    Repeat Election in Berlin Speaks to the ‘Chaos’ Many Residents Feel

    The do-over vote on Sunday is only the tip of the iceberg for a city some see as in crisis: short on housing, schools and efficient governance.BERLIN — The city’s airport came in more than $4 billion over budget and nine years late. Then there is the chronic housing shortage, the overcrowded schools and the crumbling subway system. If all of that is not enough to dispel any notion that Berlin is a model of efficiency, then maybe this Sunday’s court-ordered repeat election is.The vote is meant to make right the many things that went wrong in September 2021, when city and district governments were up for election but there were too few ballots and polling booths, leading to long lines at polling stations, amid the confusion of roads closed because of the Berlin Marathon.That election was annulled last year, and a panel of judges ordered a new vote, a first in modern German history. (Federal elections, also held that day, will not be done over on Sunday.) When the ballots are cast this time, there will be outside observers from the European Council, the top human rights panel on the continent — the sort of monitoring more typically done in places where there is fear of vote tampering or intimidation.“Berlin is unfortunately turning into a ‘chaos city’ — starting with politics,” Markus Söder, the belligerent governor of Bavaria, who appears to relish attacking the politics of the German capital, said recently.The disputed 2021 election was a win for the Social Democrats, the party of Chancellor Olaf Scholz, which has been running Berlin’s government for 22 years. Schools are understaffed, and parts of the public transportation system are offline for extensive repairs. Construction sites can snarl busy streets for months, if not longer. Major building permits can take years to process. And city services can be glacially slow, with some Berliners complaining that it can take months to get appointments for something as simple as registering a new address.“What I hate is the chaos, especially when it comes to the bureaucracy,” said Silvia Scheerer, 64, dressed in an elegant black fur-trimmed winter coat and waiting patiently for the subway, at a spot where since October trains have been running on a reduced schedule.Labor Organizing and Union DrivesApple: After a yearlong investigation, the National Labor Relations Board determined that the tech giant’s strictly enforced culture of secrecy interferes with employees’ right to organize.N.Y.C. At the top level, the city is run by a mayor and senators who are elected by a city Parliament, similar to a state house in other German states. Below that are 12 district councils, each headed by a district mayor.“‘I am not in charge of that, I am not responsible for this’ and always pointing to somewhere else — that’s a classic in Berlin,” said Lorenz Maroldt, the editor in chief of the Berlin daily newspaper Tagesspiegel and a longtime chronicler of city politics and their dysfunction.This complex approach to governing makes building a single bike path that crosses several districts a nightmare, says Stefanie Remlinger, the district mayor of Mitte, in Central Berlin, which has nearly 388,000 citizens and 2,000 district staff members to handle their needs.A factor in both the housing and school crises: Berlin has absorbed thousands of new residents and refugees in recent years. This past week, both educators and other public-sector workers walked off their jobs over several days, meaning garbage piled up, medical procedures were rescheduled and students were not taught.Jochen Christiansen, 59, a sanitation worker, moved to West Berlin in the 1980s to avoid military service, as men living in the city were exempt from West Germany’s draft.     What Does the New Congress Mean for Family Policy?

