    Germany’s Elections Show the Country Is Stuck

    Chancellor Angela Merkel’s 16 years in charge of Germany are coming to a close. Just not quite yet.On Sunday, voters cast their ballots — and the results were profoundly equivocal. No party took more than 26 percent of the vote, the gap between the two biggest parties was minimal and no one made a major advance. The next government is some way off: Weeks, possibly months of coalition negotiations beckon. In the interim, Ms. Merkel will continue to lead the country.In many ways, it’s a surprising result. For large stretches of the campaign, the Green Party and the Christian Democratic Union were the front-runners. But both fell away, their campaigns faltering as their candidates failed to convince voters they were worthy successors. The Social Democratic Party, headed by Olaf Scholz, then appeared to rise in the electorate’s esteem. But that, too, faded. There was no decisive victory.It could have been a fresh start. In the face of a number of pressing challenges, rising inequality, run-down infrastructure and spiraling climate change among them, the election was a chance for the country to chart a better, more equal course for the 21st century. Instead, Germany is stuck. Ms. Merkel may be leaving. Yet the Germany she cultivated — careful, cautious, averse to major change — will carry on as before.The campaign gave us early clues. Typically, candidates for the highest political office seek to distance themselves as much as possible from incumbents, to demonstrate the superiority of their vision for the country. But in Germany, the main candidates vied to imitate Ms. Merkel’s centrist political style. It delivered four successive electoral victories, after all.Annalena Baerbock, the leader of the Greens, tried to cultivate a Merkel-like image of rigor and expertise. Foiled by a plagiarism scandal, and perhaps by voters’ aversion to somebody without government experience, she soon lost her early lead in the campaign and ended taking her party to just 14 percent of the vote.Armin Laschet, Ms. Merkel’s successor as the head of the Christian Democrats, likewise attempted to depict an aura of competence and efficiency. But the effort was undermined by an erratic, error-strewn campaign, encapsulated by his tone-deaf joking while on a visit to flood victims in the summer. In leading the party to 24 percent, he presided over a historically poor performance. He will, however, still try to cobble together a coalition.Then there’s Mr. Scholz. Though the candidate for the Social Democratic Party, he made every effort to associate himself with the outgoing chancellor, offering himself, rather than Mr. Laschet, as the true continuity option. As deputy chancellor and finance minister in Ms. Merkel’s administration, the maneuver was an easy one: He even adopted Ms. Merkel’s trademark “triangle of power” hand gesture. It worked, up to a point. But the nearly 26 percent won by his party is not enough to assure Mr. Scholz of the chancellorship.The convergence among candidates goes beyond political style. After 16 years of rule by Ms. Merkel, the country has settled into a seemingly unshakable status quo. Economically, socially and ecologically, very little is up for change.First, the economy. With an export economy oriented to international trade — and one, unusual for industrialized countries, with a substantial manufacturing sector — Germany prizes monetary stability above all else. Anything that might affect the country’s international competitiveness is ruled out of court.What’s more, the debt brake, a law cemented into the constitution in 2009 that forbids budgetary deficits, puts a hard limit on what’s possible: There will be little room for a debt-funded investment program or major infrastructure spending. In this setting, no fundamental restructuring of the economy seems feasible.Outwardly, at least, the economy is successful. But the economic gains have not been widely shared. Wealth inequality has increased — the richest 1 percent possess nearly a quarter of all wealth — and Germany has one of the largest low-wage sectors among nations in the Organization for Economic Cooperation and Development. Around one in five workers, close to eight million people, earn less than 11.40 euros, or $13.36, an hour.Social discontent, accordingly, is on the rise. There has been a considerable renewal of strikes over the past 10 years and the term “class society,” previously banished, has returned to public debate. More amorphous anger, finding expression in support for the far-right Alternative for Germany and anti-vaccination conspiracy theories, has spread across society. It would take thoroughgoing changes to address the roots of such distemper. None of the major parties appear capable of taking on the task.Similarly, an ambitious approach is unlikely when it comes to the climate. In large part that’s because, for the first time in its postwar history, Germany’s government is likely to be formed of three parties in coalition. Led by either the Christian Democrats or the Social Democrats, who will seek to form a government without one another, that will include the Greens and the Free Democratic Party.Though the Greens pledged to “make the impossible possible,” the presence of the Free Democrats — a party of classical liberals and entrepreneurs for whom the market and new technology should solve the climate crisis, not the state — will put a sharp brake on far-reaching policy.Ironically, given its cautious nature, the campaign played out against a backdrop of multiple crises. The pandemic continues to place enormous strain on the country, NATO suffered a historic defeat in Afghanistan, and floods caused by climate change devastated large swaths of land this summer and claimed nearly 200 lives.Individually, each problem would be significant. Taken together, they amount to a major confrontation to business as usual. The moment — not least at the European level, where the bloc requires firm leadership — demands boldness.But that’s not going to happen.     Pledging to modernize industry and ‘halt man-made climate change,’ Olaf Scholz claims mandate.

