    Trump Is Still a Threat

    Donald Trump is a cancer on this country.Not only because of the way that he has behaved in it and at its helm, but because of the way that he has fundamentally changed it.On Thursday night, the House select committee investigating the Jan. 6, 2021 insurrection held the first of what will be a series of public hearings. The hearing was methodical and, at times, sensational. It underscored and buttressed the alarming, central thesis: Trump, as president of the United States, took aim at the democratic process of the United States by inciting a riot at the Capitol, among other things.Throw any adjective at it — brazen, shocking, outrageous, unprecedented — they are all insufficient to capture the enormity of what he did. A president with an autocratic fetish — one who assumed office with a welcome assist from the autocratic ruler of Russia — nearly hobbled the government of the most powerful country on the planet.Yet, with all of this, a poll published in February by the Pew Research Center found that fewer Americans believed that Trump bore responsibility for the Jan. 6 riot than they did in its immediate aftermath. Nearly six in 10 Republicans believed that he bore no responsibility at all for the rioting, compared to 46 percent the year before, and in June 2021, 66 percent of Republicans said that Trump “definitely” or “probably” won the 2020 election.The committee’s hearing may put a dent in those numbers, but if history is our guide, his cult will remain unflappable and intact.This is the legacy of Trump: the alteration of our political reality.As was made clear during Thursday’s hearing, multiple people told Trump that he had lost the election and that there was no widespread fraud. It appears that he wasn’t laboring under a delusion when he attempted to steal the election; he was raging his own lie about that election.Lying was a life skill for Donald Trump. But, before entering politics, he mostly used it as a tool to inflate his assets and his ego and to sell gold-plated aspiration to new-money social climbers. His entire brand was packaging garish people’s interpretations of glamour.In that world, he regularly skirted the rules. But when he entered politics, he found rules that were in some cases even more fungible than those covering finance. Many of the constraints on the president were customs and traditions. There were rules that no one had ever pushed to enforce, because previous presidents conformed to them.In some ways, the only thing constraining Trump as president was the unwillingness of other officials — many of whom he could appoint or replace at will — to break the rules.He was like a pirate landing among an Indigenous population. Instead of appreciating the elegance of the culture and history of its rites, he focused on its weaknesses, scheming ways to exploit it, and if need be, destroy it.Donald Trump didn’t create the modern American right, but he arrived in a moment when it was thirsty for unapologetic white nationalism, when it was terrified of white replacement and when it had flung open its arms in its willingness to embrace fiction.He quickly understood that these impulses, which establishment Republicans had told their base to suppress and only whisper, were the things the base wanted to hear shouted, things the base wanted to cheer.Now, millions of Americans have fallen for a lie and follow a liar.This means that our politics still exist in Trump’s shadow. Republican politicians, afraid to buck him and afraid of the mob he controls, toe the line for him and parrot his lies. The conservative media echo chamber, hermetically sealed and resistant to reality, ensures that Trump propaganda is repeated until it is accepted without examination.The Democrats also exist in Trump’s shadow. A large part of the reason Joe Biden was selected as the Democratic nominee was not because he had the most exciting set of policies, but because Democrats desperately wanted to beat Trump, and saw Biden as the safest bet to do so.Now that he has been elected, many factions of his winning coalition feel like constituencies held hostage. Any critique of Biden, even mild and legitimate, must be tempered so as not to give ammunition to the Mar-a-Lago Menace who looks poised to attempt another run for the White House.If he does, this country could well tear itself apart. And I make that statement with absolutely no hyperbolic intent. Indeed, it is not clear to me that this country can survive him calling the shots from the sidelines now.The political system has proved too compromised by Trump’s own influence to hold Trump accountable in a way that ends this nightmare. Now, the legal system is all we have left, and Trump has been harder to pinch than flesh slathered in tanning oil.We must now wait to see if the committee has the goods not to change the minds of voters, which feels increasingly like a lost cause, but to change the minds — or quicken the spirits — of prosecutors at the Department of Justice.Trump has changed America, but we can still prevent him from destroying it.The Times is committed to publishing a diversity of letters to the editor.     Sarah Palin Leads Primary Race for Alaska’s Special Election