    Now that the dust has (nearly) settled on the 2022 midterm elections and Republicans are preparing to take control of the House while Democrats will hold onto the Senate, I wanted to check in with some family policy advocates to see what a split Congress might mean for investments in caregiving.To recap: The initial formulation of the Biden administration’s Build Back Better plan offered the prospect of “the most transformative investment in children and caregiving in generations,” including large investments in child care, elder care and expanded child tax credits. Permanently funded federal paid family leave was also on the table.None of that happened in the current Congress, with Democrats narrowly holding both houses, despite the fact that child care and leave are extremely popular. According to a new national online survey of over 1,000 voters from the First Five Years Fund: “65 percent of voters say they are disappointed (45 percent) or even angry (20 percent) that Congress failed to act” on child care this year. “Suburban women are even more dismayed — 71 percent describe themselves as angry or disappointed.”Further, 81 percent of respondents say that their member of Congress should work with the Biden administration to expand affordable child care options; 65 percent of Republicans agree. According to a Morning Consult-Politico poll from about a year ago, paid family and medical leave is even more popular; only 5 percent of registered voters said it should not be available.When I asked some of my readers in the sandwich generation about what would make their lives easier, many of them echoed the sentiments of Liza Clay Yu, who has two kids under 4 and is also caring for several older family members: “I think the most helpful thing we could hope for would be affordable, reliable, high-quality child care.”So do we have any hope that these very necessary care infrastructure policies will move forward now?Let’s remember that we still have a brief period before the 118th Congress takes over in January. Sarah Rittling, the executive director of the First Five Years Fund, said “a lot gets done potentially at the last minute,” and while she doesn’t expect any child care plans as generous as those in the original B.B.B. framework, something could be squeezed in before the end of 2022.There’s also the Pregnant Workers Fairness Act (P.W.F.A.), which would require employers to make reasonable accommodations for pregnant and postpartum and nursing workers, which already passed the House with bipartisan support. Reasonable accommodations could include a designated space for pumping breast milk, a chair to sit in for a supermarket cashier or temporary relief from certain workplace duties if they are dangerous, said Dina Bakst, the co-founder and co-president of the advocacy group A Better Balance.The bill’s proponents believe it could pass the Senate, it just needs to be put to a vote. “Leader Schumer should bring P.W.F.A. up immediately,” Bakst said. “Working women have been the backbone of our economy, and we need our leaders to stand up and give pregnant and postpartum workers the respect they deserve.” Bakst is not optimistic that P.W.F.A. would pass the House again under its new Republican leadership. “We’re literally at the end,” she said.Bakst is probably right. Christine Matthews, a pollster who’s worked with Republican clients in the past, pointed me to the Congressional Republican Study Committee Family Policy Agenda, and said “that is broadcasting what they are focused on in terms of family and children policies.” She was not surprised to see that the document listed, as its No. 1 agenda item, the statement: “We support the protection of children from far-left ideologies inside and outside the classroom.”There is child care legislation on that agenda, but it mostly concerns deregulating the industry so that it might become less expensive rather than using federal money to raise pay for care workers. That doesn’t appear to fix one of the most critical child care problems we currently have, which stems from a worker shortage owing to low pay in the industry.Similarly, the current Republican Study Committee agenda doesn’t propose a traditional paid family leave plan like those in many of our peer nations. Rather, it offers suggestions about how workers could transfer overtime pay into more paid days off and allowing states to extend Medicaid coverage for postpartum women to last more than 60 days.Even though things don’t look particularly rosy for family policy at the federal level, there are small wins happening at the state level. Vicki Shabo, a senior fellow for paid leave policy and strategy at New America, a left-leaning think tank, said, of paid family leave, “on balance, I’m excited about the possibility of state progress in places like Maine, where there’s a legislative effort and a potential ballot for 2023.” She also mentioned movement toward paid leave happening in Illinois, Michigan, Minnesota and New Mexico.Jocelyn Frye, the president of the National Partnership for Women and Families, who calls herself an “eternal optimist” about policy at the federal level, said she believes the conversation has moved forward in recent years. “The path is complicated, but the urgency is real” and “the support for the policies is real.” Going forward, she added, “the conversation will be less about whether there’s a value in paid leave, and increasingly a conversation about what paid leave should look like.”After a few of these conversations, I had a measure of guarded optimism about the prospects for some of these policies. I think the pandemic changed the national calculus around the issue of care. I believe more people of all political stripes are beginning to realize that many Americans need robust