Already, the Wyoming Republican Party has censured her, and there are multiple Republican candidates running against her, with Trump allies coming to the state to rally her opposition.Donald Trump Jr., the former president’s eldest son, has since Monday posted two messages on Twitter in support of the legislation, saying lawmakers who oppose it are “turning their back on my father and the entire America First movement.” One of his tweets included contact information for state senators on the committee considering the proposal, which he claimed allies of Ms. Cheney were vying to thwart.But in Wyoming, the situation is more complex. Republicans dominate politics there. Twenty-eight of the 30 state senators are Republicans, along with 51 of 60 state representatives. Mr. Trump won 70 percent of the state’s vote in November.Republican contests often draw crowded fields — the state’s G.O.P. governor, Mark Gordon, won a six-way primary in 2018 with just 33 percent of the vote, then won more than two-thirds of the vote in the general election.“We’re a major one-party state so whoever wins the primary is going to win the general,” Bo Biteman, a state senator who wrote the legislation, said in an interview on Tuesday. “This is just a different tactic to make more people happy with our primary system. It has nothing to do personally with Liz Cheney and the Trump supporters.”Indeed, the proposal, which would move the state’s primary from August to May, with an August runoff in races where no candidate wins 50 percent, has support from some prominent Cheney supporters. State Senator Brian Boner, a co-author of the bill, backs the congresswoman. Spain’s judiciary has charged that their bid was unconstitutional.The vote on Monday ended a lengthy battle by Mr. Puigdemont and his colleagues to use their protection as elected members of the European assembly to shield them from prosecution in Spain. Now it is up to the Belgian judiciary to rule on whether Mr. Puigdemont should be sent back to the Spanish capital, Madrid, to stand trial.“It is a sad day for the European Parliament,” Mr. Puigdemont said. “We have lost our immunity, but the European Parliament has lost more than that and as a result, European democracy too,” he said, adding that this was “a clear case of political prosecution.”The Spanish government welcomed the vote.“The problems of Catalonia will not be solved in Europe or by Europe. The rescue plan also includes rich new incentives to entice the few holdout states — including Texas, Georgia and Florida — to finally expand Medicaid to those with too much money to qualify for the federal health program for the poor, but too little to afford private coverage.“For people that are eligible but not buying insurance it’s a financial issue, and so upping the subsidies is going to make the price point come down,” said Ezekiel Emanuel, a health policy expert and professor at the University of Pennsylvania who advised Mr. Biden during his transition. The bill, he said, would “make a big dent in the number of the uninsured.”But because those provisions last only two years, the relief bill almost guarantees that health care will be front and center in the 2022 midterm elections, when Republicans will attack the measure as a wasteful expansion of a health law they have long hated. Meantime, some liberal Democrats may complain that the changes only prove that a patchwork approach to health care coverage will never work.“Obviously it’s an improvement, but I think that it is inadequate given the health care crisis that we’re in,” said Representative Ro Khanna, a progressive Democrat from California who favors the single-payer, government-run system called Medicare for All that has been embraced by Senator Bernie Sanders, independent of Vermont, and the Democratic left.“We’re in a national health care crisis,” Mr. Khanna said. “Fifteen million people just lost private health insurance. Trump.Mr. Blunt, a fixture of the Republican establishment, had told reporters in January that he was planning to run for a third term and had taken steps to avoid alienating the former president. But with his surprise announcement on Monday, he joined a growing group of institutionalists who have chosen to leave rather than potentially subject themselves to party primaries that promise to be contests of which candidate can tie himself more closely to Mr. Trump.“After 14 general election victories — three to county office, seven to the United States House of Representatives and four statewide elections — I won’t be a candidate for re-election to the United States Senate next year,” Mr. Blunt, 71, said in a two-minute video posted on social media.Speaking later to reporters in Springfield, Mo., Mr. Blunt predicted he would have won Mr. Trump’s endorsement and prevailed if he had run again, but said he did not want to commit to another eight years of campaigning and service in Congress.