    Herschel Walker Tests the Importance of ‘Candidate Quality’

    Mehmet Oz could prevail over John Fetterman in Pennsylvania’s Senate election and, well, I’m not sure what that would mean. The carnival (and crudités) of that contest precludes tidy lessons. And it’s impossible to know what voters will or won’t make of Fetterman’s stroke earlier this year.Ron Johnson could defeat Mandela Barnes in Wisconsin, and the deciding factors could be Johnson’s seasoning (two terms in the Senate) and age (67) relative to the 35-year-old Barnes’s youth. Race could come into it — Barnes would be Wisconsin’s first Black senator.But if, in Georgia, Herschel Walker beats Raphael Warnock? That’s different. Purer.It would probably mean that the 2022 climate was as hostile to Democratic candidates as Democrats initially feared it would be. And it would almost certainly say that party loyalty and ideological tribalism have rendered experience, character and competence all but obsolete — because Walker is about as ridiculous a Senate candidate as I can recall (and I recall both Christine O’Donnell and Todd Akin). Apart from the promise that Walker would vote with fellow Republicans, he brings little to the table.Race doesn’t come into this race: Both Walker and Warnock are Black. And Georgia has seemingly turned from light red to purple, or very purplish, at least to go by Joe Biden’s slim victory there in 2020 and its election in 2021 of two Democratic senators, Warnock and Jon Ossoff.Yes, Walker’s celebrity from his football days is of a kind and magnitude that Warnock can’t strictly match. But Warnock’s incumbency bridges any name-recognition gap.The unbridgeable divide is between the two candidates’ credibility and coherence.To read a deeply reported profile of Warnock by Shaila Dewan and Mike Baker that The Times published in January 2021 is to encounter a man with some minor messiness in his past, and with a history of blunt talk about racism in America that could be a political liability with some voters. But what comes across much more strongly is Warnock’s thoughtfulness and seriousness of purpose as he rose to the role of senior pastor at Ebenezer Baptist Church in Atlanta, where the Rev. Dr. Martin Luther King Jr. worshiped and preached.Thoughtfulness isn’t one of Walker’s hallmarks. During an appearance on Fox News after the massacre of schoolchildren in Uvalde, Texas, he was asked where he stood on suggested policies to prevent such bloodshed. His response: “Cain killed Abel and that’s a problem that we have. What we need to do is look into how we can stop those things. You know, you talked about doing a disinformation — what about getting a department that can look at young men that’s looking at women that’s looking at their social media. What about doing that? Looking into things like that, and we can stop that that way.”On the campaign trail, Walker took issue with the Green New Deal by saying: “Since we don’t control the air, our good air decided to float over to China’s bad air, so when China gets our good air, their bad air got to move. So it moves over to our good air space. Then, now, we got to clean that back up.”Eloquence can at times be overrated, less a reflection of intelligence than a separate skill and smoothness. But its polar opposite, embodied by Walker, is often a clue to the speaker’s cluelessness. Walker supplements his cluelessness with dishonesty. He has lied about having a background in law enforcement. He has lied about having a college degree. He began his campaign as the father of just one child whom voters and journalists knew about. Another three children came to light later.When Mitch McConnell said in August that “candidate quality” could affect whether Republicans win control of the Senate, he was probably thinking of Oz. He was definitely thinking of Walker. If Walker ekes out a victory in Georgia in November, it will suggest how very little candidate quality matters anymore. And it will have implications far beyond the Peach State.Ivanka in My Inbox“My husband signed his new book,” Ivanka Trump recently wrote to me in an email.He did? All on his own? How proud she must be! How good of her to advertise the feat.“Advertise” being the operative word. The book, “Breaking History,” in which Jared Kushner recounts his immeasurable importance to the Trump administration and its incalculable benefit to the country, was published last month. Ever since, I’ve been deluged with digital missives from him, from her, about the book, the book, the book.“Friend,” Ivanka confided in an email on Monday, “my husband signed only a few copies.” She added that he and she would “love for you to have one.”