governmental support to continue working while raising our families.Shabo co-wrote a report for New America that found rural Americans — who do not tend to vote for Democrats — are in particular need of paid leave, because they tend to live much farther from care options. “Without access to paid sick time and paid leave for serious family and medical needs, workers are often forced to manage taking care of themselves or loved ones without pay while struggling to make ends meet, potentially jeopardizing their health, job or economic security,” the report notes. Matthews said that in focus groups she conducted among Americans from rural areas, “men were just as interested in paid family leave as the women, because they had much more rigid jobs,” and they could get fired for taking time off to care for a sick relative or wife who was having health issues postpartum.These aren’t women’s issues. They aren’t urban issues and they aren’t mom issues. They are everybody issues. The incoming Congress should remember that.Want More?In October, The Times’s Dana Goldstein reported, “Why You Can’t Find Child Care: 100,000 Workers Are Missing.” The question: “Where did they go?” The answer: “To better-paying jobs stocking shelves, cleaning offices or doing anything that pays more than $15 an hour.” In the clichéd parlance of the internet: The math is not mathing.Another congressional battle is shaping up over expanded child tax credits, which lapsed at the end of 2021, reports The Times’s Jason DeParle: “Some Democrats hope to revive payments to small groups of parents as part of a year-end tax deal, and despite Republicans taking control of the House in January, restoring the full program remains a long-term Democratic goal.”Some anti-abortion advocates are now arguing for more generous family policies. “Fighting state-level battles at the ballot box requires a greater willingness to find compromise and credible commitment to supporting women and children, rather than the legal strategy that, by necessity, took center stage from 1973 until this year,” wrote Patrick T. Brown in America magazine. He made a similar argument in a guest essay for Opinion in May.American rail workers may go on strike over the issue of paid sick leave. According to reporting in October by The Times’s Peter S. Goodman:“More than anything, workers expressed outrage over their lack of paid sick leave. Most spoke on the condition that they not be named, citing the risk of being disciplined or fired.”“‘You had guys that just didn’t want to share that they had Covid because they couldn’t afford to take off,’ said a former member of a traveling maintenance gang for a major railroad based in Alabama. ‘I believe it added to the spread on the road.’”Tiny VictoriesParenting can be a grind.     French Refineries Strike May Presage a Winter of Discontent for Europe

    Bitten by inflation, workers are demanding a greater share of the surging profits of energy giants. It’s the kind of unrest leaders fear as they struggle to keep a united front against Russia.LE HAVRE, France — The northern port city of Le Havre is less than 25 miles away from two major oil refineries. But on Friday, the pumps at many gas stations were wrapped in red and white tape, the electric price signs flashing all nines. Little gasoline was to be had.Across France, a third of stations are fully or partly dry, victims of a fast-widening strike that has spread to most of the country’s major refineries, as well as some nuclear plants and railways, offering a preview of a winter of discontent as inflation and energy shortages threaten to undercut Europe’s stability and its united front against Russia for its war in Ukraine.At the very least the strike — pitting refinery workers seeking a greater share of the surging profits against the oil giants TotalEnergies and Exxon Mobil — has already emerged as the first major social crisis of Emmanuel Macron’s second term as president, as calls grow for a general strike next Tuesday.“It’s going to become a general strike. You will see,” said Julien Lemmonier, 77, a retired factory worker stepping out of the supermarket in Le Havre on a gray and rainy morning. Nerves quickly frayed, and reports of fistfights between enraged drivers buzzed on the news.In Le Havre, as in the rest of the country, residents revealed mixed feelings about the strikes. Some expressed solidarity with the workers, while others complained about how a small group was holding the entire country hostage. On both sides of the divide, however, many feared the strike would spread.The State of the WarA Large-Scale Strike: President Vladimir V. Putin of Russia unleashed a series of missile strikes that hit at least 10 cities across Ukraine, including Kyiv, in a broad aerial assault against civilians and critical infrastructure that drew international condemnation and calls for de-escalation.Crimean Bridge Explosion: Mr. Putin said that the strikes were retaliation for a blast that hit a key Russian bridge over the weekend. The bridge, which links the Crimean Peninsula to Russia, is a primary supply route for Russian troops fighting in the south of Ukraine.Pressure on Putin: With his strikes on civilian targets in Ukraine, Mr. Putin appears to be responding to his critics at home, momentarily quieting the clamors of hard-liners furious with the Russian military’s humiliating setbacks on the battlefield.Arming Ukraine: The Russian strikes brought new pledges from the West to send in more arms to Ukraine, especially sophisticated air-defense systems. But Kyiv also needs the Russian-style weapons that its military is trained to use, and the global supply of them is running low.