    The top four candidates will advance to an August vote to finish the term of Representative Don Young, who died in March.Former Gov. Sarah Palin of Alaska leads the 48-candidate field in a special primary election for the state’s sole congressional seat, according to a preliminary count of ballots on Sunday.The top four candidates in the race will advance to the special election in August. Ms. Palin has nearly 30 percent of the vote tallied so far; Nick Begich, the scion of an Alaskan political dynasty, has 19.3 percent; Al Gross, a surgeon and commercial fisherman who ran for Senate two years ago, has nearly 12.5 percent; and Mary S. Peltola, a former state legislator, has about 7.5 percent.Ms. Palin and Mr. Begich are Republicans, Mr. Gross is not affiliated with a party, and Ms. Peltola is a Democrat.The special election was prompted by the death in March of Representative Don Young, a Republican who was first elected to the House in 1973. The election is to fill the remainder of Mr. Young’s current term.The special election will be held on Aug. 16, which is also the day of Alaska’s primary contest for the House seat’s 2023-2025 term. So, voters will see some candidates’ names twice on one ballot: once to decide the outcome of the special election and once to pick candidates for the fall’s general election for the full two-year term.For Ms. Palin, the race is a political comeback. As Senator John McCain’s running mate in the 2008 presidential race, Ms. Palin lost to a Democratic ticket that included Joseph R. Biden Jr., and she resigned from the governor’s office, seeking to parlay her newfound profile into work as a well-paid political pundit. Ms. Palin had tapped into a similar anti-establishment, anti-news media vein of the Republican Party that later galvanized Donald J. Trump’s unexpected rise to the White House in 2016.The results announced on Sunday are preliminary and could change over the next few weeks, as more ballots are processed and counted.Alaska is a thinly populated state, with two U.S. senators but only one representative in the House. That small population is spread across an area that is larger than Texas, California and Montana combined, with about 82 percent of communities in the state inaccessible by roads.Counting ballots there can be challenging.Each voter in the state was mailed a ballot, starting on April 27, and the ballots were due back on Saturday.     Rudy Giuliani Draws Fans to His Son Andrew’s Campaign Events

    Andrew Giuliani’s bid to win the Republican primary for governor of New York has not drawn many donors, but it has drawn fans of Rudy Giuliani, the former New York City mayor.HAUPPAUGE, N.Y. — On a blazing Saturday afternoon in eastern Long Island, after hours of sun-baked stump speeches by candidates of little renown, it was finally Giuliani time.As the strains of Lee Greenwood’s “God Bless the U.S.A.” filled the air, the crowd of about 200 Republican voters swooned to the sounds of an extended harangue against government mandates, socialism and the House committee investigating the Jan. 6 Capitol riot.Dozens of admirers crowded nearby, shooting video or hoping to get a selfie. After the speech was over, well-wishers lined up for a chance at an autograph and a red hat bearing the surname of the man who seemed to be the featured attraction: Rudolph W. Giuliani.Standing beside him was his son Andrew, the actual candidate in what is increasingly resembling a tandem campaign for governor of New York.With just over two weeks to go before the Republican primary on June 28, Andrew Giuliani’s unlikely campaign has remained visible and viable in no small part because of his famous last name and the continued prominence of, and appearances by, his father, formerly the mayor of New York City and a personal lawyer of former President Donald J. Trump.The elder Mr. Giuliani, 78, has regularly campaigned with his son since he began running for office last year, often serving as both his warm-up act and sidekick at the Israel Day Parade and at Memorial Day marches and news conferences outside City Hall.His efforts have been welcomed by the younger Mr. Giuliani, 36, who is running a shoestring campaign, driving up and down the state in a collection of donated vans and trucks emblazoned with his face, in hopes of upsetting the party’s anointed nominee, Representative Lee M. Zeldin of Long Island.Regardless of who wins the nomination, making it to the governor’s mansion will be an uphill battle for Republicans, who haven’t won statewide office in two decades. Those activities, in service of a false narrative of a stolen election, were given a fresh airing last week during a prime-time hearing by the House committee investigating the Capitol assault on Jan. 6, 2021.In a recent interview on Newsmax, the right-wing network where he has appeared as a political analyst, Andrew Giuliani said that while Mr. Trump was “kind of like an uncle to me,” he did not expect an endorsement, and that he thought the former president was “probably going to sit this one out.”That doesn’t mean the Giulianis aren’t trying: Both appeared at a recent fund-raiser hosted by Representative Elise Stefanik at Trump National Golf Club Westchester, where a round-table discussion and photo op with the former president cost $25,000 a head. (Mr. Giuliani, however, has higher name recognition, with better favorable ratings than Mr. Zeldin.)Katie Vincentz, a spokeswoman for the Zeldin campaign, said that the congressman intended to “run up the score” on Primary Day to prove that he could beat Ms. Hochul.