“I felt good about getting elected, but what I felt less good about was whether I wanted to go from 26 years in the Congress to 32 years in the Congress and maybe eliminate the other things I might get a chance to do,” he said.Republicans are confident they can hold his seat in a state that has swung hard to the right over the last decade. Still, Mr. Blunt’s departure adds to a brain drain already underway among Senate Republicans.A bipartisan deal maker and stalwart of Washington social circles known for well-tailored suits and disarming charm, he is the rare figure who has served in high-ranking posts in both House and Senate leadership. Mr. Blunt was also in charge of planning President Biden’s inauguration in January, a delicate task that required him to navigate explosive political crosscurrents and the threat of violence after the Jan. 6 mob attack on the Capitol.His decision not to seek another term follows similar ones by Senator Rob Portman of Ohio, one of Republicans’ leading policy minds and a seeker of bipartisan compromises; Senator Richard C. Shelby of Alabama, a deal-making former chairman of the Appropriations Committee; and Senator Patrick J. Toomey of Pennsylvania, a top party voice on free-market economics. Republicans are still closely watching Senator Charles E. Grassley of Iowa, 87, their longest-serving member, to see if he will seek another term.In their place has emerged a crop of Trump acolytes who have mirrored the former president’s combative style, shunned compromise with Democrats and so far been more willing to buck Senator Mitch McConnell of Kentucky, the long-serving top Republican leader with whom Mr. Blunt closely allied himself.“There are two kinds of politicians in Washington — those who want to make a point, and those who want to make a difference. Senator Blunt always worked to make a difference,” said Antonia Ferrier, a former longtime Republican aide who worked for Mr. Blunt in the House and later for Mr. McConnell. “There is no question that his departure, on top of those like Senators Alexander and Shelby, leaves a hole of those who know how to forge bipartisan legislative deals.”In a fawning statement, Mr. McConnell called Mr. Blunt a “policy heavyweight” who had helped bring home legislative victories for Republicans and the Senate as a whole. Among Mr. Blunt’s proudest were billions of dollars in new funding he helped secure as an appropriator for medical research, including for cancer, Alzheimer’s disease and mental health. He was also a savvy political tactician who was talked about both as a possible successor to Mr. McConnell and as a sought-after negotiating partner for Democrats.Those qualities, once prized in government, have slowly become political liabilities among Republican primary voters whose loyalty to Mr. Trump and distrust of official Washington have reshaped the party. Mr. Blunt had not formally drawn a primary challenger, but his close alliance with Mr. McConnell, who has openly sought to purge Mr. Trump from the party, and his status as a consummate Washington insider put him at risk.Eric Greitens, a Republican who resigned as Missouri’s governor in a cloud of scandal in 2018, said last week that he was “evaluating” whether to challenge Mr. Blunt in a primary. Mr. Greitens, a decorated member of the Navy SEALs, has sought to position himself as an heir to Mr. Trump and accused Mr. Blunt of inadequately backing him.“It’s not enough to have an ‘R’ behind their name. We have to have people who are willing to take on the establishment to actually fight against the swamp,” Mr. Greitens told a St. Louis radio station.Mr. Blunt had only occasionally criticized Mr. Trump during his four years in office, careful not to anger the former president who helped him secure a narrow victory in 2016.The Capitol riot proved a more difficult path to walk. Afterward, Mr. Blunt broke with most of Missouri’s Republican delegation and voted to confirm Mr. Biden’s election victory after the attack. He called Mr. Trump’s actions “clearly reckless” and said Jan. 6 had been “a sad and terrible day in the history of the country.” But he vocally opposed Mr. Trump’s impeachment.Mr. Blunt had no cross words for either Mr. Trump or Mr. Greitens on Monday, but he warned against the ascendant brand of politics in his party focused not on solving problems for people but on drawing lines in the sand and picking fights.“The country in the last decade or so has sort of fallen off the edge of too many politicians saying, ‘If you’ll vote for me, I’ll never compromise on anything,’” he told reporters in Springfield. “That is a philosophy that particularly does not work in a democracy.”Among other Republicans considering running for the seat are Jay Ashcroft, the Missouri secretary of state; Eric Schmitt, the attorney general; Jean Evans, a former state party leader; Mike Kehoe, the lieutenant governor; Representatives Jason Smith and Ann Wagner; and Carl Edwards, a former NASCAR driver.With Republicans’ newfound dominance in Missouri, statewide contests have increasingly been decided in G.O.P. primaries. But John Hancock, a former state party chairman, warned that there was always a risk that so many ambitious young Republicans vying for the nomination could lead to a “divisive primary” backfiring.