“It’s going to bring France to a standstill and I assure you it doesn’t need that,” said Fatma Zekri, 54, an out-of-work accountant.On Thursday, workers echoed the call for a general strike next Tuesday originally issued by the CGT and later supported by three other large unions. And a long-planned protest by left-wing parties over the rising cost of living scheduled for Sunday threatens to become even larger.For Mr. Macron, the strike holds obvious perils, with echoes of the social unrest of the Yellow Vest movement — a widespread series of protests that started as a revolt against higher taxes on fuel. The movement may have dissipated, but its anger has not.In Le Havre, residents revealed mixed feelings about the strikes. Some expressed solidarity with the workers, while others complained about how a small group was holding the entire country hostage.Andrea Mantovani for The New York TimesThe protests paralyzed France for months in 2018 and 2019, led by lower-middle class workers who took to the streets and roundabouts, raging against a climate change tax on gas that they felt was an insulting symbol of how little the government cared about them and their sliding quality of life.The current strikes illustrated a longstanding question that continues to torment many in the country, said Bruno Cautrès, a political analyst at the Center for Political Research at Sciences Po University — “Why do I live in a country that is rich and I am struggling?”Speaking of the president, Mr. Cautrès said, “He has not managed to answer this simple question.”After winning his re-election last April, Mr. Macron promised he would shed his reputation as a top-down ruler and govern the country in a more collaborative way.“The main risk is that he will not succeed in convincing people that the second term is dedicated to dialogue, to easing tensions,” Mr. Cautrès said.But even as he faced criticism that his government had allowed the crisis to get to this point, Mr. Macron sounded defiant on Wednesday night, saying in an interview with the French television channel France 2 that it was “not up to the president of the republic to negotiate with businesses.”The Total refinery, shuttered during a strike by workers.Andrea Mantovani for The New York TimesHis government has already forced some workers back to a refinery near Le Havre and a depot near Dunkirk.“I can’t believe that for one second, our ability to heat our homes, light our homes and go to the gas pump would be put at risk by French people who say, ‘No, to protect my interests, I will compromise those of the nation,’” he said.Still, Mr. Macron is treading a very fine line. The issue of “super profits” has become a charged one in Parliament, with opposition lawmakers from both the left and right demanding companies reaping windfalls be taxed, to benefit the greater population.Over the first half of the year, TotalEnergies made $10 billion in profit and Exxon Mobil raked in $18 billion. Western oil and gas companies have generated record profits thanks to booming energy prices, which have risen because of the war in Ukraine and allowed Russia to rake in billions in revenues even as it cuts oil and gas supplies to Europe. A recent OPEC Plus deal involving Saudi Arabia and Russia to cut production is likely to further raise prices.Earlier this week, Exxon Mobil announced that it had come to an agreement with two of four unions working at its sites, “out of a desire to urgently and responsibly to put an end to the strikes.” But the wage increase was one percentage point less than CGT had demanded, and half the bonus.In its own news release, TotalEnergies said the company continued to aim for “fair compensation for the employees” and to ensure they benefited “from the exceptional results generated” by the company.On Friday, two unions at TotalEnergies announced they had reached a deal for a 7 percent wage increase and a bonus. But CGT, which has demanded a 10 percent hike, walked out of the negotiation and said it would continue the strike.To date, Mr. Macron has been loath to tax the oil giants’ windfall profits, worrying it would tarnish the country’s investment appeal, and preferring instead that companies make what he termed a “contribution.”However, last week the government introduced an amendment to its finance bill, in keeping with new European Union measures, applying a temporary tax on oil, gas and coal producers that make 20 percent more in profit on their French operations than they did during recent years.On Thursday, France’s Finance Minister Bruno Le Maire also called on TotalEnergies to raise wages for salaried workers. Inflation in France, though lower than in the rest of Europe, has surpassed 6 percent, jacking the prices of some basic supplies like frozen meat, pasta and tissues.“This era must end — the era of hogging for some, and rationing for others,” François Ruffin told the protesters on Thursday.     Sean O'Brien, a Hoffa Critic, Claims Victory in Teamster Vote

    The head of a Boston local who urged a more assertive stand toward employers like the United Parcel Service — and an aggressive drive to organize workers at Amazon — declared victory Thursday in his bid to lead the International Brotherhood of Teamsters.If the result is confirmed, the victory by Sean O’Brien, an international vice president of the Teamsters, would put a new imprint on the nearly 1.4 million-member union after more than two decades of leadership by James P. Hoffa, who did not seek another five-year term.The outcome appears to reflect frustration over the union’s most recent contract with UPS and a growing dissatisfaction with the tenure of Mr. Hoffa, whose father ran the union from 1957 to 1971.With about 90 percent of the ballots tallied, Mr. O’Brien had more than two-thirds of the vote in his race against Steve Vairma, a fellow international vice president who had been endorsed by Mr. Hoffa.