“Lee Zeldin is going to win this race, because New Yorkers need him to win this race, and save our state,” she said.Mr. Giuliani and his supporters have cast his run as an outsider’s campaign, arguing that his lack of experience in New York politics and policy is actually a positive.His platform leans heavily on tackling crime, promising a $5 billion fund for police forces around the state while also pledging to cut the state budget. He is not averse to Trumpian nicknames, dubbing Ms. Hochul “Crime Wave Kathy.”His father has employed some of the same imagery on the campaign trail as Mr. Trump, calling Albany “a swamp” that’s “got to be cleaned up,” echoing the former president’s own rhetoric about Washington in his 2016 campaign.Curtis Sliwa, last year’s Republican nominee for New York City mayor, has been stumping for the campaign as well. He supported the elder Mr. Giuliani’s first unsuccessful run for mayor back in 1989, “when Andrew was just a little tot,” he said.Nowadays, he said, he backs Andrew because of his focus on crime, something that Republicans feel is a winning issue this election cycle, particularly in New York, where opposition to bail reform has been a potent issue for conservatives.“It is the talk of everybody that I deal with,” said Mr. Sliwa, the founder of the Guardian Angels, the citizen patrol group. “And it’s not just in the five boroughs; it’s throughout the state. They want to know what the next governor is going to do about the high crime rates.”Mr. Giuliani declined a request for an interview, but at various events on Long Island and in Albany and outside Rochester, he was friendly and open to brief questions from a New York Times reporter. (The elder Mr. Giuliani did not return requests for comment.)But he also told Newsmax last week that he felt “legacy outlets” had a liberal bias and claimed that he had chided the Times reporter about it. (For the record, he had not.)“I told him that, ‘You remind me more of Pravda than you do a free press right now because you are so tilted on one side,’” Mr. Giuliani said. “I don’t mind tough questions, but just make sure they’re fair on both sides of the aisle.”As for how he might manage a state of 20 million people with no executive experience, his father suggested that he had learned — as many children do — by observation.“He watched me do it,” the elder Mr. Giuliani said during his remarks on Long Island, talking about how to lower crime rates, adding, “He knows how to do it.”Still, some New York Republicans say that the younger Mr. Giuliani is overreaching by starting his political career running for the state’s highest office.“If his name was Andrew Smith, obviously he wouldn’t be running for governor,” said John J.     What to Know About France’s Parliamentary Elections

    President Emmanuel Macron is looking to secure a strong majority to help him pass bills during his second term, but a reinvigorated alliance of left-wing parties hopes to thwart him.PARIS — Weeks after re-electing President Emmanuel Macron, voters in France return to the polls on Sunday to choose their parliamentary representatives, elections that will determine whether Mr. Macron’s bills sail or stumble through the legislature during his second term.All 577 seats are up for grabs in the National Assembly, France’s lower and more powerful house of Parliament, which Mr. Macron’s party and its allies currently control. Most polls predict that will remain the case — to a degree.France’s modern presidential and parliamentary elections are held only months apart, on the same five-year cycle. Over the past two decades, voters have always given their newly elected president strong parliamentary backing, and polls and experts suggest that would be a likely outcome for Mr. Macron this time, too.His biggest challenge comes from a reinvigorated alliance of France’s left-wing forces, which have taken the rare step of setting aside personal squabbles and ideological differences to mount a united front. His new government also wants to tackle the effects of inflation, requiring lawmakers to vote on measures like food subsidies.The main players in the elections are:Ensemble, a centrist coalition that includes La République en Marche, the party that Mr. Macron founded and that swept to victory in 2017 with a wave of political newcomers as candidates.La Nouvelle Union Populaire Écologique et Sociale, more commonly known by its acronym NUPES, a left-wing alliance brought together by Mr. Mélenchon’s France Unbowed party that includes the Socialist, Green and Communist parties.A group of traditional right-wing parties, led by Les Républicains, the mainstream conservatives.The far-right National Rally party of Marine Le Pen, who was defeated by Mr. Macron in the presidential runoff in April.The latest polls suggest that Ensemble and NUPES are neck-and-neck, with about 25 to 28 percent each. The National Rally is predicted to receive around 20 to 21 percent of the vote, with Les Républicains roughly 10 to 11 percent. Smaller groups, including the party of Éric Zemmour, a far-right pundit who ran for president, are polling in the single digits.If Mr. Macron’s party alone musters an absolute