    University of California Workers May Strike After UCLA Raid

    The largest employee union in the University of California system said on Thursday that it was preparing to ask some or all of its members to authorize a strike over the treatment of pro-Palestinian protesters at the University of California, Los Angeles.The announcement by United Auto Workers Local 4811, which represents some 48,000 graduate student teaching assistants, researchers and other student workers across the state, came hours after police officers arrested about 200 demonstrators at U.C.L.A. for failing to leave.U.A.W. 4811 intends to file unfair labor practices charges that, in essence, accuse U.C.L.A. of discriminating against pro-Palestinian speech and unilaterally changing policies protecting employees’ free speech without bargaining, said Rafael Jaime, the union’s co-president and a Ph.D. candidate in the university’s English department.The group said the university failed to protect union members who were among the pro-Palestinian student protesters when counterprotesters attacked an encampment that had stood since April 25.Mr. Jaime said he was at the encampment Tuesday night as counterprotesters tore down barricades and shot fireworks at pro-Palestinian demonstrators, and that he was hit by pepper spray. Campus police on site did not intervene, and reinforcements from the Los Angeles Police Department and California Highway Patrol did not arrive for hours. No arrests were made.The lack of response was quickly denounced by local leaders and Gov. Gavin Newsom, as well as by students and faculty members.“The university was nowhere to be seen for hours and hours,” Mr. Jaime said. “They just stood there and allowed our co-workers to be brutalized.”On Wednesday night, dozens of police officers in riot gear arrived to disperse protesters who remained at the pro-Palestinian encampment. Mr. Jaime said officers shot projectiles into the crowd of protesters and forcefully arrested students. He said he did not know how many union members had been arrested.and forcefully arrested students, including union members.Arresting some 200 pro-Palestinian demonstrators while not arresting any counterprotesters who assaulted them, he said, amounted to prioritizing anti-Palestinian speech over pro-Palestinian speech, which violated the rights of university employees to free speech.Mr. Jaime said that the union could call a strike authorization vote as early as next week, but he emphasized that it was too early to say whether a strike would include union members across the University of California system or just at U.C.L.A.Officials at the University of California Office of the President said in a statement that the union could not legally engage in a work stoppage and expressed frustration that the union would “exploit” the situation.The statement said that “the University of California is deeply alarmed, concerned and disappointed that our UAW-represented academic employees would choose this moment of crisis to take a vote to engage in an unlawful work stoppage.” Officials added that the university “values these employees and asks them to join it in supporting our communities at this time.”The union’s members do much of the day-to-day work across the vast University of California system, which serves nearly 300,000 students, has some of the nation’s top researchers and is often referred to as the “crown jewel” of the state. The academic workers grade papers, lead discussion sessions and conduct research.But the university employees often struggle with the cost of living in some of the nation’s most expensive housing markets. In 2022, the union’s members — then split into two locals — walked off the job for six weeks in one of the largest strikes by university-based workers in national history. But on Thursday, he had to cross it off that list without stepping foot on France’s famed Iron Lady.A labor strike, now in its fourth day, was keeping the tower closed.“We are traveling to London next, so this was our last chance,” Mr. Aranda said in the drizzling rain as he looked up at the wrought-iron monument. “That was the idea, at least.”Mr. Aranda, who is studying electronic engineering in Spain, said he would get over the disappointment — adding, as striking workers banged drums nearby, that “they are just fighting for their rights.”But in Paris, just months before the city is to host the Summer Olympics and Paralympics, there are worries that the fight could turn into a protracted and highly visible labor dispute at one of the French capital’s most visited monuments. The site is so symbolic, in fact, that medals created for the Games will be encrusted with iron from the tower itself.