    A tired looking Olaf Scholz took to the stage Monday morning at his Social Democratic headquarters, making clear that he saw his party’s significant gains in the election as a mandate from voters to head up the next government with the two smaller parties that also made gains in Sunday’s vote.“Voters have clearly spoken,” he said. “They have said who should build the next government by strengthening three parties, the Social Democratic Party, the Greens and the Free Democrats. Consequently, that is the clear mandate that voters of this country have given, that these three parties should create the next government.”The Social Democrats made significant gains, earning 25.7 percent of the vote, but will still need at least one other partner to form a government. Both the Greens and the Free Democrats also increased their share of seats in Parliament, to 14.8 percent and 11.5 percent, respectively.But with German voters spreading their support across an wide spectrum of parties, the outcome remained anything but certain, with Christian Democrats still trying to claim they can lead the coalition to form the next government, despite suffering a consequential loss of nearly nine points, to earn only 24.1 percent of the vote.Mr. Scholz said that result made it “clear” that voters wanted to see the Christian Democrats and their Bavaria-only sister party, the Christian Social Democrats, in the opposition after 16 years in power, under the leadership of Chancellor Angela Merkel. She did not run for election, and the seat that she had held in Parliament since 1990 was won by a Social Democrat.“The mandate for us is to do what the people want,” Mr. Scholz said, adding that was “to lead a good government that will set the course for the decade ahead, to bring more respect into society, to modernize our industrial sector and to halt the man-made climate change.” More

    As Adams Plots City’s Future, He Leans on a Past Mayor: Bloomberg

    The relationship between Eric Adams, the Democratic mayoral nominee in New York City, and Mike Bloomberg has benefits for both men.In the lead-up to and aftermath of the New York City mayoral primary, Eric Adams and his team sought guidance from current and past city leaders — first, to help craft his successful bid for the Democratic nomination, and then to prepare for a likely transition to the mayoralty.But Mr. Adams has recently come to lean on one person in particular: Michael R. Bloomberg.In mid-September, Mr. Bloomberg released a video endorsement of Mr. Adams for mayor. The next day, at a business conference featuring various of Mr. Bloomberg’s fellow billionaires, Mr. Adams declared, “New York will no longer be anti-business.”Two days later, Mr. Bloomberg hosted a fund-raiser for Mr. Adams on the roof of the East 78th Street headquarters of Bloomberg Philanthropies, featuring dozens of guests, several of them financial sector executives.Last Wednesday, one of Mr. Bloomberg’s closest advisers, Howard Wolfson, met with David C. Banks, who is thought be among Mr. Adams’s top choices for schools chancellor.The meeting between Mr. Wolfson, Mr. Bloomberg’s former deputy mayor, and Mr. Banks, the founder of a network of all-boys public schools, was not happenstance. It was a product of a burgeoning relationship between the once and likely future mayors and has played out in proclamations of mutual regard.“The best New York City mayor in my lifetime is a combination of Mayor David Dinkins and Michael Bloomberg,” Mr. Adams said during the primary, hailing Mr. Bloomberg’s “practical approach.”Mr. Adams’s overtures to Mr. Bloomberg reinforce the notion that Mr. Adams has himself perpetuated on the campaign trail: that he is a pragmatic, centrist Democrat eager to make New York safe, prosperous and functional.Tying himself to Mr. Bloomberg may yield other benefits for Mr. Adams, too. It gives him access to a particularly well-heeled corner of New York’s donor class and the opportunity to wrap himself in the aura of Mr. Bloomberg’s reputed managerial skill, especially as questions arise about Mr. Adams’s ability to manage his own affairs.In recent days, Mr. Adams has been battered by headlines about his tax returns, which he has promised to revise, for the second time, after reporters found irregularities in them. Mr. Adams blames those errors on his accountant, whom Mr. Adams said he kept in his employ, even though the tax preparer was homeless. The news outlet The City reported that the tax preparer’s neighbors had accused him of embezzling money and had evicted him.Mr. Adams and his campaign have spoken to a number of former officials in the Bloomberg administration and former and current officials in the de Blasio administration, said Evan Thies, a spokesman for Mr. Adams.