majority of seats — 289 — he will have relatively free rein to enact his legislative agenda. A repeat of the current situation, in which his party and its allies hold an absolute majority, would make him dependent on the coalition to pass some legislation. But if his party and its allies lose too much ground, they could be forced to reach out to lawmakers from opposing parties on certain bills. Each district has one seat. More than 6,200 candidates are running for office nationwide.Any number of candidates can compete in the first round in each district, but there are specific thresholds to reach the second round. While in most cases the runoff will feature the top two vote-getters, it can sometimes feature three or even four of them. Whoever wins the most votes in that runoff wins the race. (Under some conditions, a candidate who gets more than 50 percent of the vote in the first round wins outright.)The two-round system usually produces stable majorities that French governments can rely on, but it comes at a cost. The makeup of the National Assembly does not always accurately reflect the country’s broader political landscape and usually skews in favor of bigger parties. Smaller ones complain that their voters do not get the representation they deserve, fueling disaffection with the political system.French presidential candidates, including Mr. Macron, have repeatedly floated the idea of fixing that discrepancy by introducing a dose of proportional representation for parliamentary elections. Both are based in Paris and play important roles in drafting bills and voting laws. But only the National Assembly is elected directly by the people, and it has more leeway to legislate and challenge the executive.The National Assembly usually has the final word if the two houses disagree on a bill, and it is the only house that can topple a French cabinet with a no-confidence vote. It has some prerogatives on key legislation like spending or social security bills.Lawmakers can question cabinet members; they can also establish investigative commissions and hold hearings, although their powers and the scope of their investigations are more limited than congressional inquiries in the United States.Unless the president dissolves the National Assembly and calls for new elections — a move that is rarely attempted — lawmakers are in office for five years.Inside the National Assembly in Paris. In March, in a civil case stemming from Mr. Eastman’s efforts to keep the committee from accessing a tranche of emails related to his advice to Mr. Trump, a federal judge said that he and Mr. Trump “more likely than not” committed crimes as they sought to overturn the results of the election.The memo from Mr. Jacob was one in a series that he wrote related to the pressure on Mr. Pence following the 2020 election.     Jan. 6 Committee Appears to Lay Out Road Map for Prosecuting Trump

    The first prime-time hearing into the Jan. 6 attack confronted the fundamental question that has haunted Donald J. Trump since he left office: Should he be prosecuted in a criminal court?He had means, motive and opportunity. But did Donald J. Trump commit a crime?A House committee explicitly declared that he did by conspiring to overturn an election. The attorney general, however, has not weighed in. And a jury of his peers may never hear the case.The first prime-time hearing into the Jan. 6, 2021, attack on the Capitol this past week confronted the fundamental question that has haunted Mr. Trump, the 45th president, ever since he left office: Should he be prosecuted in a criminal court for his relentless efforts to defy the will of the voters and hang on to power?For two hours on Thursday night, the House committee investigating the Capitol attack detailed what it called Mr. Trump’s “illegal” and “unconstitutional” seven-part plan to prevent the transfer of power. The panel invoked the Justice Department, citing charges of seditious conspiracy filed against some of the attackers, and seemed to be laying out a road map for Attorney General Merrick B. Garland to their central target.Several former prosecutors and veteran lawyers said afterward that the hearing offered the makings of a credible criminal case for conspiracy to commit fraud or obstruction of the work of Congress.In presenting her summary of the evidence, Representative Liz Cheney, Republican of Wyoming and the committee’s vice chairwoman, demonstrated that Mr. Trump was told repeatedly by his own advisers that he had lost the election yet repeatedly lied to the country by claiming it had been stolen. He pressured state and federal officials, members of Congress and even his own vice president to disregard vote tallies in key states. And he encouraged the mob led by extremist groups like the Proud Boys while making no serious effort to stop the attack once it began.“I think the committee, especially Liz Cheney, outlined a powerful criminal case against the former president,” said Neal K. Katyal, a former acting solicitor general under President Barack Obama.