point about the Trump presidency. Facebook had earlier removed the post because it “promoted dangerous individuals,” but complied with the board’s decision.In another case, the board ruled that Facebook had overreached by taking down a French user’s post that erroneously suggested the drug hydroxychloroquine could be used to cure Covid-19. Facebook restored the post but also said it would keep removing the false information following guidance by the Centers for Disease Control and Prevention and the World Health Organization.In Mr. Trump’s case, Facebook also asked the board to make recommendations on how to handle the accounts of political leaders. On Wednesday, the board suggested the company should publicly explain when it was applying special rules to influential figures, though it should impose definite time limits when doing so. The board also said Facebook should more clearly explain its strikes and penalties process, and develop and publish a policy that governs responses to crises or novel situations where its regular processes would not prevent imminent harm.“Facebook has been clearly abused by influential users,” said Helle Thorning-Schmidt, a co-chair of the Oversight Board.Facebook does not have to adopt these recommendations but said it “will carefully review” them.For Mr. Trump, Facebook was long a place to rally his digital base and support other Republicans. More than 32 million people followed him on Facebook, though that was far fewer than the more than 88 million followers he had on Twitter.Over the years, Mr. Trump and Mr. Zuckerberg also shared a testy relationship. Mr. Trump regularly assailed Silicon Valley executives for what he perceived to be their suppression of conservative speech. He also threatened to revoke Section 230, a legal shield that protects companies like Facebook from liability for what users post.Mr. Zuckerberg occasionally criticized some of Mr. Trump’s policies, including the handling of the pandemic and immigration. But as calls from lawmakers, civil rights leaders and even Facebook’s own employees grew to rein in Mr. Trump on social media, Mr. Zuckerberg declined to act. He said speech by political leaders — even if they spread lies — was newsworthy and in the public interest.The two men also appeared cordial during occasional meetings in Washington. Mr. Zuckerberg visited the White House more than once, dining privately with Mr. Trump.The politeness ended on Jan. 6. Hours before his supporters stormed the Capitol, Mr. Trump used Facebook and other social media to try to cast doubt on the results of the presidential election, which he had lost to Joseph R. Biden Jr. Mr. Trump wrote on Facebook, “Our Country has had enough, they won’t take it anymore!”Less than 24 hours later, Mr. Trump was barred from the platform indefinitely. While his Facebook page has remained up, it has been dormant. His last Facebook post, on Jan. 6, read, “I am asking for everyone at the U.S. Capitol to remain peaceful.     A Facebook panel will reveal on Wednesday whether Trump will regain his megaphone.

    Facebook’s Oversight Board, an independent and international panel that was created and funded by the social network, plans to announce on Wednesday whether former President Donald J. Trump will be able to return to the platform that has been a critical megaphone for him and his tens of millions of followers.The decision will be closely watched as a template for how private companies that run social networks handle political speech, including the misinformation spread by political leaders.Mr. Trump was indefinitely locked out of Facebook on Jan. 7 after he used his social media accounts to incite a mob of his supporters to storm the Capitol a day earlier. Mr. Trump had declined to accept his election defeat, saying the election had been stolen from him.At the time that Facebook barred Mr. Trump, the company’s chief executive, Mark Zuckerberg, wrote in a post: “We believe the risks of allowing the president to continue to use our service during this period are simply too great.”Two weeks later, the company referred the case of Mr. Trump to Facebook’s Oversight Board for a final decision on whether the ban should be permanent. Facebook and the board’s members have said the panel’s decisions are binding, but critics are skeptical of the board’s independence. The panel, critics said, is a first-of-its-kind Supreme Court-like entity on online speech, funded by a private company with a poor track record of enforcing its own rules.Facebook’s approach to political speech has been inconsistent. In October 2019, Mr. Zuckerberg declared the company would not fact check political speech and said that even lies by politicians deserved a place on the social network because it was in the public’s interest to hear all ideas by political leaders.     Are we ready for social media influencers shaping politics? | Joshua Citarella