“It’s not like he’s embracing one mayor over the other mayor,” Mr. Thies said. “That’s just what you do, check in with people who have been there.”Mr. Adams plans to have a group of deputy mayors with whom he can consult, including current and former officials from past administrations. In some ways, he has approached the mayoralty like a research project — seeking out the advice of deputy mayors going as far back as the Giuliani administration.“He was trying to pick my brain and think out of the box,” said Phil Thompson, the deputy mayor for strategic policy initiatives for Mr. de Blasio and a former staffer in the Dinkins administration. “He is trying to figure out how a mayor can do something for low-income communities of color to make a difference.”Mr. Adams, center, has said recently that New York City is “out of control,” but is wary of alienating Mayor Bill de Blasio, a supporter.Jeenah Moon for The New York TimesMr. Bloomberg, who has extended an open-door policy to Mr. Adams and his team, may also derive some benefit from the relationship with Mr. Adams. It allows him to involve himself again in New York City municipal matters — following eight years of disengagement while his successor, Bill de Blasio, held office — and to burnish his reputation here.One former Bloomberg aide, who requested anonymity to speak freely, noted that while the former mayor had little standing in the de Blasio administration, he is far more likely to act as a respected source of advice for Mr. Adams.Mr. de Blasio ran for mayor by decrying Mr. Bloomberg’s legacy, arguing that New York had become a “tale of two cities,” one for the rich, the other for the poor. At Mr. de Blasio’s inauguration in 2014, Mr. Bloomberg was forced to sit poker-faced as speakers derided his tenure, with one comparing the city under his rule to a “plantation.”Mr. Adams, in contrast, campaigned on a platform of restoring public safety and prosperity, the frequently voiced concerns of the business class. He has recently decried the city’s state of “disorder,” and has cited a laundry list of ills such as graffiti, ATVs, homelessness and shootings.Like Mr. Bloomberg, Mr. Adams is a former Republican. And during Mr. Bloomberg’s ill-fated presidential campaign, Mr. Adams served as a surrogate, saying publicly that he believed the former mayor was remorseful for his Police Department’s abusive use of stop-and-frisk, after the two men met for 45 minutes at Mr. Adams’s table at Brooklyn’s Park Plaza Restaurant.Dennis M. Walcott, the former city schools chancellor and deputy mayor under Mr. Bloomberg, said Mr. Bloomberg and Mr. Adams have similar styles.“Adams’s style is such that he works with people from both sides of the aisle,” Mr. Walcott said. “One of the interesting things about Mayor Bloomberg is he recruited people who didn’t necessarily support him and then surrounded himself with solid talent.”In mid-September, Mr. Adams appeared on two Bloomberg Media programs, one on the radio, the other on TV, during which he promised to crack down on disorder and open New York City to business, including by offering incentives. Job No. 1, he said, was public safety.Mr. Wolfson, Mr. Bloomberg’s longtime adviser, is spearheading the Bloomberg-Adams engagement effort, by several accounts. He spoke regularly with Sheena Wright, the United Way of New York City chief executive who is running Mr. Adams’s transition, in the run-up to the fund-raiser. Representatives of Mr. Adams have also connected with Robert Steel, another former deputy mayor under Mr. Bloomberg. And Daniel Doctoroff, Mr. Bloomberg’s former deputy mayor for economic development and the former head of Bloomberg L.P., has independently spoken with Mr. Adams.Mr. Bloomberg