“A crime requires two things — a bad act and criminal intent,” Mr. Katyal said. By citing testimony by Mr. Trump’s own attorney general, a lawyer for his campaign and others who told him that he had lost and then documenting his failure to act once supporters stormed the Capitol, Mr. Katyal said, the panel addressed both of those requirements.At the hearing, Representative Liz Cheney demonstrated that Mr. Trump was told repeatedly by his own advisers that he had lost the election.Doug Mills/The New York TimesA congressional hearing, however, is not a court of law, and because there was no one there to defend Mr. Trump, witnesses were not cross-examined and evidence was not tested. The committee offered just a selection of the more than 1,000 interviews it has conducted and the more than 140,000 documents it has collected. But it remains to be seen what contrary or mitigating information may be contained in the vast research it has not released yet.Mr. Trump’s allies have dismissed the hearings as a partisan effort to damage him before the 2024 election when he may run for president again. Ray, a former independent counsel who investigated President Bill Clinton and later served as a defense lawyer for Mr. Trump at his first Senate impeachment trial.“Whatever the Proud Boys had in mind when they stormed the Capitol, I don’t see how you’d be able to prove that Trump knew that that was the purpose of the conspiracy,” Mr. Ray added. “Whether or not he ‘lit the fuse’ that caused that to happen, the government would have to prove he knowingly joined that conspiracy with that objective.”Beyond the legal requirements of making a criminal case, the prospect of prosecuting a former president also would entail far deeper considerations and broader consequences. Criminal charges against Mr. Trump brought by the administration of the man who defeated him would further inflame an already polarized country. It would consume national attention for months or longer and potentially set a precedent for less meritorious cases against future presidents by successors of the opposite party.“That’s a hill that no federal prosecutor has tried to climb, prosecuting a former president,” said John Q. Barrett, a former associate independent counsel in the Iran-contra investigation. “It’s very fraught,” he said. “It’s a massive undertaking as an investigation, as a trial, as a national saga and trauma.” But he added that accountability was important and that “the threat to the continuity of our government is about as grave as it gets.”All of which is almost certainly going through the mind of Mr. Garland, a mild-mannered, highly deliberative former federal appeals court judge who has largely kept mum about his thinking. A Justice Department spokesman said Mr. Garland watched the hearing but would not elaborate.Democrats have attacked the attorney general for not already prosecuting Mr. Trump, even though a federal judge opined in March in a related civil case that the former president and a lawyer who advised him had most likely broken the law by trying to overturn the election. Mr. Garland has resisted the pressure. While he has called the investigation into the Jan. 6 attack the most urgent work in the history of his department, he has refused to forecast where the inquiry will go as investigators continue evaluating evidence.“We are not avoiding cases that are political or cases that are controversial or sensitive,” he told NPR in March. “What we are avoiding is making decisions on a political basis, on a partisan basis.”Democrats have attacked Attorney General Merrick B. Garland for not already prosecuting Mr. Trump, deeming it a miscarriage of justice.Sarah Silbiger for The New York TimesMany officials and rank-and-file prosecutors scattered throughout the 115,000-person Justice Department have long believed that Mr. Trump acted corruptly, particularly in pressuring their own department to parrot his baseless claims of election fraud, according to several people involved in such conversations who were not authorized to discuss the matter publicly.But some career employees expressed fear that as the hearings continued, they would raise expectations for a prosecution that may not be met.The committee “was good at making the case that Donald Trump’s actions were completely horrific and that he deserves to be held accountable for them,” said Matthew Miller, a former Justice Department spokesman during the Obama administration. “But an open-and-shut case on television is different from proving someone violated a criminal statute.”With public attention fixated on Mr. Trump, the Justice Department’s work has proceeded along three tracks: charge the people who attacked the Capitol; piece together larger conspiracies, including sedition, involving some of the assailants; and identify possible crimes that took place before the assault.In the 17 months since the attack, more than 840 defendants from nearly all 50 states have been arrested. Of those, about 250 have been charged with assaulting, resisting or impeding the police, and members of two far-right groups have been charged with seditious conspiracy, a rare accusation that represents the most serious criminal charges brought in the department’s sprawling investigation.Prosecutors are scrutinizing the plan by Mr. Trump’s allies to create alternate slates of pro-Trump electors to overturn Joseph R. Biden Jr.’s victory in key swing states, with a federal grand jury issuing subpoenas to people involved. That investigation brings federal prosecutors closer to Mr. Trump’s inner circle than any other inquiry. Mr. Trump also faces