“We can’t wait to hear what you think!” she added.Well, friend, the wait is over.I think that even by the standards of automatically generated, indiscriminately distributed emails, these are obnoxious — in their oppressive frequency, faux exuberance and utter disingenuousness.I think that implying that you’re giving away something when you’re about to disclose that you want a minimum of $75 — but $100 is even better, and there’s a button you can click to give $250 if you’re feeling posh! — perfectly captures the general crassness of political fund-raising and the specific crassness of Trump World.I think that I’m no more likely to click on $250 than I am to spend the roughly $21 that the book actually costs on Amazon because, while I read much that I find distasteful in the interest of staying current, there is no unplumbed wonder to Donald Trump, Ivanka Trump or Jared Kushner, no chance that we’re about to get an honest accounting from any one of them, no mystery about Ivanka and Jared’s motives here.They want to be feted and they want to be funded. Many of you justly wrote in to note that when Clapton played with Cream, there were many extended solos by the band’s renowned drummer, Ginger Baker. I offer this paragraph as my percussion penance.And now I turn to the death of Queen Elizabeth II — or, rather, to a mere sprinkle of the hundreds of thousands of excellent words written about it. In The Times, Hari Kunzru mulled the queen’s surrender to her peculiar station: “She seemed to accept that her role was to be shown things, so very many things.” (Thanks to Scott Kolber of Brooklyn, N.Y., for nominating that.) And Tina Brown described the queen’s cultured and deliberately opaque voice as having “the cut-glass tones of an everlasting British teatime.” (Chris Sheola, Ithaca, N.Y.)In The New Yorker, Rebecca Mead posited that Elizabeth “spoke so seldom that even people who didn’t care what the queen said cared what the queen said.” (Ed Gallardo, Sun City West, Ariz.) She no longer shuffles miserably through the gauzy summer humidity or lies down in protest just a quarter mile into a walk. She bounds. She prances, as exhilarated by the advance of autumn as I am. Beware, all you lumbering woodchucks and distracted squirrels. The huntress has her groove back.She reminds me how profoundly the weather affects every creature’s movements and moods, how climate change translates into even more than melting ice, rising sea levels and burning forests (though those consequences are motive aplenty to deal with it). It has physiological and psychological implications, too. It augurs more days of weariness and — in terms of natural disasters — more nights of wariness.We’re at the mercy of our natural environments, though that hasn’t spurred us to show them proper respect. We’re heedless. Profligate.In the coming years, the woods that Regan and I range across will shrink. We’ve been warned. There are metal signs planted in various spots where trees meet pavement; each says that the street may be extended in the future. The growing population in our area of North Carolina will necessitate the construction or expansion of schools, and thickets will be sacrificed for that. Demand for housing around here outstrips supply, driving up prices, so new residential communities may be in order.And there’s no wrong in any of that. There’s sense in much of it. We can’t rail at politicians about the affordable housing shortage and then say: No more development here, no more development there, not in my backyard, not in the meadows where Regan thrills to the presence of deer.But we can be measured, conscious, responsible. We can do better than we’ve done in the past to recognize that our impact on the planet has an impact on us, that there’s a balance to be struck, that our technological advances haven’t separated our welfare — our happiness — from the state of the natural world.The heat, the cold, the water, the wind — as they change, so do we. My morning walks with Regan remind me of that. They’ll grow longer in the coming months, our exertions rewarded by the kaleidoscopic pageant that the leaves put on. May we never forfeit that color, that magic.     Giorgia Meloni May Lead Italy, and Europe Is Worried

    The hard-right leader has excoriated the European Union in the past, and she regularly blasts illegal immigrants and George Soros. But she is closer than ever to becoming prime minister.CAGLIARI, Sardinia — Giorgia Meloni, the hard-right leader of a party descended from post-Fascist roots and the favorite to become Italy’s next prime minister after elections this month, is known for her rhetorical crescendos, thundering timbre and ferocious speeches slamming gay-rights lobbies, European bureaucrats and illegal migrants.But she was suddenly soft-spoken when asked on a recent evening if she agreed, all caveats aside, with the historical consensus that the Fascist leader Benito Mussolini — whom she admired in her youth as a “good politician” — had been evil and bad for Italy.