    Gen Z is the most online generation in history. They also have increasingly radical political views that aren’t always reflected in traditional media. It’s no surprise that online influencers – who run highly popular social media channels – are dominating political discourse in Gen Z’s online spaces.Young people’s politics are being shaped by popular YouTubers, livestreamers, podcasters and other influencer personalities, who debate political positions and educate viewers on what political engagement looks like. As audiences grow and watch times increase, the question inevitably arises: will the influencers of the burgeoning alt-media sphere become a new type of political organizer?At first glance, this might seem comically absurd. But in the past year, most universities, institutions and political organizations have transformed into Zoom meetings. Today, the gap between a college education and a Twitch stream has significantly narrowed. If you don’t speak during an online chapter meeting of the Democratic Socialists of America, can you really be sure you’re not listening to a podcast?There have been a number of recent events which further blur these distinctions. In January of 2021, Riley Grace Roshong, a Baltimore-based law student and YouTuber, livestreamed her testimony before the Maryland congress in support of House Bill 231, which would eliminate the “panic defense” laws, a legal strategy that allows defendants who attack or murder LGBTQ people to claim that the gender identity or sexual orientation of their victim caused them to enter into a gay or trans “panic”. Roshong researched and drafted her testimony in collaboration with key contributors from her community of followers during a Twitch stream. Roshong’s testimony was one in a chorus of local activists and organizations including FreeState Justice and the ACLU.Another high-water mark for influencers flexing their political muscle was the Georgia Senate runoff – a key race which would determine the outcome of the 2020 election, in particular whether Democrats would enjoy a majority in both houses of Congress. In December and January, Destiny, a professional gamer turned political commentator on Twitch, led one of the larger door-knocking campaigns of the election. Using his enormous fanbase and platform, the gamer managed to mobilize his followers to knock on an estimated 17,500-20,000 doors in Columbus, Georgia, with approximately 140 volunteers. By comparison, local groups like the Mijente Pac had 200 paid canvassers and the New Georgia Project was seeking 200-300 volunteers.These recent events seem to indicate something larger on the horizon. In each of these instances, influencers took a tiny bit of time out of their usual entertainment programming to make a few political asks before switching back to their regular content (influencers are in the business of making videos, after all). However, as online media encroach further into real-world politics, there is a mounting competitive pressure for content producers to get more politically involved. If you’re going to talk the talk, you’ve got to walk the walk. It’s not enough to sit home and criticize.It’s worth mentioning that the Proud Boys were founded by the Vice co-founder, comedian and former YouTuber Gavin McInnes in 2016. The broadcasters Cenk Uygur, of The Young Turks, and Kyle Kulinski, of Secular Talk, are among the co-founders of Justice Democrats in 2017. Just a few years before, it was difficult to imagine that online personalities could help to shape offline organizations.Most troublingly, the terrain of social media seems to definitively advantage rightwing politics. While conspiracy and disinformation circulates across the whole of the political spectrum, the far right is uniquely able to manifest offline in the form of gangs or stochastic violence. On the extreme end of this trajectory we find Tim Gionet (AKA Baked Alaska) livestreaming and taking selfies from inside the Capitol riot on 6 January 6. The attention economy incentivizes new and dangerous levels of violent spectacle.It’s worth theorizing how these forces could be harnessed for something other than conspicuous political stunts. What we know for sure, is that large online audiences, numbered in the hundreds of thousands, do not translate to the ballot box. In 2016, the civil rights activist and Twitter influencer DeRay Mckesson finished a Baltimore mayoral run with only 2.6% of the vote. In 2019, the rightwing YouTubers Carl Benjamin (AKA Sarkon of Akkad) and Mark Meechan (AKA Count Dankula), both ran for MEP, winning just 3.2% in England’s south-west and 1.9% in Scotland, respectively. In 2020, the Gen Z trucker turned TikTok star Joshua Collins earned less than 1% of the vote in Washington’s 10th district. If election outcomes were purely a product of follower counts then political parties would just recruit Kendall Jenner.The key difference between mainstream celebrities and niche influencers, is