“There are benefits and detriments to having a deep bench,” he said.Democrats, who have lost nearly every race for statewide office over the last decade, have no clear front-runner at the moment.Scott Sifton, a veteran of the Missouri statehouse, has already jumped into the race and put together a full campaign team. But here’s one thing that went right during it: A risk everyone worried about — foreign election interference — mostly failed.That showed what is possible when government officials and technology companies are laser focused on a problem, effectively coordinate and learn from their past mistakes.But the false narrative that the election was stolen, culminating in a mob attack on the U.S. Capitol, also pointed to the limits of those efforts. The Russians or the Chinese didn’t delegitimize our election. We did it to ourselves.Today, I want to explore the glass half-full view. The largely averted threat of foreign election meddling was a success that shouldn’t be overlooked.What went wrong the last timeLet me first remind you what happened around the 2016 election. Russian hackers pilfered documents from the Democratic National Committee and tried to muck around with state election infrastructure. Digital propagandists backed by the Russian government also fanned information on Facebook, Instagram, YouTube and elsewhere that sought to erode people’s faith in voting or inflame social divisions.Powerful American institutions — notably local, state and federal government officials as well as large internet companies — were slow to tackle the problem or had initially dismissed it. The effect of the hacking and trolling wasn’t clear, but the worry was that foreign governments would regularly seek to disrupt U.S. elections and that it would contribute to Americans’ lack of trust in our systems and with one another.What happened in 2020Some foreign governments, including Russia and Iran, tried to disrupt our elections again, but it mostly didn’t work. The same U.S. institutions and digital defenses that failed four years earlier largely held strong this time.“The progress that was made between 2016 and 2020 was remarkable,” said Camille François, chief innovation officer at Graphika, a firm that analyzes manipulation of social networks.What changed in government and techOne major shift after 2016 was that federal government officials and the state and local officials who run elections overcame initial mistrust to collaborate more effectively on voting threats. Matt Masterson, who until recently was a senior adviser on election security for the Department of Homeland Security, said coordination was the biggest change that helped shore up digital defenses in election management systems.“This is as good as the federal government has worked on any issue in my experience,” Masterson said.He also credited efforts in states, notably Georgia, that created paper trails of ballots that could be audited quickly and provide more visibility into the vote counting to help increase people’s trust in the election process.The tech companies, François said, shifted to acknowledge their blind spots. For the first time, online powers including Facebook wrote policies specifically tackling foreign government meddling and put people in charge of stopping it. They also made it harder for foreign trolls to use some of their 2016 tactics, such as buying online advertisements to circulate divisive messages widely.Social media companies also started to publicly announce when they found campaigns by foreign governments that were used to mislead people online. François said that helped researchers and journalists better assess the techniques of foreign propagandists — and the shared knowledge helped internet companies stop trolling campaigns before they had a big impact.Cooperation improved between government and tech companies, too. There were regular meetings between major internet companies and the federal officials responsible for election protection to share information. And internet companies began to tell the public when the U.S. government tipped them off about foreign interference on their websites.Both François and Masterson said that an “aha” moment was the response to Iran’s effort to intimidate voters during the fall. National security officials said then that Iran had obtained some Americans’ voter-registration data, most of which was publicly available, to send deceptive messages that threatened voters.Because they were ready for threats like this, officials were able to make connections between voter intimidation in multiple states, identify the source of the menacing messages, inform election officials across the country and tell voters what was happening — all in about a day.“That couldn’t have happened in 2016, and it likely couldn’t have happened in 2018,” Masterson said. “That was what we had all trained for.”What’s nextWhile internet companies and the U.S. government caught up to the kinds of interference they faced in 2016, they failed at confronting the even trickier challenge of a campaign led by the president himself to cast doubt on the election process despite no substantial evidence. And foreign cyber attacks and online propaganda efforts certainly haven’t stopped.But it could have been much worse. A lot went right in the election because powerful institutions took the risk of foreign hacking and trolling seriously and rose to the challenge.