“Yeah,” she said, almost inaudibly, between sips of an Aperol Spritz and drags on a thin cigarette during an interview in Sardinia, where she had completed another high-decibel political rally.That simple syllable spoke volumes about Ms. Meloni’s campaign to reassure a global audience as she appears poised to become the first politician with a post-Fascist lineage to run Italy since the end of World War II.Such a feat seemed unimaginable not so long ago, and to pull it off, Ms. Meloni — who would also make history as the first woman to lead Italy — is balancing on a high-stakes wire, persuading her hard-right base of “patriots” that she hasn’t changed, while seeking to convince international skeptics that she’s no extremist, that the past is past, not prologue, and that Italy’s mostly moderate voters trust her, so they should, too.On Sept. 25, Italians will vote in national elections for the first time since 2018. In those years, three governments of wildly different political complexions came and went, the last a broad national unity government led by Mario Draghi, a technocrat who was the personification of pro-European stability.Ms. Meloni led the only major party, the Brothers of Italy, to stay outside that unity government, allowing her to vacuum up the opposition vote. So far, it is Ukraine that has advanced.Global markets and the European establishment remain wary. “I fear the social and moral agenda of the right wing,” Frans Timmermans, the European Commission’s vice president, said recently about the threat Ms. Meloni’s coalition posed to E.U. values. As recently as last month, she called for a naval blockade against migrants. She has depicted the European Union as an accomplice to “the project of ethnic replacement of Europe’s citizens desired by the great capitals and international speculators.”She has in the past characterized the euro as the “wrong currency” and gushed with support for Viktor Orban of Hungary, Marine Le Pen of France and the illiberal democracies in Eastern Europe. She excoriated “Brussels bureaucrats” and “emissaries” of George Soros, a favorite boogeyman of the nationalist right and conspiracy theorists depicting a world run by Jewish internationalist financiers.There remains concern that, once in power, Ms. Meloni would toss off her pro-European sheep’s wool and reveal her nationalist fangs — reverting to protectionism, caving in to her Putin-adoring coalition partners, rolling back gay rights and eroding liberal E.U. norms.Ms. Meloni called for a naval blockade against migrants as recently as last month.Gianni Cipriano for The New York TimesInternational investors and global leaders are wrong to be “afraid,” said Ms. Meloni, who is as affable and easygoing in private as she is vitriolic in public. Even in the midst of a heated campaign, she refused to take the bait from a desperate leader of the divided Italian left, who sounded “the alarm for Italian democracy.”“They’ll accuse me of being a Fascist my whole life,” Ms. Meloni said. “But I don’t care because in any case the Italians don’t believe anymore in this garbage.”She is delivering rations of red meat to her base (mass immigration is “an instrument in the hands of big great powers” to weaken workers, she growled in Cagliari) and is trying to mend fractures with the other right-wing leaders she is running with in a coalition.Her chief ally, Matteo Salvini, became the darling of the hard right in 2018 when he pivoted his once-secessionist northern-based League party into a nationalist force. But Ms. Meloni said those hard-right voters “came back home, because I am of that culture, so no one can do it better than I can.”Even so, Mr. Salvini is already creating problems for Ms. Meloni by urging a reconsideration of sanctions against Russia.Ms. Meloni acknowledged that her other coalition partner, Silvio Berlusconi, the former prime minister who famously named a bed after President Vladimir V. Putin of Russia, had put her “in difficulty as a woman” during his Bunga Bunga sex scandals with young women, when she was herself a young woman in his government. Neither of her partners, she suspects, wants a woman in charge.“I would like to say, ‘No, it’s not a problem that I’m a woman,’” Ms. Meloni said. “But I’m no more sure about that.”Ms. Meloni suspects that her coalition partners don’t want a woman in charge.Gianni Cipriano for The New York TimesBut when it comes to being a woman in politics, Ms. Meloni has leaned in. Her veneer of Roman-accented authenticity and her escalating and incensed style have become a part of the Italian political, and pop, landscape.In 2019, her hard-line defense of the traditional family, and against L.G.B.T.Q. marriage and adoption — while herself being an unwed mother — prompted D.J.s to mockingly put one of her furious refrains, “I am Giorgia, I am a woman, I am a mother, I am Italian, I am Christian,” to a beat. It went viral. Ms. Meloni used it as a calling card. She