the threat of prosecution by a local Georgia prosecutor investigating his efforts to overturn the state’s vote.No sitting or former president has ever been put on trial. Aaron Burr was charged with treason after leaving office as vice president in a highly politicized case directed from the White House by President Thomas Jefferson, but he was acquitted after a sensational trial. Ulysses S. Grant, while president, was arrested for speeding in his horse and buggy. Spiro T. Agnew resigned as vice president as part of a plea bargain in a corruption case.The closest a former president came to indictment was after Richard M. Nixon resigned in the Watergate scandal in 1974, but his successor, Gerald R. Ford, short-circuited the investigation by preemptively pardoning him, reasoning that the country had to move on. Mr. Clinton, to avoid perjury charges after leaving office, agreed on his last full day in the White House to a deal with Mr. Ray in which he admitted giving false testimony under oath about his affair with Monica S. Lewinsky, temporarily surrendered his law license and paid a $25,000 fine.Should the Justice Department indict Mr. Trump, a trial would be vastly different from House hearings in ways that affect the scope and pace of any inquiry. Investigators would have to scour thousands of hours of video footage and the full contents of devices and online accounts they have accessed for evidence bolstering their case, as well as anything that a defense lawyer could use to knock it down. Federal prosecutors would probably also have to convince appeals court judges and a majority of Supreme Court justices of the validity of their case.For all of the pressure that the House committee has put on the Justice Department to act, it has resisted sharing information. In April, the department asked the committee for transcripts of witness interviews, but the panel has not agreed to turn over the documents because its work is continuing.Although critics have faulted Mr. Garland, attorneys general do not generally drive the day-to-day work of investigations. Mr. Garland is briefed nearly every day on the inquiry’s progress, but it is being led by Matthew M. Graves, the U.S. attorney in Washington, who is working with national security and criminal division officials. Lisa O. Monaco, the deputy attorney general, broadly oversees the investigation.“Whether fair or not, Garland’s tenure will be defined by whether or not he indicts Trump,” Mr. Miller said. “The Justice Department may not indict Trump. Prosecutors may not believe they have the evidence to secure a conviction. But that will now be interpreted as a choice by Garland, not as a reality that was forced upon him by the facts of the investigation.” More

    If You Must Point Fingers on Inflation, Here’s Where to Point Them

    As the midterm elections draw nearer, a central conservative narrative is coming into sharp focus: President Joe Biden and the Democratic-controlled Congress have a made a mess of the American economy. Republicans see pure political gold in this year’s slow-motion stock market crash, which seems to be accelerating at the perfect time for a party seeking to regain control of Congress in the fall.The National Republican Congressional Committee in a tweet last month quipped that the Democratic House agenda includes a “tanking stock market.” Conservatives have been highlighting a video clip from 2020 when then-president Donald Trump warned about a Joe Biden presidency: “If he’s elected, the stock market will crash.” Right wing pundit Sean Hannity’s blog featured the clip under the headline: “TRUMP WAS RIGHT.”But the narrative pinning blame for the economy’s woes squarely on Democrats’ shoulders elides the true culprit: the Federal Reserve. The financial earthquakes of 2022 trace their origin to underground pressures the Fed has been steadily creating for a over a decade.It started back in 2010, when the Fed embarked on the unprecedented and experimental path of using its power to create money as a primary engine of American economic growth. To put it simply, the Fed created years of super-easy money, with short-term interest rates held near zero while it pumped trillions of dollars into the banking system. One way to understand the scale of these programs is to measure the size of the Fed’s balance sheet. The balance sheet was about $900 billion in mid-2008, before the financial market crash. It rose to $4.5 trillion in 2015 and is just short of $9 trillion today.All of this easy money had a distinct impact on our financial system — it incentivized investors to push their money into ever riskier bets. Wall Street-types coined a term for this effect: “search for yield.” What that means is the Fed pushed a lot of money into a system that was searching for assets to buy that might, in return, provide a decent profit, or yield. So money poured into relatively risky assets like technology stocks, corporate junk debt, commercial real estate bonds, and even cryptocurrencies and nonfungible tokens, known as NFTs. This drove the prices of those risky assets higher, drawing in yet more investment.The Fed has steadily inflated stock prices over the last decade by keeping interest rates extremely low and buying up bonds — through a program called quantitative easing — which has the effect of pushing