the potential for social media to form hyper-specific and hyper-dedicated communities. Viewers feel a strong connection to the content creators they follow and to the communities they participate in. These audiences yield higher than average conversion rates when called upon to take action. Today there are no casual fans – everything is a cult following. In most cases, these political influencer channels are unearthed over the course of months (or years) of exploring. Social media are forming accidental “pipelines” to political education and it’s time to start thinking about what these pipelines lead to.Fandoms are beginning to resemble political affiliations. Crowdfunding approximates membership dues. At their core, organizations are a list of names and addresses. Swap out newsletters for episodic content but the actionable items remain largely the same: voting endorsements and invitations to canvas. On an annual basis, it costs more to support a podcast than to join the DSA.Social atomization and economic precarity are sending increasing numbers of people out on to the web in search of answersClearly, magazines did not replace political parties and social media channels won’t either. But it does create room for something like an Upton Sinclair of the digital age. In an era defined by elite corruption and institutional failure, listener-funded counter-hegemonic narrators are thriving. Young viewers trust alt-media figures like Contrapoints because she doesn’t seem to work for the elites. Critical voices can only be trusted when they aren’t attached to big donors. Bloomberg couldn’t buy a successful meme while Bernie supporters made thousands for free.Social atomization and economic precarity are sending increasing numbers of people out on to the web in search of answers. But in the post-political era, most organizations have withered or dissolved. Perhaps members of generation Z are flocking to online fandoms because of the lack of real-world organizations. Further compounding this, is the repellent quality of activist culture which is largely out of touch with the needs of most people. Meanwhile, online communities are fun and cool. Until organization becomes a normal aspect of everyday life, we should expect for online communities to grow at comparatively faster rates.So what might these new influencer communities be good for? One indication could be novelty fundraising. In November of 2020, Alexandria Ocasio-Cortez and the Twitch streamer Hasan Piker, along with a team of other players, including the Canadian politician Jagmeet Singh, political streamers the Serfs and video game streamers including xQcOw, DisguisedToast and others, raised a combined $200,000 for eviction defense and food pantries while playing the popular online multiplayer game Among Us. But this particular model seems reminiscent of celebrity fundraisers in the cable TV era and could easily be repeated by the political establishment.On the nationalist right, political influencers have taken to forming their own parallel events to compete with establishment parties. Inaugurated in 2020, and now in its second year, Afpac, America First Political Action Conference, is an annual event, intended as an off-site alternative to the Conservative Political Action Conference, a Republican stronghold. Throughout 2019, this same group of young American nationalists coordinated to heckle and undermine public events including those which featured Donald Trump Jr and congressman Dan Crenshaw. Small hyper-dedicated groups are ideally suited for specific and targeted interventions.Influencers are not organizers. But they might be soon. Perhaps they require their own distinct category. Online communities might become a new type of crowdfunded special interest group or thinktank with a built-in spokesperson (like People’s Policy Project, founded by Matt Breunig in 2017). At the least, these overlapping fields are becoming more structurally similar. The key difference seems to be what the community members are asked to do. Soon, content producers might ask for much more.If fierce online competition is driving these channels to become politically active, this can be harnessed as effective advertising and recruitment into organized political life. It’s worth thinking about these emergent pipelines now, so that in 2028, we find ourselves surrounded by a new rank and file rather than sensationalist livestreaming from the barricades. More

    Apple and Parler agreement could restore rightwing platform to App Store