titled her best-selling book “I am Giorgia.”Ms. Meloni grew up without her father, who when she was a toddler set sail for the Canary Islands, where she learned Spanish on summer visits. After a fire that she and her older sister accidentally started, her mother, who at one point wrote romance novels to make ends meet, moved the family into the working class and left-leaning Garbatella neighborhood of Rome.Ms. Meloni was overweight and introverted, but as a 15-year-old fan of fantasy books (and Michael Jackson, from whom she said she learned her good English) found what she has called a second family in the hard-right Youth Front of the post-Fascist Italian Social Movement.She considered herself a soldier in Rome’s perpetual, often violent and sometimes fatal ideological wars between Communist and post-Fascist extremists, where everything from soccer games to high schools was politicized. Her party leader went to Israel to renounce the crimes of Fascism at the same time as she was rising quickly, later becoming the republic’s youngest-ever minister.But as populism swept Italy in the last decade, Ms. Meloni adopted harsher tones and created the hard right’s latest iteration, the Brothers of Italy. She said she resented its members’ being depicted as “nostalgic imbeciles,” because she had worked hard to purge Fascists and build a new history.An activist was detained by law enforcement agents for interrupting Ms. Meloni’s rally in Cagliari.Gianni Cipriano for The New York TimesLike Mr. Salvini, she turned her social media accounts into populist pasta on the wall as she desperately sought traction. In the town of Vinci she accused the French of trying to claim Leonardo da Vinci as one of their own. She went to a grappa distillery to call the president then of the E.U., Jean-Claude Juncker, a drunk. She warned about an “empire” of “invaders” consisting of President Emmanuel Macron of France, Angela Merkel of Germany, Mr. Soros and Wall Street.At her annual political conference in 2018, she hosted Stephen K. Bannon and said that she supported his effort “to build a network that goes beyond the European borders,” and that “I look with interest at the phenomenon of Donald Trump” and at the “phenomenon of Putin in Russia.” She added, “And so the bigger the network gets, the happier I am.”But on the threshold of running Italy, Ms. Meloni has pivoted. After years of fawning over Ms. Le Pen, she is suddenly distancing herself. (“I haven’t got relations with her,” she said.) Same for Mr. Orban. (“I didn’t agree with some positions he had about Ukrainian war.”) She now calls Mr. Putin an anti-Western aggressor and said she would “totally” continue to send offensive arms to Ukraine.But critics say she revealed her true self during a recent speech at a conference supporting Spain’s hard-right Vox party. “There is no possible mediation. Yes to the natural family. No to the L.G.B.T. lobbies,” she bellowed in Spanish. “No to the violence of Islam, yes to safer borders, no to mass immigration, yes to work for our people.     Fetterman Says Stroke Problems Have Not Slowed Down a ‘Normal’ Campaign

    Four months after suffering a stroke he described as a “near-death experience,” Lt. Gov. John Fetterman of Pennsylvania acknowledges lingering problems with his speech and hearing that sometimes cause verbal miscues. He has relied on closed captions or the help of staff members to smooth his interactions with voters and reporters as he runs for Senate.But in one of his most extensive interviews since the stroke in May, Mr. Fetterman said he was fully capable of handling the rigors of a campaign that may decide the balance of power in the U.S. Senate. He described driving his children to school, walking several miles a day and rapidly improving his auditory processing — while also lacing into his opponent, the celebrity television physician Mehmet Oz, who trails in the polls and whose campaign has mocked Mr. Fetterman’s health challenges.“I’m running a perfectly normal campaign,” Mr. Fetterman said in a 40-minute interview with The New York Times, conducted by video on Tuesday. He added at another point, “I keep getting better and better, and I’m living a perfectly normal life.”Indeed, Mr. Fetterman’s campaign has seemed increasingly normal in many ways.Lt. Gov. His onetime Democratic rivals have moved to show a united front with their party’s nominee. Several Democratic officials who have interacted with Mr. Fetterman closely also said recently that they were encouraged by his progress. On Wednesday, he committed to debating Dr. Oz late next month.Yet in other respects, clashes over health and transparency have shaped the contest to a remarkable degree, fueled by attacks from the Trump-backed Dr. Oz and Republicans promoting out-of-context clips of Mr. Fetterman — and by the realities of Mr. Fetterman’s personal situation.He suffered a