“It’s the image of France,” Olivia Grégoire, France’s minister in charge of tourism, told Sud Radio, adding that she understood the concerns of the Eiffel Tower workers.The main allegation by unions representing the strikers is that financial mismanagement at the Société d’Exploitation de la Tour Eiffel, which operates the monument, is jeopardizing essential renovation work. Its rapidly aging population underscores the acute need for more doctors, according to the government, especially in rural parts of the country and in areas like emergency medicine.The protesters, who are doctors in training and crucial for keeping hospitals running, say the shortage of doctors is not industrywide but confined to particular specialties, like emergency care. But in recent years, the paper has been hollowed out by ownership changes and staffing cuts as it struggled against ever-declining circulation and dwindling revenue.In 2021, its parent company, Tribune Publishing, was purchased by Alden Global Capital, an investment firm that has bought up hundreds of newspapers across the country, acquiring a reputation along the way for making deep cuts to newsrooms.About a third of union members have left The Daily News since spring 2022, with membership now at 54 people, according to the union.“In reality, we’re being crushed for cash,” Michael Gartland, a Daily News reporter and union steward, said in a statement. “As a result, staff is diminished, which means our ability to cover the city is diminished.”A spokeswoman for Alden Global Capital did not immediately respond to a request for comment.The last work stoppage at The Daily News was a five-month strike in 1990 and 1991.On Thursday, Daily News journalists plan to picket outside a co-working space that now serves at their temporary office.     German Rail Workers Strike Over Pay and Hours

    The walkout, one of the most significant to hit the country’s train service in years, is expected to affect long-distance and commuter travel nationwide.Passenger train drivers in Germany walked off the job on Wednesday and vowed not to return for six days in a strike over working conditions and pay that is expected to halt most long-distance and commuter rail travel across the country.The strike, one of the most significant on the national rail service in years, was announced on Monday by Claus Weselsky, the chairman of the G.D.L., a union that represents German train drivers. Mr. Weselsky, in a terse news conference, said that negotiations with rail bosses had broken down and accused the chief negotiator of the national rail company, Deutsche Bahn, of “trickery and deception,” especially with regard to the latest offer.The rail strike, the fourth in two months, comes amid a risk of reduced funding for the rail system after a court decision that stopped the government from repurposing money from a coronavirus pandemic fund for green projects. It also comes amid a trend of worsening performance of German trains. More broadly, there is general dissatisfaction with the administration of Chancellor Olaf Scholz, which is plagued by infighting and seen by some as being removed from the problems facing regular Germans.This time, the walkout is scheduled to run through the weekend and will therefore affect more leisure travelers than the recent previous strikes, which have taken place during the week and lasted no longer than three days. Drivers of cargo trains started the strike on Tuesday evening.About 7.3 million people ride trains in Germany operated by Deutsche Bahn every day, and the number is growing as more travelers switch to rail amid concerns about climate change. Deutsche Bahn trains also move roughly 600,000 tonnes of freight each day, according to federal data.Deutsche Bahn tried to obtain an emergency injunction before a three-day walkout this month, but a court in Frankfurt found that the union had the right to strike.     Union Victories May Lift Biden, as U.A.W. Targets Tesla and Others

    President Biden’s support for autoworkers helped them make big wage gains, and labor organizers are looking to bring about similar gains elsewhere as carmakers transition to electric vehicles.The United Automobile Workers’ big wins with Detroit’s Big Three automakers could also prove to be a significant political victory for President Biden, who openly sided with striking workers to pressure the companies, General Motors, Ford and Stellantis, to produce generous concessions.But the U.A.W.’s turn now toward nonunionized automakers like Tesla, Hyundai, BMW and Mercedes will test whether Mr. Biden’s support, as well as measures that he signed into law, will produce the expansion of organized labor that he has long promised.For unionized autoworkers, many of them in the swing state of Michigan, the tentative contracts, which are awaiting rank-and-file ratification, would bring substantial wage gains, “another piece of good economic news,” Mr. Biden said on Monday. The tentative contracts would lift the top U.A.W. wage to more than $40 per hour over four and a half years, from $32 an hour. Stellantis, maker of Chryslers, Jeeps and Ram trucks, agreed to reopen its assembly plant in Belvidere, Ill., near the border of Wisconsin, another crucial swing state.