has also met personally with Mr. Adams, according to one person familiar with the meeting, and has spoken with him privately throughout the course of the campaign, according to Mr. Adams’s aide. And Mr. Bloomberg hosted last Wednesday’s fund-raiser, during which Mr. Adams is said to have extolled Mr. Bloomberg’s expertise, and Mr. Bloomberg is said to have expressed confidence in Mr. Adams.Several dozen Bloomberg associates attended the 8 a.m. fund-raiser, where the price of admittance was $2,000 a head.The guests included at least five former Bloomberg deputy mayors: Mr. Steel and Robert C. Lieber, both bankers; Edward Skyler, an executive vice president at Citi; Kevin Sheekey, a close adviser to Mr. Bloomberg; and Patricia E. Harris, the head of Bloomberg Philanthropies, according to fellow attendees.Mr. Adams said at the fund-raiser that he wants the city to work on behalf of both the person in the front of the limousine and the person in the back, according to two attendees. And he said that New York City squandered the last eight years by failing to learn any lessons from the Bloomberg administration.Ken Lipper, a friend of Mr. Bloomberg’s from their days at Salomon Brothers, was also there, and he said he was impressed with Mr. Adams’s practical approach to governance, with its emphasis on making the actual levers of government work.There was something “old-fashioned” about him, according to Mr. Lipper, an investment banker and former deputy mayor under Ed Koch.He said he also appreciated Mr. Adams’s understanding of the tax structure.“Sixty-five thousand people in the entire city pay 51 percent of the taxes,” Mr. Lipper said, referring to the wealthiest personal income tax filers. “Those people don’t use the hospital system, generally, they don’t use the subways in many cases, they’re not using the public schools. So their focus is on having a safe city. You’ve got to give them those minimal services, even though it might seem disproportionate to other areas, and I think Adams kind of gets that.” More

    So Organized It's Chaos: A Guide on Germany's Vote

    It has been said that Germans are sometimes so organized that chaos reigns. Germany’s election system is no exception. It is so complex that even many Germans don’t understand it.Here’s a brief primer.Are voters choosing a chancellor today?Not exactly. Unlike in the United States, voters don’t directly elect their head of government. Rather, they vote for representatives in Parliament, who will choose the next chancellor, but only after forming a government. More on that later.The major parties declare who they would choose for chancellor, so Germans going to the polls today know who they are in effect voting for. This year the candidates most likely to become chancellor are Olaf Scholz of the Social Democrats or Armin Laschet of the Christian Democrats. Annalena Baerbock, a Green, has an outside chance.Who can vote?Any German citizen 18 or over. They don’t need to register beforehand.How are seats in Parliament allocated?Everyone going to the polls today has two votes. The first vote is for a candidate to be the district’s local representative. The second vote is for a party. Voters can split their votes among parties and often do. For example, a person could cast one vote for a Social Democrat as the local member of Parliament, and a second vote for the Christian Democrats as a party.Parliament has 598 members, but could wind up with many more because of a quirk in the system. The top vote-getter in every district automatically gets a seat in Parliament. These candidates account for half of the members of Parliament. The remaining seats are allocated according to how many second votes each party receives.But parties may be allocated additional seats according to a formula designed to ensure that every faction in Parliament has a delegation that accurately reflects its national support. So Parliament could easily wind up with 700 members.Also: A party that polls less than 5 percent doesn’t get any seats at all.What happens next?It is very unlikely that any party will wind up with a majority in Parliament. The party that gets the most votes must then try to form a government by agreeing to a coalition with other parties. That has become mathematically more difficult because of the rise of the far-right Alternative for Germany party and the far-left Linke party.The mainstream parties have ruled out coalitions with either of those parties because of their extreme positions. But it will be a struggle for the remaining parties to find enough common ground to cobble together a majority. The process could take months. More