stroke on the Friday before the May primary election, though he waited until Sunday to disclose it. On Primary Day, he had a pacemaker and defibrillator implanted, which his campaign described at the time as a standard procedure that would help address “the underlying cause of his stroke, atrial fibrillation.” In a statement in June, his doctor said he also had a serious heart condition called cardiomyopathy.Mr. Fetterman thanked his supporters in a video at his election-night party in May. The campaign also said he had exhibited no stroke symptoms or bleeding since the stroke.Mr. Fetterman’s campaign did not make his doctors available for interviews, and efforts to reach them independently were unsuccessful. Dr. Ramesh Chandra of Alliance Cardiology signed the June letter about Mr. Fetterman’s heart condition. Dr. Chandra’s office said health privacy laws prohibited him from discussing patients without their permission.Mr. Fetterman returned to the campaign trail last month with a splashy rally in Erie, Pa. He has held a number of big campaign events since, including a large one on Sunday, when, The Philadelphia Inquirer noted, “he stumbled over very few words compared with previous speeches.”Mr. Fetterman greeted a large crowd in Blue Bell. And I hope, I truly hope for each and every one of you, you didn’t have a doctor in your life making fun of it.”Asked for comment, Barney Keller, an Oz campaign consultant, said that the Fetterman campaign “hasn’t been transparent at all about his health challenges.”Representative Mary Gay Scanlon, a Pennsylvania Democrat who attended the rally and a fund-raiser with Mr. Fetterman on Sunday, said he had strong exchanges at the private event.“There were no closed captions,” Ms. Scanlon said. “He fielded questions and had a sense of humor and was entirely what one would hope for for the next senator from Pennsylvania.”The issue of Mr. Fetterman’s health intensified in recent weeks as Dr. Oz used the matter of debate participation to question Mr. Fetterman’s fitness to serve. Mr. Fetterman’s campaign said Wednesday that he would debate on Oct. 25, two weeks before Election Day, noting that it had held conversations with several TV stations to determine how to accommodate his lingering auditory challenges.Shanin Specter, a Philadelphia lawyer and son of the late Senator Arlen Specter of Pennsylvania, said in an interview some voters might regard one debate as insufficient.“The recent indication of agreement to one debate in late October may be seen by voters as too little and too late, especially for those who vote by mail,” said Mr. Specter, who donates to candidates in both parties. He said at another point, “He hasn’t done much campaigning. The film of that which he’s done has been unreassuring.     In our July survey, the president’s approval rating was 33 percent. A lot has changed in the last two months, so will it show up in this week’s survey?It’s a busy week in New York Times election-land — we’re wrapping up our second national poll of the cycle.The last interviews will be complete by the time you read this — the poll is still in the field as I write this — and it should be interesting to see how it contrasts (or doesn’t) with our last poll. In July, in our last survey, President Biden’s approval rating was 33 percent, one of his worst results of the cycle.But a lot has changed in the last few months. Gas prices have plummeted. Mr. Biden’s legislative agenda was suddenly revived. According to FiveThirtyEight, Democrats have gained around a net three percentage points in the generic ballot, while Mr. Biden’s approval rating has risen by five percentage points.This Times/Siena poll also has a twist: a Hispanic “oversample,” which is a fancy way of saying that we surveyed a lot more Hispanic voters than we normally do.     Political Campaigns Flood Streaming Video With Custom Voter Ads

    The targeted political ads could spread some of the same voter-influence techniques that proliferated on Facebook to an even less regulated medium.Over the last few weeks, tens of thousands of voters in the Detroit area who watch streaming video services were shown different local campaign ads pegged to their political leanings.Digital consultants working for Representative Darrin Camilleri, a Democrat in the Michigan House who is running for State Senate, targeted 62,402 moderate, female — and likely pro-choice — voters with an ad promoting reproductive rights.The campaign also ran a more general video ad for Mr. Camilleri, a former public-school teacher, directed at 77,836 Democrats and Independents who have voted in past midterm elections. Viewers in Mr. Camilleri’s target audience saw the messages while watching shows on Lifetime, Vice and other channels on ad-supported streaming services like Samsung TV Plus and LG Channels.Although millions of American voters may not be aware of