    Apple said it had reached an agreement with Parler, the rightwing social media app, that could lead to its reinstatement in the company’s app store. Apple kicked out Parler in January over ties to the deadly 6 January siege on the US Capitol.In a letter to two Republican lawmakers in Congress, Apple said it has been in “substantial conversations” with Parler over how the company plans to moderate content on its network. Before its removal from the App Store, Parler was a hotbed of hate speech, Nazi imagery, calls for violence (including violence against specific people) and conspiracy theories.Apple declined to comment beyond the letter, which didn’t provide details on how Parler plans to moderate such content. In the letter, Apple said Parler’s proposed changes would lead to approval of the app.Parler did not immediately respond to a message for comment. As of midday Monday, Parler was not yet available in the App Store and Apple did not give a timeline for when it would be reinstated. According to Apple’s letter, Parler proposed changes to its app and how it moderates content. Apple said the updated app incorporating those changes should be available as soon as Parler releases it.Google also banned Parler from its Google Play store in January, but Parler remains available for Android phones through third-party app stores. Apple’s closed app system means apps are only available through Apple’s own App Store. On Monday, Google reiterated its January statement that “Parler is welcome back in the Play store once it submits an app that complies with our policies”.So far, this has not happened.Parler remains banned from Amazon Web Services. Amazon said in January that Parler was unable to moderate a rise in violent content before, during and after the insurrection. Parler asked a federal judge in Seattle to force Amazon to reinstate it on the web. That effort failed, and the companies are still fighting in court.The Republican political donor Rebekah Mercer has confirmed she helped bankroll Parler and has emerged in recent months as the network’s shadow executive after its founder John Matze was ousted as CEO in February.     Facebook, Preparing for Chauvin Verdict, Will Limit Posts That Might Incite Violence

    Facebook on Monday said it planned to limit posts that contain misinformation and hate speech related to the trial of Derek Chauvin, the former Minneapolis police officer charged with the murder of George Floyd, to keep them from spilling over into real-world harm.As closing arguments began in the trial and Minneapolis braced for a verdict, Facebook said it would identify and remove posts on the social network that urged people to bring arms to the city. It also said it would protect members of Mr. Floyd’s family from harassment and take down content that praised, celebrated or mocked his death.“We know this trial has been painful for many people,” Monika Bickert, Facebook’s vice president of content policy, wrote in a blog post. “We want to strike the right balance between allowing people to speak about the trial and what the verdict means, while still doing our part to protect everyone’s safety.”Facebook, which has long positioned itself as a site for free speech, has become increasingly proactive in policing content that might lead to real-world violence. The Silicon Valley company has been under fire for years over the way it has handled sensitive news events. That includes last year’s presidential election, when online misinformation about voter fraud galvanized supporters of former President Donald J. Trump. Believing the election to have been stolen from Mr. Trump, some supporters stormed the Capitol building on Jan. 6.Leading up to the election, Facebook took steps to fight misinformation, foreign interference and voter suppression. The company displayed warnings on more than 150 million posts with election misinformation, removed more than 120,000 posts for violating its voter interference policies and took down 30 networks that posted false messages about the election.But critics said Facebook and other social media platforms did not do enough. After the storming of the Capitol, the social network stopped Mr. Trump from being able to post on the site. The company’s independent oversight board is now debating whether the former president will be allowed back on Facebook and has said it plans to issue its decision “in the coming weeks,” without giving a definite date.The death of Mr. Floyd, who was Black, led to a wave of Black Lives Matter protests across the nation last year. Mr. Chauvin, a former Minneapolis police officer who is white, faces charges of manslaughter, second-degree murder and third-degree murder for Mr. Floyd’s death. The trial began in late March. Mr. Chauvin did not testify.Facebook said on Monday that it had determined that Minneapolis was, at least temporarily, “a high-risk location.” It said it would remove pages, groups, events and Instagram accounts that violated its violence and incitement policy; take down attacks against Mr. Chauvin and Mr. Floyd; and label misinformation and graphic content as sensitive.The company did not have any further comment.“As the trial comes to a close, we will continue doing our part to help people safely connect and share what they are experiencing,” Ms. Bickert said in the blog post.