“The impact of Biden’s public support can’t be overstated,” said Steve Smith, a spokesman for the umbrella A.F.L.-C.I.O., which includes the autoworkers’ union. “There’s a lot of upside here for Biden. The contracts set a new standard for the industry that clearly show the benefit of collective bargaining.”Beyond that, G.M. agreed to bring its electric vehicle battery joint venture, Ultium, under the national contract, a boon for Ultium workers but also a pressure point for unions as they seek to organize battery plants sprouting up around the country. Such plants are using generous subsidies from Mr. Biden’s signature legislative achievements — especially the climate change provisions of the Inflation Reduction Act — as the administration pushes to speed the country’s transition to electric vehicles.“This historic contract is a testament to the power of unions and collective bargaining to build strong middle-class jobs while helping our most iconic American companies thrive,” Mr. Biden said Monday evening.Jason Walsh, the executive director of the BlueGreen Alliance, which has brought together labor and environmental groups to marshal support for the clean energy transition, said the contracts, if ratified by U.A.W. workers, would be a watershed moment for the economy — and possibly the planet.“The legislative intent behind the industrial policy in the Inflation Reduction Act was an implicit deal: We as a nation are going to invest in the sectors of the economy that are important to the country and the planet in the long run, but in return we want the companies that receive those benefits to maximize returns to workers, communities and the environment,” Mr. Walsh said. To that end, the contract settlement is “huge,” he added. “It highlights the lie peddled by Donald Trump and at times the Big Three that the E.V. transition means lower-quality jobs in a nonunion work force.”The U.A.W. actions took on strikingly political meaning. In May, the autoworkers’ union opted to withhold an endorsement of Mr. Biden’s re-election, openly expressing “our concerns with the electric vehicle transition” that the president was pushing through legislation and regulation.Last month, Mr. Biden became the first sitting U.S. president to join a picket line. Senator Tim Scott of South Carolina, a candidate for the Republican presidential nomination, castigated striking workers, saying “they want more money working fewer hours. They want more benefits working fewer days.”Mr. Trump, the front-runner for the Republican presidential nomination, visited a nonunion parts plant in Michigan to rail against electric vehicles and to demand that Shawn Fain, the new and aggressive U.A.W. president, endorse him for another term in the White House.Mr. Fain said he would never do that, and supporters of the president pointed to provisions in federal laws championed by Mr. Biden that may have helped secure the deals. Subsidies for electric vehicle production will go only to domestic manufacturing plants, meaning Detroit management could not credibly threaten to move new auto plants overseas in search of cheaper labor.But union officials did not say on Monday what their intentions were for a presidential endorsement. Mr. Fain did make clear over the weekend that he was not resting on his laurels with the gains achieved with its escalating wave of strikes against the Big Three. The union plans to target Tesla, the nonunion automaker that dominates the domestic electric vehicle market, as well as foreign automakers with factories in the Southeast, where unions have struggled to gain a foothold. Some of the biggest new plants are under construction in Georgia, a critical swing state for 2024, including a Hyundai electric vehicle plant that will be the state’s biggest economic development project ever.Organizers will be able to lean on provisions of the three big laws that Mr. Biden signed — a $1 trillion infrastructure bill, a $280 billion measure to rekindle a domestic semiconductor industry and the Inflation Reduction Act, which included $370 billion for clean energy to combat climate change — to push their case.Tucked into all of those laws were measures to give unions the power to effectively tell employers that accept rich federal tax incentives this: You must pay union-scale wages and use union apprenticeship and training programs, so you might as well hire union workers.How electric vehicle and battery makers respond to the U.A.W.’s next push will go a long way toward determining whether Mr. Biden can make good on his promise that his effort to curtail climate change and wean the nation off fossil fuels will indeed produce “good union jobs.” More