    Polls Close and Voting Ends in Tight Germany Race

    The voting is done, and exit polling throughout the day has suggested that the Social Democrats and the Christian Democratic Union are very close.The polls have now closed in Germany, where voters have been casting their ballots for a new Parliament, which will ultimately determine who succeeds Chancellor Angela Merkel at the helm of the European Union’s most populous democracy after 16 years in office.Early exit polls throughout the day have suggested a very tight race between Ms. Merkel’s center-right Christian Democratic Union and the center-left Social Democrats. Most have showed the Social Democrats slightly ahead, but in at least one the Christian Democrats had the edge. A couple had them tied.Exit polling in this election is complicated by the fact that about four in ten voters have already mailed in their ballots.The first returns are expected within a couple of hours, although a final result may not be known until Monday.In a sign that the closest election in years was mobilizing voters, turnout was expected to surpass the 76 percent recorded in 2017, when the last national elections were held.“It’s a nail biter,” said Andrea Römmele, dean of the Hertie School in Berlin.     Labour Leader, Keir Starmer, Struggles to Emerge From Boris Johnson’s Shadow

    Competent but low on charisma, Keir Starmer has yet to give British voters a clear reason to support the main opposition party, critics say.LONDON — If Prime Minister Boris Johnson went to one extreme with his pithy 2019 election slogan — “get Brexit done” — the leader of the opposition Labour Party, Keir Starmer, has gone to the other.Ahead of Labour’s annual conference, which began this weekend, Mr. Starmer penned a policy statement designed to showcase his beliefs that ran to more than 11,000 words. Despite that novella-like length, it is unlikely to compete with the best-sellers.Serious, competent but lacking charisma, Mr. Starmer is a mirror image of Mr. Johnson, a polarizing politician renowned for phrasemaking and showmanship rather than steadiness or a firm grip on policy.Yet when Mr. Starmer speaks to Labour members in the English seaside city of Brighton this week, he badly needs some pizazz — both to raise his profile and to explain the agenda of a party that suffered a crushing election defeat in 2019 under its previous, left-wing leader, Jeremy Corbyn.“If you put Keir Starmer and Boris Johnson together they would be the ideal politician,” said Steven Fielding, a professor of political history at Nottingham University. But after a lackluster year, Professor Fielding said, Mr. Starmer “has got to communicate his sense of purpose and what the point of the Labour Party is under his leadership in post-Covid Britain.”“It’s an existential question he has to ask himself, to answer and then communicate,” Professor Fielding said.No one doubts the intelligence, seriousness or competence of Mr. Starmer, a former chief prosecutor who worked his way from a modest start in life to the highest echelons of the legal establishment.Critics say Mr. Starmer has failed to make his presence felt in a way that enhances Labour’s public standing.Justin Tallis/Agence France-Presse — Getty ImagesBut some think he is not savvy enough politically, while others accuse him of picking internal fights to underscore his opposition to the Corbynite left. Those include a dispute over changes to the voting system for future party leadership contests that would probably have stopped a left-winger from getting the top job again. That plan caused sufficient anger within the party that Mr. Starmer was forced to put forward a watered-down version instead.Yet the more telling complaint is that he has simply failed to make his presence felt in a way that showcases the party’s positions or enhances its standing