it, the powerful data-mining techniques that campaigns routinely use to tailor political ads to consumers on sites and apps are making the leap to streaming video. The targeting has become so precise that next door neighbors streaming the same true crime show on the same streaming service may now be shown different political ads — based on data about their voting record, party affiliation, age, gender, race or ethnicity, estimated home value, shopping habits or views on gun control.Political consultants say the ability to tailor streaming video ads to small swaths of viewers could be crucial this November for candidates like Mr. Camilleri who are facing tight races. In 2016, Mr. Camilleri won his first state election by just several hundred votes.“Very few voters wind up determining the outcomes of close elections,” said Ryan Irvin, the co-founder of Change Media Group, the agency behind Mr. Camilleri’s ad campaign. “Very early in an election cycle, we can pull from the voter database a list of those 10,000 voters, match them on various platforms and run streaming TV ads to just those 10,000 people.”Representative Darrin Camilleri, a member of the Michigan House who is running for State Senate, targeted local voters with streaming video ads before he campaigned in their neighborhoods. Two years later, streaming has become the most highly viewed TV medium in the United States, according to Nielsen.Savvy candidates and advocacy groups are flooding streaming services with ads in an effort to reach cord-cutters and “cord nevers,” people who have never watched traditional cable or broadcast TV.The trend is growing so fast that political ads on streaming services are expected to generate $1.44 billion — or about 15 percent — of the projected $9.7 billion on ad spending for the 2022 election cycle, according to a report from AdImpact, an ad tracking company. But it has only exposed the party’s divisions.Democrats’ Dilemma: The party’s candidates have been trying to signal their independence from the White House, while not distancing themselves from President Biden’s base or agenda.The quick proliferation of the streaming political messages has prompted some lawmakers and researchers to warn that the ads are outstripping federal regulation and oversight.For example, while political ads running on broadcast and cable TV must disclose their sponsors, federal rules on political ad transparency do not specifically address streaming video services. Unlike broadcast TV stations, streaming platforms are also not required to maintain public files about the political ads they sold.The result, experts say, is an unregulated ecosystem in which streaming services take wildly different approaches to political ads.“There are no rules over there, whereas, if you are a broadcaster or a cable operator, you definitely have rules you have to operate by,” said Steve Passwaiter, a vice president at Kantar Media, a company that tracks political advertising.The boom in streaming ads underscores a significant shift in the way that candidates, party committees and issue groups may target voters. For decades, political campaigns have blanketed local broadcast markets with candidate ads or tailored ads to the slant of cable news channels. With such bulk media buying, viewers watching the same show at the same time as their neighbors saw the same political messages.But now campaigns are employing advanced consumer-profiling and automated ad-buying services to deliver different streaming video messages, tailored to specific voters.“In the digital ad world, you’re buying the person, not the content,” said Mike Reilly, a partner at MVAR Media, a progressive political consultancy that creates ad campaigns for candidates and advocacy groups.Targeted political ads are being run on a slew of different ad-supported streaming channels. Some smart TV manufacturers air the political ads on proprietary streaming platforms, like Samsung TV Plus and LG Channels. Viewers watching ad-supported streaming channels via devices like Roku may also see targeted political ads.Policies on political ad targeting vary. Amazon prohibits political party and candidate ads on its streaming services. YouTube TV and Hulu allow political candidates to target ads based on viewers’ ZIP code, age and gender, but they prohibit political ad targeting by voting history or party affiliation.Roku, which maintains a public archive of some political ads running on its platform, declined to comment on its ad-targeting practices.Samsung and LG, which has publicly promoted its voter-targeting services for political campaigns, did not respond to requests for comment. Netflix declined to comment about its plans for an ad-supported streaming service.Targeting political ads on streaming services can involve more invasive data-mining than the consumer-tracking techniques typically used to show people