new cash into asset markets and driving up prices. The Fed then supercharged those stock prices after the pandemic meltdown of 2020 by pumping trillions into the banking system. It was the Fed that primarily dropped the ball on addressing inflation in 2021, missing the opportunity to act quickly and effectively as the Fed chairman, Jerome Powell, reassured the public that inflation was likely to be merely transitory even as it gained steam. And it’s the Fed that is playing a frantic game of financial catch-up, hiking rates quickly and precipitating a wrenching market correction.So, now the bill is coming due. Unexpectedly high inflation — running at the hottest levels in four decades — is forcing the Fed to do what it has avoided doing for years: tighten the money supply quickly and forcefully. Last month, the Fed raised short-term rates by half-a-percentage point, the single largest rate hike since 2000. The aggressiveness of the move signaled that the Fed could take similarly dramatic measures again this year.A sobering realization is now unfolding on Wall Street. The decade of super-easy money is likely over. Because of inflation’s impact, the Fed likely won’t be able to turn on the money spigots at will if asset prices collapse. This is the driving force behind falling stock prices, and why the end of the collapse is probably not yet in sight. The reality of a higher-interest-rate world is working its way through the corridors of Wall Street and will likely topple more fragile structures before it’s all over.After the stock and bond markets adjust downward, for example, investors must evaluate the true value of other fragile towers of risky assets, like corporate junk debt. The enormous market for corporate debt began to collapse in 2020, but the Fed stopped the carnage by directly bailing out junk debt for the first time. This didn’t just save the corporate debt market, but added fuel to it, helping since 2021 to inflate bond prices. Now those bonds will have to be re-priced in light of higher interest rates, and history indicates that their prices will not go up.And while the Fed is a prime driver of this year’s volatility, the central bank continues to evade public accountability for it.Just last month, for instance, the Senate confirmed Mr. Powell to serve another four-year term as Fed chairman. The vote — more than four to one in favor — reflects the amazingly high level of bipartisan support that Mr. Powell enjoys. The president, at a White House meeting in May, presented Mr. Powell as an ally in the fight against inflation rather than the culprit for much of this year’s financial market volatility. “My plan is to address inflation. It starts with a simple proposition: Respect the Fed and respect the Fed’s independence,” the president said.This leaves the field open for the Republican Party to pin the blame for Wall Street’s woes on the Democratic Party’s inaction. As Jim Jordan, the Republican congressman from Ohio, phrased it on Twitter recently, “Your 401k misses President Trump.” This almost certainly presages a Republican line of attack over the summer and fall. It won’t matter that this rhetoric is the opposite of Mr. Trump’s back in 2018 and 2019, when the Fed was tightening and causing markets to teeter. Back then, Mr. Trump attacked Mr. Powell on Twitter and pressured the Fed chairman to cut interest rates even though the economy was growing. (The Fed complied in the summer of 2019.) But things are different now. Mr. Biden is in office, and the Fed’s tightening paves a clear pathway for the Republican Party to claim majorities in the House and Senate.Republicans have also honed in on Mr. Biden’s $1.9 trillion American Rescue Plan, meant to mitigate the impact of the Covid-19 pandemic, as a cause for runaway inflation. Treasury Secretary Janet Yellen rejected that, noting in testimony before members of Congress: “We’re seeing high inflation in almost all of the developed countries around the world. And they have very different fiscal policies. So it can’t be the case that the bulk of the inflation that we’re experiencing reflects the impact” of the American Rescue Plan.Democrats would be wise to point to the source of the problem: a decade of easy money policies at the Fed, not from anything done at the White House or in Congress over the past year and a half.The real tragedy is that this fall’s election might reinforce the very dynamics that created the problem in the first place. During the 2010s, Congress fell into a state of dysfunction and paralysis at the very moment when its economic policymaking power was needed most. It should be viewed as no coincidence that the Fed announced that it would intensify its experiments in quantitative easing on Nov. 3, 2010, the day after members of the Tea Party movement were swept into power in the House. The Fed was seen as the only federal agency equipped to forcefully drive economic growth as Congress relegated itself to the sidelines.With prices for gas, food and other goods still on the rise and the stock market in a state of flux, there may still be considerable pain ahead for consumers. But Americans shouldn’t fall for simplistic rhetoric that blames this all on Mr. Biden. More than a decade of monetary policy brought us to this moment, not 17 months of Democratic control in Washington.