with the public. Nor, critics say, has he exploited Mr. Johnson’s numerous setbacks.Elected last year following Labour’s catastrophic 2019 defeat, Mr. Starmer has spent much of his leadership detoxifying a party whose image was marred by persistent infighting over allegations of anti-Semitism. That culminated in the suspension of Mr. Corbyn, who remains excluded from Labour’s parliamentary group.That focus on interparty turmoil, along with the 80-seat majority that Mr. Johnson’s conservatives enjoy, has relegated Labour to the role of an onlooker in Parliament — so much so that Mr. Johnson brazenly broke a vow and raised taxes this month without fear that Mr. Starmer and his colleagues could do much to take advantage of it.Perhaps mindful of the need to confront the Conservatives more aggressively, Mr. Starmer stepped up his criticism this weekend, telling the BBC that there had been a “complete lack of planning” by the government over the shortage of truck drivers that has Britons anxious about the delivery of fuel and goods.In terms of election strategy, Labour faces a huge challenge. In 2019, it lost a clutch of parliamentary seats in its former strongholds — the middle and north of the country — as working-class voters warmed to Mr. Johnson, with his pro-Brexit agenda and willingness to wade into culture wars.That left Mr. Starmer with the unenviable task of winning back those traditional Labour voters behind the so-called “red wall” without alienating anti-Brexit supporters in big cities like London, where the party’s support is increasingly concentrated.His bad luck is that the pandemic has dominated the media agenda, keeping the government at center stage and giving it a megaphone to trumpet its leadership role, whether merited or not.During the early months of the Covid crisis, the prime minister floundered, initially resisting lockdowns then having to reverse course, and Mr. Starmer outperformed Mr. Johnson in their head-to-heads in Parliament. The government’s effective vaccine rollout revived the Conservatives’ fortunes, but that effect has now faded and Britain faces an uncertain winter, with the effects of the pandemic difficult to predict. Still, Mr. Johnson is polling reasonably well for an accident-prone leader in the middle of his term.Critics on the left say that Mr. Starmer’s camp has opted for platitudes and shied away from distinctive left-of-center policies to avoid offending any electoral group.“They thought that Starmer is Biden and Johnson is Trump, and that Johnson would self-destruct,” said James Schneider, a former spokesman for Mr. Corbyn. “The difference is that Biden is a hugely more appealing figure to the American public — he has an everyman appeal.”A Jeremy Corbyn mask at the Labour conference in Brighton on Saturday.Justin Tallis/Agence France-Presse — Getty ImagesWhen Labour lost an election for a vacant parliamentary seat in northern England in May, Mr. Starmer suffered another self-inflicted setback with a botched reshuffle of his top team. He appeared to blame his deputy, Angela Rayner, for the defeat, stripping her of a key position, but he was forced to retreat in the face of a backlash and eventually gave her more responsibilities.A full-blown leadership crisis was averted when Labour unexpectedly went on to win an election in another northern constituency, Batley and Spen, in July.But there may be challenges to Mr. Starmer’s authority as he prepares to take on Mr. Johnson in a general election that must take place by 2024 but is expected a year earlier. One Labour member on the ascent is Andy Burnham, the mayor of Manchester, who has raised his profile during the pandemic.Others in the party are still committed to Mr. Corbyn’s hard-left agenda and remain angry about Mr. Starmer’s push to change the voting system. It also wants Mr. Corbyn reinstated to the parliamentary group.The worry for more moderate Labour supporters is that they may be seeing a repeat of the leadership of Ed Miliband, who, like Mr. Starmer, came from the “soft left” of the Labour Party, but who lost the 2015 general election.Tom Baldwin, a former spokesman for Mr. Miliband, said that he believed Mr. Starmer could win and that he could well be an effective prime minister.