online ads for sneakers.Political consulting firms can buy profiles on more than 200 millions voters, including details on an individual’s party affiliations, voting record, political leanings, education levels, income and consumer habits. Campaigns may employ that data to identify voters concerned about a specific issue — like guns or abortion — and hone video messages to them.In addition, internet-connected TV platforms like Samsung, LG and Roku often use data-mining technology, called “automated content recognition,” to analyze snippets of the videos people watch and segment viewers for advertising purposes.Some streaming services and ad tech firms allow political campaigns to provide lists of specific voters to whom they wish to show ads.To serve those messages, ad tech firms employ precise delivery techniques — like using IP addresses to identify devices in a voter’s household. The device mapping allows political campaigns to aim ads at certain voters whether they are streaming on internet-connected TVs, tablets, laptops or smartphones.Sten McGuire, an executive at a4 Advertising, presented a webinar in March announcing a partnership to sell political ads on LG channels.New York TimesUsing IP addresses, “we can intercept voters across the nation,” Sten McGuire, an executive at a4 Advertising, said in a webinar in March announcing a partnership to sell political ads on LG channels. His company’s ad-targeting worked, Mr. McGuire added, “whether you are looking to reach new cord cutters or ‘cord nevers’ streaming their favorite content, targeting Spanish-speaking voters in swing states, reaching opinion elites and policy influencers or members of Congress and their staff.”Some researchers caution that targeted video ads could spread some of the same voter-influence techniques that have proliferated on Facebook to a new, and even less regulated, medium.Facebook and Google, the researchers note, instituted some restrictions on political ad targeting after Russian operatives used digital platforms to try to disrupt the 2016 presidential election. With such restrictions in place, political advertisers on Facebook, for instance, should no longer be able to target users interested in Malcolm X or Martin Luther King with paid messages urging them not to vote.Facebook and Google have also created public databases that enable people to view political ads running on the platforms.But many streaming services lack such targeting restrictions and transparency measures. The result, these experts say, is an opaque system of political influence that runs counter to basic democratic principles.“This occupies a gray area that’s not getting as much scrutiny as ads running on social media,” said Becca Ricks, a senior researcher at the Mozilla Foundation who has studied the political ad policies of popular streaming services. “It creates an unfair playing field where you can precisely target, and change, your messaging based on the audience — and do all of this without some level of transparency.”Some political ad buyers are shying away from more restricted online platforms in favor of more permissive streaming services.“Among our clients, the percentage of budget going to social channels, and on Facebook and Google in particular, has been declining,” said Grace Briscoe, an executive overseeing candidate and political issue advertising at Basis Technologies, an ad tech firm. “The kinds of limitations and restrictions that those platforms have put on political ads has disinclined clients to invest as heavily there.”Senators Amy Klobuchar and Mark Warner introduced the Honest Ads Act, which would require online political ads to include disclosures similar to those on broadcast TV ads.Al Drago for The New York TimesMembers of Congress have introduced a number of bills that would curb voter-targeting or require digital ads to adhere to the same rules as broadcast ads. But the measures have not yet been enacted.Amid widespread covertness in the ad-targeting industry, Mr. Camilleri, the member of the Michigan House running for State Senate, was unusually forthcoming about how he was using streaming services to try to engage specific swaths of voters.In prior elections, he said, he sent postcards introducing himself to voters in neighborhoods where he planned to make campaign stops. During this year’s primaries, he updated the practice by running streaming ads introducing himself to certain households a week or two before he planned to knock on their doors.“It’s been working incredibly well because a lot of people will say, ‘Oh, I’ve seen you on TV,’” Mr. Camilleri said, noting that many of his constituents did not appear to understand the ads were shown specifically to them and not to a general broadcast TV audience. “They don’t differentiate” between TV and streaming, he added, “because you’re watching YouTube on your television now.” More
